【摘要】：隨著國(guó)家新型城鎮(zhèn)化規(guī)劃的推進(jìn),農(nóng)民工市民化成為城市發(fā)展的重要目標(biāo)。地方政府出臺(tái)了一系列市民化政策,旨在讓農(nóng)民工逐步享受與本地戶籍人口平等的市民權(quán)利,然而在具體實(shí)踐中,地方市民化政策卻出現(xiàn)了目標(biāo)偏差的現(xiàn)象。文章以東莞市為研究個(gè)案,聚焦于公共教育、住房保障和就業(yè)服務(wù)三大公共服務(wù)領(lǐng)域,考察農(nóng)民工市民化政策存在的目標(biāo)偏差。這種現(xiàn)象的表征在于政府所提供的市民化政策與農(nóng)民工需求之間存在張力,并在不同的公共服務(wù)領(lǐng)域產(chǎn)生了一系列問題。目標(biāo)偏差在多重因素的影響下,存在著目標(biāo)替代、手段優(yōu)先以及注意力轉(zhuǎn)移三種主要路徑,而在影響因素分析中,資源依賴、績(jī)效壓力以及參與缺失是導(dǎo)致目標(biāo)偏差發(fā)生的根源性因素。通過對(duì)影響政策效果因素的分析,推動(dòng)我國(guó)市民化政策的真正發(fā)展。
[Abstract]:With the advancement of the new urbanization plan, the urbanization of migrant workers has become an important goal of urban development.The local government has issued a series of municipal policies aimed at enabling migrant workers to enjoy the civil rights equal to those of the local household registration population step by step. However, in the concrete practice, the local citizen policy has appeared the phenomenon of target deviation.Taking Dongguan City as a case study, this paper focuses on the three public service fields of public education, housing security and employment service, and investigates the objective deviation of the policy of peasant workers' citizenship.The representation of this phenomenon lies in the tension between the civil policy provided by the government and the demand of migrant workers, and a series of problems have arisen in different public service fields.Under the influence of multiple factors, objective deviation has three main paths: goal substitution, means priority and attention shift. In the analysis of influencing factors, resource dependence exists.Performance stress and lack of participation are the root causes of target deviation.Through the analysis of the factors influencing the effect of the policy, the real development of the citizen policy of our country is promoted.
