內(nèi)蒙古高等教育財政支出績效評價

【摘要】:高等教育的根本任務(wù)是人才培養(yǎng),人才培養(yǎng)質(zhì)量是影響一個國家經(jīng)濟(jì)社會發(fā)展的持久因素,提高高等教育財政支出績效意義重大。近年來,內(nèi)蒙古高等教育投入力度不斷加大,但仍面臨著投入力度相對不足和使用不夠充分的雙重困境,不利于提高人才培養(yǎng)水平和教育資源的有效利用。本論文針對內(nèi)蒙古高等教育財政支出開展績效評價,目的是通過績效評價找出內(nèi)蒙古高等教育財政支出的問題所在,以期提高內(nèi)蒙古高等教育財政支出績效,促進(jìn)高質(zhì)量的人才培養(yǎng),實(shí)現(xiàn)科教興國戰(zhàn)略下的內(nèi)蒙古創(chuàng)新發(fā)展戰(zhàn)略目標(biāo)。本論文在閱讀大量國內(nèi)外文獻(xiàn)和相關(guān)理論的基礎(chǔ)上,借鑒有關(guān)研究成果,同時考慮到內(nèi)蒙古高等教育的現(xiàn)實(shí)問題,構(gòu)建了內(nèi)蒙古高等教育財政支出的績效評價指標(biāo),對內(nèi)蒙古高等教育財政支出進(jìn)行績效評價。具體結(jié)合內(nèi)蒙古高等教育財政支出的實(shí)際數(shù)據(jù)資料,運(yùn)用比較分析法,將各個指標(biāo)與全國平均水平進(jìn)行對比分析,分別從內(nèi)蒙古高等教育財政支出在規(guī)模、結(jié)構(gòu)、產(chǎn)出三個方面進(jìn)行績效評價;建立VAR模型,分析高等教育財政支出與經(jīng)濟(jì)增長的關(guān)系;運(yùn)用層次分析法,對內(nèi)蒙古高等教育財政支出績效進(jìn)行綜合評分。并針對內(nèi)蒙古高等教育財政支出存在的規(guī)模相對不足、結(jié)構(gòu)不夠合理、產(chǎn)出水平較低、對經(jīng)濟(jì)增長拉動作用不明顯等問題,提出優(yōu)化內(nèi)蒙古高等教育財政支出的相關(guān)對策建議。其中,從投入、產(chǎn)出和效果角度探討內(nèi)蒙古高等教育財政支出績效,并運(yùn)用相關(guān)的績效指標(biāo)進(jìn)行評價,具有較強(qiáng)的應(yīng)用價值和實(shí)踐意義。
[Abstract]:The basic task of higher education is to train talents. The quality of talent training is a lasting factor that affects the economic and social development of a country. It is of great significance to improve the financial expenditure performance of higher education. In recent years, the investment of higher education in Inner Mongolia has been increasing, but it is still faced with the dual dilemma of relatively insufficient investment and insufficient use, which is not conducive to improving the level of talent training and the effective utilization of educational resources. The purpose of this paper is to find out the problems of higher education expenditure in Inner Mongolia through performance evaluation in order to improve the financial expenditure performance of higher education in Inner Mongolia. Promote the cultivation of high-quality talents and realize the strategic goal of innovation and development of Inner Mongolia under the strategy of rejuvenating the country through science and education. On the basis of reading a large number of domestic and foreign literature and related theories, this paper draws lessons from relevant research results, and at the same time, takes into account the practical problems of higher education in Inner Mongolia, and constructs the performance evaluation index of fiscal expenditure of higher education in Inner Mongolia. The financial expenditure of higher education in Inner Mongolia is evaluated. Combining with the actual data of higher education expenditure in Inner Mongolia, this paper compares each index with the national average by means of comparative analysis, respectively from the scale and structure of fiscal expenditure of higher education in Inner Mongolia. This paper evaluates the performance in three aspects of output, establishes VAR model, analyzes the relationship between higher education financial expenditure and economic growth, and makes a comprehensive score on the financial expenditure performance of higher education in Inner Mongolia by using the Analytic hierarchy process (AHP). Aiming at the problems of relatively insufficient scale, unreasonable structure, low output level and not obvious pulling effect on economic growth in Inner Mongolia, the paper puts forward some countermeasures to optimize the fiscal expenditure of higher education in Inner Mongolia. Among them, it is of great value and practical significance to discuss the financial expenditure performance of higher education in Inner Mongolia from the point of view of input, output and effect, and to evaluate it by using relevant performance indicators.
