【摘要】：近代中國(guó)金融監(jiān)管制度是在吸收歐美和日本經(jīng)驗(yàn)的基礎(chǔ)上形成的,發(fā)掘近代中國(guó)金融監(jiān)管的特征,既可深化對(duì)近代中國(guó)金融監(jiān)管的認(rèn)識(shí),同時(shí)又對(duì)當(dāng)下的金融監(jiān)管體制改革具有借鑒意義。由于學(xué)術(shù)界尚未對(duì)近代中國(guó)金融監(jiān)管的特征做出總體性歸納概括,因此把近代中國(guó)金融監(jiān)管置于同時(shí)期世界金融監(jiān)管的大背景之下審視近代中國(guó)金融監(jiān)管所具有的特色就顯得尤為必要。通過(guò)研究發(fā)現(xiàn):近代中國(guó)金融監(jiān)管具有三大特征,即在體制上模仿日本選擇了"一級(jí)多頭"式監(jiān)管體制,但各種監(jiān)管機(jī)構(gòu)疊床架屋、互相掣肘;在監(jiān)管方式上綜合了歐美和日本經(jīng)驗(yàn)兼重內(nèi)部監(jiān)管和外部監(jiān)管,但兩者之間此消彼長(zhǎng);在監(jiān)管手段上學(xué)習(xí)日本和歐美做法推行法制化監(jiān)管,但績(jī)效卻差強(qiáng)人意。
[Abstract]:The modern Chinese financial supervision system was formed on the basis of absorbing the experience of Europe and the United States and Japan. The exploration of the characteristics of modern China's financial supervision can not only deepen the understanding of modern China's financial supervision, but also have a reference to the current reform of the financial supervision system. Because the academic and surgical circles have not yet done the characteristics of modern China's financial supervision. It is particularly necessary to examine the characteristics of modern China's financial supervision under the background of the simultaneous world financial supervision. It is found that the financial supervision of modern China has three characteristics, that is, in the system, it imitates Japan to choose "the first class". The management system, but all kinds of regulators are running out of the house and impeded each other; the regulatory approach combines the experience and internal supervision and external supervision of Europe and the United States and Japan, but between the two.
