中國農業(yè)銀行鄂爾多斯分行信貸業(yè)務精細化管理實施方案設計

【摘要】:鄂爾多斯農業(yè)銀行經過多年的發(fā)展,信貸管理水平不斷提高,風險防范能力不斷增強,但是也存在信貸制度執(zhí)行力不夠、信貸“三查”質量不高、“三個辦法、一個指引”落實不夠到位、對貸款資金使用監(jiān)管不嚴、信貸從業(yè)人員素質較低等問題。因此,鄂爾多斯分行必須實施信貸業(yè)務的精細化管理,規(guī)范信貸業(yè)務操作行為,實現風險的精準控制,只有這樣才能保證全行追求長期成功的目標得以實現。 本方案是站在全行信貸業(yè)務經營發(fā)展現狀的角度,對進一步提高信貸管理水平提出具體工作意見。信貸業(yè)務精細化管理的主要內容是明確提出全行信貸精細化管理的總體要求和目標任務,結合全行業(yè)務經營實際,制定切實可行的信貸戰(zhàn)略規(guī)劃管理,作為全行信貸業(yè)務發(fā)展的總綱領,積極調整優(yōu)化信貸資產結構;從梳理信貸政策制度著手,規(guī)范信貸業(yè)務受理、調查、審查、審議與審批、信貸業(yè)務實施及貸后管理等操作流程,特別是加強調查的真實性、完整性和有效性,提高信貸審查質量和效率,規(guī)范用信審核工作,不折不扣執(zhí)行貸后管理各項規(guī)章制度,關注集團性客戶、小企業(yè)客戶、個人及表外信貸業(yè)務風險;積極認真開展客戶的年審工作;通過加強培訓、組織學習、競賽活動等方式,切實提高全行信貸從業(yè)人員的整體素質水平。
[Abstract]:After years of development, the Agricultural Bank of Ordos has continuously improved the level of credit management and the ability to prevent risks. However, there are also three ways to improve the implementation of the credit system, the quality of the "three checks" of credit, and the "three measures". A guide is not enough in place, the use of loan funds are not strictly regulated, the quality of credit practitioners and other issues. Therefore, Ordos Branch must carry out the fine management of credit business, standardize the operation behavior of credit business, and realize the precise control of risk. Only in this way can the goal of pursuing long-term success of the whole bank be realized. From the point of view of the current situation of credit business development in the whole bank, this scheme puts forward concrete suggestions on how to further improve the level of credit management. The main content of the meticulous management of credit business is to clearly put forward the overall requirements and target tasks of the fine management of credit throughout the bank, and to formulate feasible strategic planning and management of credit in the light of the actual operation of the whole bank. As the general program for the development of credit business of the whole bank, actively adjust and optimize the structure of credit assets; Starting with sorting out the credit policy system, standardizing the operational processes of accepting, investigating, examining and approving the credit business, implementing the credit business and managing after the loan, in particular, strengthening the authenticity, integrity and effectiveness of the investigation, Improve the quality and efficiency of credit review, standardize the use of credit audit work, fully implement the post-loan management rules and regulations, pay attention to group customers, small business customers, individuals and off-balance-sheet credit business risks; Actively and conscientiously carry out the customer's annual audit work; through strengthening training, organizing learning, competition activities and other ways, effectively improve the overall quality level of the credit practitioners of the whole bank.
