【摘要】：加強(qiáng)和改進(jìn)農(nóng)村支付服務(wù)基礎(chǔ)設(shè)施建設(shè)是貫徹黨中央、國(guó)務(wù)院提出的“建設(shè)社會(huì)主義新農(nóng)村”、“統(tǒng)籌城鄉(xiāng)發(fā)展”戰(zhàn)略方針的重要工作。近些年來(lái),內(nèi)蒙古在農(nóng)村牧區(qū)支付體系建設(shè)方面取得了顯著成效,支付清算系統(tǒng)逐步延伸,非現(xiàn)金支付工具得到較大發(fā)展,經(jīng)濟(jì)與金融的協(xié)調(diào)性明顯增強(qiáng),農(nóng)村牧區(qū)金融服務(wù)水平有所提高。然而,內(nèi)蒙古特有的地理狀況,農(nóng)牧民人口居住分散,改善農(nóng)村牧區(qū)支付服務(wù)環(huán)境成本高、困難多,依然存在著金融資源配給不平衡、新型支付體系認(rèn)知度和使用率低、金融服務(wù)的質(zhì)量和水平與現(xiàn)實(shí)需求相差甚遠(yuǎn)等問(wèn)題,直接影響到農(nóng)村牧區(qū)經(jīng)濟(jì)的發(fā)展,影響到農(nóng)牧民生活水平的改善。 文章通過(guò)對(duì)內(nèi)蒙古農(nóng)村牧區(qū)支付體系建設(shè)的現(xiàn)狀進(jìn)行剖析,指出當(dāng)前存在的主要問(wèn)題,并從實(shí)際出發(fā),探討內(nèi)蒙古農(nóng)村牧區(qū)支付體系建設(shè)途徑的選擇,進(jìn)而提出完善農(nóng)村牧區(qū)支付體系建設(shè)的建議。
[Abstract]:Strengthening and improving the construction of rural payment service infrastructure is an important work to carry out the strategic policy of "building a new socialist countryside" and "coordinating urban and rural development" put forward by the CPC Central Committee and the State Council. In recent years, Inner Mongolia has made remarkable achievements in the construction of payment system in rural pastoral areas, the payment and clearing system has been gradually extended, non-cash payment instruments have been greatly developed, and the coordination between economy and finance has been significantly enhanced. The level of financial services in rural pastoral areas has improved. However, owing to the unique geographical situation in Inner Mongolia, the population of farmers and herdsmen is scattered, the cost of improving the payment service environment in rural and pastoral areas is high, and it is much more difficult, there is still an imbalance in the distribution of financial resources, and the recognition and utilization of the new payment system is low. The quality and level of financial services are far from actual needs, which directly affect the economic development of rural pastoral areas and the improvement of the living standards of farmers and herdsmen. Based on the analysis of the present situation of the payment system construction in the rural pastoral areas of Inner Mongolia, this paper points out the main problems existing at present, and probes into the choice of the ways to construct the payment system in the rural pastoral areas of Inner Mongolia from the practical point of view. Then it puts forward some suggestions to perfect the payment system construction of rural pastoral areas.
