【摘要】：政府績效評估是我國推進國家治理體系和治理能力現(xiàn)代化的必然要求。通過梳理黨的十八大以來我國政府績效評估指標研究的相關(guān)文獻發(fā)現(xiàn):該領(lǐng)域研究整體已從理論闡釋層面步入實踐應(yīng)用層面,學術(shù)界在政府綜合性整體績效評估、政府對外職能管理績效評估、政府內(nèi)部管理績效評估等方面均進行了諸多有實踐意義的探索,在公共服務(wù)等政府對外職能管理領(lǐng)域的指標構(gòu)建中取得了尤為顯著的研究進展。但是目前的研究偏重于單一的外部視角,缺乏整體視角和內(nèi)部視角,另外部分研究成果也缺乏足夠的說服力,這都有待進一步的改進和完善。
[Abstract]:Government performance evaluation is an inevitable requirement for our country to promote the modernization of national governance system and governance ability. Through combing the relevant literature on the research of government performance evaluation index since the 18 Congress of the CPC, it is found that the whole research in this field has been completed. From the theoretical interpretation level to the practical application level, The academic circles have carried on a lot of practical and meaningful explorations in the aspects of the government comprehensive overall performance evaluation, the government external function management performance appraisal, the government internal management performance appraisal and so on. In the field of government external function management, such as public service, the research has made a particularly significant progress, but the current research focus on a single external perspective, lack of overall perspective and internal perspective, In addition, some of the research results are not convincing enough, which need to be further improved and improved.
