【摘要】：當(dāng)前中國(guó)正處于水權(quán)交易制度建設(shè)與推進(jìn)的關(guān)鍵期,在此背景下剖析和借鑒澳大利亞等發(fā)達(dá)國(guó)家的水資源市場(chǎng)化發(fā)展歷程和經(jīng)驗(yàn)具有十分重要的意義。本文在分析澳大利亞水資源市場(chǎng)化背景的基礎(chǔ)上,分析了澳大利亞水權(quán)交易現(xiàn)狀及其績(jī)效。20世紀(jì)80年代以來(lái),澳大利亞水資源市場(chǎng)化實(shí)踐表明:通過(guò)建立與市場(chǎng)相匹配的規(guī)則和制度,水權(quán)交易能夠帶來(lái)顯著的經(jīng)濟(jì)、社會(huì)和環(huán)境效應(yīng)。水權(quán)市場(chǎng)的存在,不僅可以動(dòng)態(tài)靈敏地反映水資源的供求狀況,而且可以緩解干旱、增加經(jīng)濟(jì)和產(chǎn)業(yè)彈性,以及提高微觀經(jīng)濟(jì)主體的抗風(fēng)險(xiǎn)能力等。
[Abstract]:At present, China is in the key period of the construction and promotion of water rights trading system. Under this background, it is of great significance to analyze and learn from the development process and experience of water resources marketization in developed countries such as Australia. Based on the analysis of the background of water resources marketization in Australia, this paper analyzes the current situation and performance of water rights trading in Australia since the 1980s. The practice of water resources marketization in Australia shows that water rights trading can bring significant economic, social and environmental effects by establishing rules and systems that match the market. The existence of water right market can not only reflect the supply and demand of water resources dynamically and sensitively, but also alleviate drought, increase the elasticity of economy and industry, and improve the ability of microeconomic main body to resist risks and so on.
