【摘要】：推廣政府購買服務是新時期轉(zhuǎn)變政府職能、創(chuàng)新社會治理、改進政府提供公共服務方式的根本要求。2013年11月15日在十八屆中央委員會第三次全體會議上《中共中央關于全面深化改革若干重大問題的決定》明確要求要進一步加大政府購買公共服務的力度,2013年9月26日國務院下發(fā)了《關于政府向社會力量購買服務的指導意見》(國辦發(fā)[2013]96號),確定了其重要地位,指明了總體方向,規(guī)范了操作程序。河北省政府也出臺了《關于推進河北省政府購買服務工作的實施意見》。近幾年來,保定市就政府購買公共服務進行了有益的嘗試,在推動環(huán)衛(wèi)保潔市場化運營,開展城市管理監(jiān)管服務購買,嘗試相關領域的政府雇員聘用,探索公益性服務政府購買模式等多個領域,取得了很大的進展,為深化城市管理體制改革,創(chuàng)建全國文明城市發(fā)揮了積極的作用。以保定市政府購買公共服務的發(fā)展為出發(fā)點,分析保定市現(xiàn)階段政府購買服務發(fā)展現(xiàn)狀及成效,從制度建設和政策推行入手,試圖找到阻礙保定市政府購買公共服務發(fā)展的因素,指出存在的問題,更好地維護市場秩序,推動政府職能轉(zhuǎn)變,促進保定市政府購買公共服務的發(fā)展。本文共分為五章,第一章緒論部分主要闡述了論文研究的目的、意義,研究綜述、研究思路與方法等。第二章主要對政府購買公共服務相關內(nèi)容進行了概述,闡述了基本的公共服務供給效率理論、合作治理理論和財政支出績效評價監(jiān)督理論。第三章分析了保定市政府購買公共服務運行成效,明確了保定市推行政府購買公共服務的必要性。第四章主要闡述了保定市政府購買公共服務的發(fā)展現(xiàn)狀和財政部門的監(jiān)管現(xiàn)狀,并分析了存在的問題及原因。第五章主要是根據(jù)現(xiàn)有的經(jīng)驗和教訓,結合保定市自身發(fā)展特點,提出了針對性的建議與措施。
[Abstract]:Popularizing government purchasing service is changing government function and innovating social governance in the new period. The fundamental requirements for improving the way the government provides public services. At the third plenary session of the 18 central committee on November 15th 2013, the "decision of the CPC Central Committee on the Comprehensive deepening of certain Major issues of Reform" was made clear. It does demand that the government's purchase of public services be further intensified. In September 26th 2013, the State Council issued the "guidance on the Government's purchase of Services from Social Forces" (issued by the State Office). [2013 / 96, defining its importance and indicating the overall direction. In recent years, Baoding City has made a beneficial attempt on the purchase of public services by the government. Great progress has been made in many fields, such as promoting the market-oriented operation of sanitation, carrying out the purchase of urban management supervision services, trying to employ government employees in related fields, and exploring the mode of government purchase of public welfare services. In order to deepen the reform of the urban management system and create a civilized city throughout the country, it has played an active role, taking the development of Baoding municipal government to purchase public services as the starting point. This paper analyzes the present situation and effect of government purchase service in Baoding city, tries to find out the factors that hinder the development of Baoding municipal government purchase public service, and points out the existing problems from the system construction and policy implementation. Better maintain market order, promote the transformation of government functions, promote the development of Baoding municipal government to purchase public services. This paper is divided into five chapters, the first chapter of the introduction mainly describes the purpose and significance of the paper. The second chapter summarizes the relevant contents of the government purchase of public services and expounds the basic theory of the efficiency of public service supply. The third chapter analyzes the effectiveness of Baoding municipal government in purchasing public services. The necessity of government purchase of public services in Baoding City is clarified. Chapter 4th mainly describes the development of Baoding Municipal Government to purchase public services and the current situation of the supervision of the financial sector. Chapter 5th mainly based on the existing experience and lessons, combined with the development characteristics of Baoding City, put forward targeted suggestions and measures.
