【摘要】：隨著我國(guó)政治體制改革步伐的逐步加快和依法治國(guó)事業(yè)的全面推進(jìn),與此緊密關(guān)聯(lián)的行政管理體制改革也日趨進(jìn)入深水區(qū)。而作為行政管理體制改革的重要組成部分,地方政府機(jī)關(guān)事務(wù)管理體制改革的成效不僅間接影響到我國(guó)政治體制改革的大局,而且直接關(guān)系到在新的歷史轉(zhuǎn)型期政府職能實(shí)際發(fā)揮的績(jī)效。因此,地方政府機(jī)關(guān)事務(wù)管理如何按照政府機(jī)構(gòu)改革的基本要求,在相應(yīng)的法律法規(guī)框架內(nèi)進(jìn)一步優(yōu)化組織結(jié)構(gòu),轉(zhuǎn)變職能,并結(jié)合地方特色,積極探索和逐步建立起適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制和節(jié)約型、服務(wù)型政府要求的機(jī)關(guān)事務(wù)管理新體制,業(yè)已成為學(xué)界和政界共同關(guān)注的重要課題。本文結(jié)合海門(mén)市的地方特色,以機(jī)關(guān)事務(wù)管理體制為主線,在回顧我國(guó)機(jī)關(guān)事務(wù)管理體制的歷史沿革的前提下,側(cè)重對(duì)海門(mén)市機(jī)關(guān)事務(wù)管理體制的現(xiàn)狀進(jìn)行了系統(tǒng)的調(diào)研分析,總結(jié)了已有的成效,指出了存在的不足,進(jìn)而依據(jù)行政管理學(xué)中的相關(guān)理論與方法,深入剖析了問(wèn)題背后的原因,進(jìn)而在借鑒國(guó)外機(jī)關(guān)事務(wù)管理體制構(gòu)建與創(chuàng)新的先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,就海門(mén)市機(jī)關(guān)事務(wù)管理體制創(chuàng)新提出合理化建議,即規(guī)范機(jī)構(gòu)設(shè)置,建立健全機(jī)關(guān)事務(wù)管理體系;集中統(tǒng)一事權(quán),進(jìn)一步強(qiáng)化管理職能;堅(jiān)持市場(chǎng)化導(dǎo)向,發(fā)揮市場(chǎng)在資源配置中的基礎(chǔ)作用;強(qiáng)化法制建設(shè),在法律法規(guī)框架內(nèi)進(jìn)行機(jī)關(guān)事務(wù)管理體制的改革創(chuàng)新。
[Abstract]:With the gradual acceleration of the reform of the political system and the overall advancement of the cause of governing the country according to law, the reform of the administrative management system closely related to it has gradually entered the deep water area.As an important part of the reform of the administrative system, the effectiveness of the reform of the management system of the affairs of local government organs not only indirectly affects the overall situation of the reform of the political system in our country.Moreover, it is directly related to the actual performance of government functions in the new historical transition period.Therefore, how to manage the affairs of local government organs in accordance with the basic requirements of the reform of government agencies, further optimize the organizational structure, change their functions, and combine with the local characteristics, within the framework of the corresponding laws and regulations,Actively exploring and gradually establishing a new system of organ affairs management adapted to the socialist market economic system and economized and service-oriented government has become an important issue of common concern for the academic and political circles.Based on the local characteristics of Haimen City and the main line of organ affairs management system, this paper makes a systematic investigation and analysis on the present situation of the organ affairs management system in Haimen City on the premise of reviewing the historical evolution of the organ affairs management system in our country.This paper summarizes the existing achievements, points out the shortcomings, and then, according to the relevant theories and methods of administrative management, deeply analyzes the reasons behind the problems.Then, on the basis of drawing lessons from the advanced experience of the establishment and innovation of foreign organ affairs management system, the paper puts forward some reasonable suggestions on the innovation of the organ affairs management system in Haimen city, that is, standardizing the organization setting up and establishing and perfecting the organ affairs management system;Centralizing and unifying the administrative power, further strengthening the management function, insisting on the market-oriented orientation, giving play to the fundamental role of the market in the allocation of resources, strengthening the construction of the legal system, and carrying out the reform and innovation of the administrative system of the organ affairs within the framework of laws and regulations.
