【摘要】：隨著我國(guó)城市化進(jìn)程不斷加快,人民生活質(zhì)量不斷提高,對(duì)供水、供熱、公共交通、燃?xì)�、污水處理、垃圾處理、電力等城市公用事業(yè)產(chǎn)品和服務(wù)的需求也急劇增加,公共產(chǎn)品和服務(wù)供給面臨較大壓力,供需矛盾逐漸突出。而長(zhǎng)期以來(lái),效率低下一直是擺在我國(guó)城市公用事業(yè)行業(yè)面前的主要難題。因此,如何科學(xué)地對(duì)我國(guó)城市公用事業(yè)企業(yè)績(jī)效展開(kāi)評(píng)價(jià),從而為政府和企業(yè)提供管理決策越來(lái)越成為備受學(xué)術(shù)界和實(shí)踐界關(guān)注的問(wèn)題。無(wú)論從理論研究還是從企業(yè)實(shí)踐來(lái)看,科學(xué)全面、準(zhǔn)確客觀地評(píng)價(jià)我國(guó)城市公用事業(yè)企業(yè)績(jī)效對(duì)深化我國(guó)城市公用事業(yè)市場(chǎng)化改革,促進(jìn)城市公用事業(yè)更快更好發(fā)展都有著重大的意義。本文立意正在于此。本文內(nèi)容共包括七個(gè)部分。第一部分主要寫(xiě)研究背景、研究?jī)?nèi)容和意義、國(guó)內(nèi)外城市公用事業(yè)企業(yè)績(jī)效評(píng)價(jià)文獻(xiàn)綜述以及研究創(chuàng)新;第二部分內(nèi)容是關(guān)于我國(guó)目前城市公用事業(yè)市場(chǎng)化改革的現(xiàn)狀、成效以及還存在哪些問(wèn)題;第三部分是基于城市公用事業(yè)的經(jīng)濟(jì)特征分析我國(guó)公用事業(yè)企業(yè)績(jī)效評(píng)價(jià)的特殊性,并對(duì)影響我國(guó)城市公用事業(yè)的利益相關(guān)者進(jìn)行深入的分析;第四部分是從理論上研究了城市公用事業(yè)企業(yè)績(jī)效評(píng)價(jià)的方法和體系構(gòu)建,并具體闡述了這套評(píng)價(jià)辦法的實(shí)施步驟和注意事項(xiàng);第五部分是采用實(shí)證的方法對(duì)我國(guó)城市公用事業(yè)上市公司2015年的綜合績(jī)效進(jìn)行評(píng)價(jià)和分析;第六部分是從經(jīng)濟(jì)環(huán)境、公司治理等角度分析了影響我國(guó)城市公用事業(yè)企業(yè)綜合績(jī)效的因素;最后一部分是結(jié)論建議及論文不足和展望。
[Abstract]:With the continuous acceleration of the urbanization process in China and the continuous improvement of the quality of life of the people, the demand for urban public utility products and services, such as water supply, heating, public transport, gas, sewage treatment, garbage treatment, electricity, and so on, has increased dramatically. The supply of public goods and services is under great pressure, and the contradiction between supply and demand is becoming more and more prominent. For a long time, inefficiency has been the main problem facing the urban public utilities industry in China. How to scientifically evaluate the performance of urban public utilities enterprises in our country and provide management decisions for the government and enterprises has become a more and more concerned issue in the academic and practical circles, whether from the theoretical research or from the enterprise practice, and how to evaluate the performance of the urban public utilities enterprises in our country is becoming more and more important. Scientific, comprehensive, accurate and objective evaluation of the performance of urban public utilities enterprises in China has deepened the market-oriented reform of urban public utilities in China. It is of great significance to promote the faster and better development of urban public utilities. This is the purpose of this paper. The content of this paper consists of seven parts. The first part is mainly about the research background, the research content and the significance. The second part is about the current situation, effect and problems of the market-oriented reform of urban public utilities in China. The third part is based on the economic characteristics of urban public utilities to analyze the particularity of performance evaluation of public utilities in China, and the impact of the stakeholders of urban public utilities in-depth analysis; The fourth part is the theoretical study of the urban public utility enterprise performance evaluation method and system construction, and specifically described the implementation of this set of evaluation procedures and points for attention; The fifth part is to use the empirical method to evaluate and analyze the comprehensive performance of the public utility companies in our country in 2015; the sixth part is from the economic environment. From the perspective of corporate governance, this paper analyzes the factors that affect the comprehensive performance of urban public utility enterprises in China. The last part is the conclusion and suggestion, the deficiency of the paper and the prospect.
