【摘要】：對政府投資建設(shè)項目開展審計監(jiān)督工作是國家審計機關(guān)的一項重要法定職責。目前各級審計機關(guān)對政府投資建設(shè)項目采取的主要審計監(jiān)督方法依舊是傳統(tǒng)意義上的工程竣工決算審計,除此之外,少數(shù)地方審計機關(guān)(例如深圳市)還會對政府投資建設(shè)項目開展結(jié)算審計。與傳統(tǒng)的審計模式相比,政府投資建設(shè)項目跟蹤審計能夠從建設(shè)初期起就開始介入進行審計,并視項目的實際進展情況分時間、部位等不同階段進行審計,有機的將事前預(yù)防、事中控制、事后總結(jié)相結(jié)合。跟蹤審計的重要意義在于利用有限的審計資源,在項目建設(shè)過程中確定若干重點建設(shè)內(nèi)容(環(huán)節(jié))進行跟蹤審計,體現(xiàn)出“全面審計、突出重點”和“發(fā)揮審計免疫系統(tǒng)功能”的兩大指導(dǎo)思想,抓住政府投資項目建設(shè)過程中的主要環(huán)節(jié)和主要問題,進行跟蹤落實,促進項目建設(shè)績效的同時,也相應(yīng)提高審計工作的績效。本文主要通過以下五個部分對政府投資建設(shè)項目跟蹤審計進行研究和探討:一是緒論,重點闡述政府投資建設(shè)項目跟蹤審計的產(chǎn)生、發(fā)展的歷史背景及研究意義;二是政府投資建設(shè)項目跟蹤審計概述,主要對跟蹤審計的含義、法律依據(jù)、審計范圍及主要環(huán)節(jié)等內(nèi)容進行介紹;三是政府投資建設(shè)項目各階段跟蹤審計內(nèi)容及方法,包含從政府投資建設(shè)項目立項管理、勘察設(shè)計、招投標及合同管理、施工管理、竣工結(jié)(決)算及后評價管理等階段的審計及評價,該部分內(nèi)容引用學(xué)習、工作中發(fā)現(xiàn)的大量問題及案例,從深層次剖析跟蹤審計的主要內(nèi)容和方法,并探索審計成果及其運用;四是政府投資建設(shè)項目跟蹤審計創(chuàng)新與挑戰(zhàn),政府投資建設(shè)項目涌現(xiàn)出BT、BOT及代建制等多種新型管理模式,對于審計工作而言,無疑是一項重要挑戰(zhàn)和創(chuàng)新。五是對深圳市政府投資建設(shè)項目跟蹤審計的研究進行總結(jié)和展望。
[Abstract]:It is an important legal duty of state audit institutions to carry out audit supervision of government investment and construction projects.At present, the main audit supervision methods adopted by audit institutions at all levels for government-invested construction projects are still traditional audit of final accounts for the completion of projects. In addition,A small number of local audit institutions (such as Shenzhen City) will also carry out settlement audit of government investment and construction projects.Compared with the traditional audit mode, the government investment and construction project tracking audit can begin to intervene in the audit from the early stage of construction, and according to the actual progress of the project, it can be audited at different stages, such as time, position, etc., which organically will be prevented beforehand.Control in the event, after the summary of the combination.The significance of tracking audit is to use limited audit resources to determine some key construction contents (links) in the process of project construction.Highlighting the two guiding principles of "giving prominence to the key points" and "giving full play to the function of the audit immune system", grasping the main links and major problems in the construction process of government investment projects, following up and implementing them, and promoting the construction performance of the projects at the same time,The performance of audit work should be improved accordingly.This article mainly through the following five parts to the government investment construction project tracking audit carries on the research and the discussion: first, the introduction, emphatically elaborated the government investment construction project tracking audit the origin, the development historical background and the research significance;Second, an overview of the tracking audit of government investment construction projects, mainly introducing the meaning, legal basis, audit scope and main links of the tracking audit; third, the contents and methods of tracking audit in various stages of government investment construction projects.Including audit and evaluation from the stages of government investment project establishment management, survey and design, bidding and contract management, construction management, completion (settlement) calculation and post evaluation management, etc.A large number of problems and cases found in the work, from a deep level analysis of the main contents and methods of tracking audit, and explore the audit results and their application; fourth, government investment project tracking audit innovation and challenges,A variety of new management models such as BTT bot and agent construction have emerged in government investment and construction projects. It is undoubtedly an important challenge and innovation for audit work.Fifth, the Shenzhen municipal government investment and construction project tracking audit research summary and outlook.
