【摘要】：2016年8月24日,國(guó)資委、財(cái)政部印發(fā)了《關(guān)于完善中央企業(yè)功能分類(lèi)考核的實(shí)施方案》。該方案提出將中央企業(yè)劃分為競(jìng)爭(zhēng)類(lèi)、功能類(lèi)和公益類(lèi)三大類(lèi),并根據(jù)不同中央企業(yè)的功能界定,突出考核重點(diǎn),實(shí)施分類(lèi)考核,以提高考核的科學(xué)性和有效性。本文基于對(duì)公益類(lèi)中央企業(yè)特征的分析,從業(yè)績(jī)考核和專(zhuān)項(xiàng)考核兩方面出發(fā),采用聚類(lèi)分析法和層次分析法進(jìn)行評(píng)價(jià)指標(biāo)的篩選以及權(quán)重的確定,提出公益類(lèi)中央企業(yè)績(jī)效評(píng)價(jià)體系的構(gòu)建思路。
[Abstract]:On August 24, 2016, SASAC and the Ministry of Finance issued the implementation Plan on improving the functional Classification of Central Enterprises.According to the definition of the functions of different central enterprises, the central enterprises should be divided into three categories: competition, function and public welfare, so as to improve the science and effectiveness of the assessment.Based on the analysis of the characteristics of the central enterprises of public welfare, this paper adopts the cluster analysis method and the analytic hierarchy process to select the evaluation indexes and determine the weights from the two aspects of performance appraisal and special assessment.This paper puts forward the idea of constructing the performance evaluation system of public welfare central enterprises.
