【摘要】：目前,我國正處于經(jīng)濟社會轉型的關鍵時期,既可以說是"黃金發(fā)展期",又可以說是"矛盾多發(fā)期",在這種社會背景下,社會穩(wěn)定顯得尤為重要。這就需要黨和政府在社會治理的體制創(chuàng)新中,不斷提升維護社會穩(wěn)定和化解社會風險的能力。顯然,重大事項社會穩(wěn)定風險評估不僅是社會治理創(chuàng)新的重要舉措,也是維護社會穩(wěn)定大局的重要戰(zhàn)略,它的存在已經(jīng)成為我國推進重大事項決策科學化和民主化的必要手段。社會治理是完善我國社會穩(wěn)定風險評估工作的落腳點,社會治理的創(chuàng)新成果社會穩(wěn)定風險評估會對加快我國服務型政府的建設、民主管理水平的提升、現(xiàn)代社會危機的預防和抵御起著根本性的作用。本文從社會治理視野出發(fā),結合社會風險、協(xié)同治理和社會燃燒等相關理論,針對目前我國重大事項社會穩(wěn)定風險評估的發(fā)展現(xiàn)狀,分析其在評估主體、評估內容、評估過程、評估指標和評估方法等方面的問題,從思想認識、評估制度、人才培養(yǎng)以及績效考核等方面究其原因,并借鑒日本政策評價制度、歐盟食品風險評估制度和英國倫敦城市風險評估體系的經(jīng)驗,認為目前我國重大事項社會穩(wěn)定風險評估應從評估主體多元化、評估內容明確化、評估程序規(guī)范化和評估指標的完善性以及評估制度的建設五個方面進行改進,以期我國可以通過重大事項社會穩(wěn)定風險評估減少社會治理的成本,為更好地為維護安定的社會秩序、建設和諧的社會環(huán)境做出貢獻。
[Abstract]:At present, our country is in the key period of economic and social transformation, which can be said to be "golden development period" and "contradictory frequent period". In this social background, social stability is particularly important.This requires the Party and the government to constantly improve the ability to maintain social stability and resolve social risks in the innovation of social governance system.Obviously, the risk assessment of social stability of major events is not only an important measure of social governance innovation, but also an important strategy to maintain the overall situation of social stability. Its existence has become a necessary means to promote the scientific and democratic decision-making of major matters in our country.Social governance is the foothold of perfecting the risk assessment of social stability in our country. The innovative achievement of social governance, social stability risk assessment, will speed up the construction of service-oriented government in our country and promote the level of democratic management.The prevention and resistance of crisis in modern society plays a fundamental role.From the perspective of social governance, combined with the relevant theories of social risk, cooperative governance and social combustion, this paper analyzes the main body, content and process of social stability risk assessment in view of the current development situation of social stability risk assessment of major events in China.From the aspects of ideological understanding, evaluation system, talent training and performance appraisal, and so on, the problems of evaluation index and evaluation method are discussed, and Japan's policy evaluation system is used for reference.The experience of the food risk assessment system in EU and the urban risk assessment system in London, England, shows that the social stability risk assessment of major events in our country should be diversified from the main body of assessment, and the content of assessment should be clarified.In order to reduce the cost of social governance, the standardization of evaluation procedure and the perfection of evaluation index and the construction of evaluation system can be improved in order to reduce the cost of social governance through the risk assessment of social stability in China.In order to better maintain stable social order and build a harmonious social environment.
