【摘要】：我國(guó)政府新聞發(fā)布制度30多年的建設(shè)與發(fā)展經(jīng)歷了以對(duì)外宣傳為主導(dǎo)的新聞發(fā)布制度初步建立期,以政府傳播與危機(jī)公關(guān)為主導(dǎo)的新聞發(fā)布制度全面建設(shè)期,以信息公開(kāi)與危機(jī)溝通為主導(dǎo)的新聞發(fā)布制度完善與創(chuàng)新期,以新媒體技術(shù)為支撐的新聞發(fā)布與政民溝通互動(dòng)模式形成及新聞發(fā)布信息公開(kāi)工作全面提升時(shí)期。目前存在制度建設(shè)缺乏法律保障、新聞發(fā)布質(zhì)量不高、新聞發(fā)言人素質(zhì)良莠不齊、信息發(fā)布不及時(shí)、某些地方新聞發(fā)布制度建設(shè)流于形式,新聞發(fā)布效果評(píng)估與保障機(jī)制不健全等問(wèn)題。今后一段時(shí)期,政府新聞發(fā)布制度建設(shè)的重點(diǎn)及趨勢(shì)在于:新聞發(fā)言人隊(duì)伍的專業(yè)化、新聞發(fā)布形式的多樣化、新聞發(fā)布納入政府公關(guān)與應(yīng)急管理系統(tǒng)、新聞發(fā)布績(jī)效考核與問(wèn)責(zé)制度建立健全等。
[Abstract]:The construction and development of the government press release system in our country for more than 30 years has experienced a period of initial establishment of a news release system dominated by foreign propaganda, and a comprehensive construction period of a news release system dominated by government communication and crisis public relations. The period of perfection and innovation of news release system, which is dominated by information disclosure and crisis communication, The interactive mode of news release and communication between the government and the people, supported by the new media technology, has been formed and the publicity of news release information has been promoted. At present, there is a lack of legal guarantee in the construction of the system, and the quality of the news release is not high. The quality of the press spokesman is mixed, the information release is not timely, the construction of the news release system in some places is just a formality, the evaluation of the news release effect and the guarantee mechanism are not perfect and so on. For a period of time to come, The key points and trends of the construction of the government press release system are: the professionalization of the press spokesman team, the diversification of the news release form, the integration of the press release into the government public relations and emergency management system, Press release performance evaluation and accountability system to establish and improve.
