【摘要】:為打破全國(guó)農(nóng)業(yè)發(fā)展停滯局面,消除限制農(nóng)業(yè)生產(chǎn)的不利條件,從1988年起中央財(cái)政開(kāi)始每年安排專(zhuān)項(xiàng)資金支持農(nóng)業(yè)綜合開(kāi)發(fā),支持修建完善農(nóng)業(yè)生產(chǎn)基礎(chǔ)設(shè)施,促進(jìn)農(nóng)業(yè)生產(chǎn)加快發(fā)展。1993年,山東率先在全國(guó)提出農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)的發(fā)展思路后,該發(fā)展思路就得到了國(guó)家的高度關(guān)注,不久國(guó)家層面就制定相關(guān)政策在全國(guó)推廣并予以扶持。為貫徹落實(shí)國(guó)家相關(guān)政策,財(cái)政部確定從每年安排的支持農(nóng)業(yè)綜合開(kāi)發(fā)資金中安排不高于30%的部分,用于支持農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)項(xiàng)目建設(shè),扶大扶強(qiáng)龍頭企業(yè),支持農(nóng)業(yè)生產(chǎn)企業(yè)采用新技術(shù)對(duì)原有設(shè)備進(jìn)行升級(jí)改造,提高產(chǎn)品精深加工水平,動(dòng)更多農(nóng)民參與產(chǎn)業(yè)化經(jīng)營(yíng),提高農(nóng)民收入水平。實(shí)證分析基礎(chǔ)上提出的績(jī)效改進(jìn)建議有利于政府支持農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)政策的不斷完善,對(duì)補(bǔ)齊農(nóng)業(yè)發(fā)展短板、實(shí)現(xiàn)農(nóng)業(yè)產(chǎn)業(yè)提質(zhì)增效和農(nóng)牧區(qū)群眾扶貧脫困具有重要意義。本研究以青海省2015年數(shù)據(jù)為樣本,采用實(shí)證分析方法對(duì)現(xiàn)有評(píng)價(jià)指標(biāo)進(jìn)行了篩選,構(gòu)建更加科學(xué)的評(píng)價(jià)指標(biāo)體系;再運(yùn)用群組層次分析法對(duì)青海省農(nóng)發(fā)產(chǎn)業(yè)化經(jīng)營(yíng)項(xiàng)目實(shí)施效果進(jìn)行評(píng)價(jià),實(shí)現(xiàn)了定量和定性分析方法的統(tǒng)一,也進(jìn)一步降低了在構(gòu)建比較判斷矩陣時(shí)人為主觀因素的影響。最后,通過(guò)與青海省財(cái)政投資評(píng)審中心農(nóng)發(fā)產(chǎn)業(yè)化經(jīng)營(yíng)項(xiàng)目績(jī)效評(píng)價(jià)結(jié)果的比較,驗(yàn)證采取該方法進(jìn)行產(chǎn)業(yè)化經(jīng)營(yíng)項(xiàng)目績(jī)效評(píng)價(jià)的可行性。研究表明:一是項(xiàng)目帶動(dòng)農(nóng)戶滿意度、農(nóng)戶受益大小、組織管理、計(jì)劃執(zhí)行、項(xiàng)目帶動(dòng)農(nóng)戶參與率是農(nóng)發(fā)產(chǎn)業(yè)化經(jīng)營(yíng)項(xiàng)目績(jī)效最重要的五個(gè)指標(biāo)。二是政府要通過(guò)創(chuàng)新農(nóng)戶與龍頭企業(yè)的合作機(jī)制,實(shí)現(xiàn)“利益共享、風(fēng)險(xiǎn)共擔(dān)”,帶動(dòng)農(nóng)業(yè)收入不斷增加;加強(qiáng)項(xiàng)目管理,嚴(yán)格項(xiàng)目計(jì)劃執(zhí)行,從而確保工程建設(shè)質(zhì)量;建立農(nóng)業(yè)綜合開(kāi)發(fā)項(xiàng)目績(jī)效評(píng)價(jià)機(jī)制,最終達(dá)到以評(píng)促管的目的等改進(jìn)措施,進(jìn)一步提高政策的實(shí)施效果。三是群組層次分析法在評(píng)價(jià)指標(biāo)篩選、確定指標(biāo)權(quán)重、分析評(píng)價(jià)結(jié)果等方面更具科學(xué)性和合理性。
[Abstract]:In order to break the stagnant situation of agricultural development in China and eliminate the unfavorable conditions restricting agricultural production, the central finance has arranged special funds to support comprehensive agricultural development every year since 1988. In 1993, Shandong took the lead in putting forward the idea of agricultural industrialization management in the whole country. The development of the thinking has been highly concerned by the country, and soon the national level on the formulation of relevant policies in the country to promote and support. In order to implement the relevant national policies. The Ministry of Finance has decided to arrange no more than 30% of the annual funds to support comprehensive agricultural development, which will be used to support the construction of agricultural industrialization management projects and to support the leading enterprises in supporting the development of agricultural industrialization. We will support agricultural production enterprises to adopt new technologies to upgrade and transform existing equipment, improve the level of deep processing of products, and move more farmers to participate in industrial operations. Improve the level of farmers' income. Empirical analysis on the basis of performance improvement suggestions are conducive to the government to support the continuous improvement of agricultural industrialization management policy to complement the development of agriculture. It is of great significance to improve the quality and improve the efficiency of agricultural industry and to alleviate poverty and extricate the masses from poverty in pastoral areas. This study takes the data of Qinghai Province on 2015 as a sample and adopts the empirical analysis method to screen the existing evaluation indicators. Constructing a more scientific evaluation index system; Then use the group analytic hierarchy process to evaluate the effect of the implementation of the agricultural industrial management project in Qinghai province, and achieve the unity of quantitative and qualitative analysis methods. It also further reduces the impact of human subjective factors in the construction of comparative judgment matrix. Finally, it compares the results with the results of evaluation of the performance of IFAD industrialization operation project of Qinghai Provincial Financial Investment Evaluation Center. To verify the feasibility of using this method to evaluate the performance of industrial management projects. The research shows that: first, the project drives farmers' satisfaction, farmers benefit, organization and management, plan implementation. The participation rate of farmers driven by the project is the most important five indicators of the performance of the project. Second, the government should innovate the cooperative mechanism between farmers and leading enterprises to achieve "benefit sharing and risk sharing". Driving the increase of agricultural income; Strengthen the project management, strictly carry out the project plan, so as to ensure the quality of the project construction; Establish the comprehensive agricultural development project performance evaluation mechanism, and finally achieve the purpose of evaluation and management improvement measures to further improve the implementation of the policy. Third, the group analytic hierarchy process in the evaluation index selection. It is more scientific and reasonable to determine the index weight and analyze the evaluation results.
