【摘要】:正隨著國家"創(chuàng)新驅(qū)動"發(fā)展戰(zhàn)略的實施,科技評價在創(chuàng)新中的引導、規(guī)范和保障性需求愈發(fā)強烈,"雙刃劍"的利弊兩面性影響更加突出,特別是因為評價本身的固有缺陷而導致的負面效應,極易被放大且造成重大影響。"唯SCI論"~([1])、"急功近利"和學術(shù)不端行為頻發(fā)等不良現(xiàn)象,引發(fā)了公眾對現(xiàn)行評價方法、結(jié)果和導向的質(zhì)疑。遵循科技創(chuàng)新規(guī)律,貼近科學研究活動,引導研究回歸本質(zhì),已成為科研績效評價改革的指導思想和終極目標。20世紀80年代,隨著管理學理論研究和實踐進展,分類評價逐漸在歐美發(fā)達國家興起并迅速受到廣泛關(guān)
[Abstract]:With the implementation of the national "innovation-driven" development strategy, the demand for guidance, standardization and support of scientific and technological evaluation in innovation has become increasingly strong, and the advantages and disadvantages of "double-edged sword" have become more prominent. In particular, the negative effects resulting from the inherent defects of the evaluation itself can easily be amplified and have a significant impact. " The bad phenomena such as "SCI theory" ([1]), "eager for quick success" and frequent academic misconduct have aroused the public's doubts about the current evaluation methods, results and guidance. Following the laws of science and technology innovation, close to scientific research activities, guiding research back to the essence, has become the guiding ideology and ultimate goal of scientific research performance evaluation reform in the 1980s, with the development of management theory research and practice. Classification Evaluation has gradually risen in developed countries in Europe and America and has been widely concerned.
