【摘要】：2004年以來(lái),中國(guó)對(duì)外直接投資開(kāi)始迅速增長(zhǎng),成為東道國(guó)政府與公眾廣泛關(guān)注的重要經(jīng)濟(jì)現(xiàn)象。中國(guó)在經(jīng)濟(jì)發(fā)展水平還不高的情況下成為對(duì)外投資大國(guó),深層次的原因之一是外匯儲(chǔ)備快速積累,尤其是外匯儲(chǔ)備投資回報(bào)低下。中國(guó)企業(yè)向海外進(jìn)行直接投資,其主要目的是為了培育自身的競(jìng)爭(zhēng)優(yōu)勢(shì)。對(duì)外直接投資可能存在一個(gè)生命周期,即隨著經(jīng)濟(jì)的發(fā)展,對(duì)外直接投資的主要?jiǎng)訖C(jī)逐步從獲取戰(zhàn)略資產(chǎn)到提高生產(chǎn)效率再到占領(lǐng)當(dāng)?shù)厥袌?chǎng)。文章建議,一是考慮盡快取消對(duì)中國(guó)企業(yè)對(duì)外直接投資的限制;二是支持國(guó)有企業(yè)走出去宜審慎并有選擇性;三是應(yīng)更多地鼓勵(lì)能夠幫助國(guó)內(nèi)產(chǎn)業(yè)升級(jí)的對(duì)外直接投資;四是政府功能要從管制轉(zhuǎn)向提供服務(wù)與保護(hù)。
[Abstract]:Since 2004, China's foreign direct investment (OFDI) has begun to grow rapidly, which has become an important economic phenomenon widely concerned by the host government and the public. China has become a big foreign investment country under the condition that the level of economic development is not high. One of the deep reasons is the rapid accumulation of foreign exchange reserves, especially the low return on investment of foreign exchange reserves. The main purpose of Chinese enterprises to invest directly overseas is to cultivate their own competitive advantage. There may be a life cycle of OFDI, that is, with the development of economy, the main motivation of OFDI is gradually from acquiring strategic assets to improving production efficiency and then occupying the local market. The paper suggests that: first, it is necessary to consider abolishing restrictions on foreign direct investment of Chinese enterprises as soon as possible; second, it should be prudent and selective to support state-owned enterprises in going out; third, foreign direct investment that can help domestic industries be upgraded should be encouraged more; and fourth, government functions should shift from regulation to the provision of services and protection.
