【摘要】：農(nóng)村產(chǎn)業(yè)發(fā)展是促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展的根本，優(yōu)化調(diào)整農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)，提高農(nóng)村產(chǎn)業(yè)水平，有利于改變城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)，實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)協(xié)調(diào)發(fā)展。若農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)無法改善，將難以實(shí)現(xiàn)農(nóng)村經(jīng)濟(jì)的可持續(xù)增長(zhǎng)。然而，農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整離不開大量資金的支持，而金融支持是解決資金難題的主要力量。如何發(fā)揮金融支持的作用，推動(dòng)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，促進(jìn)農(nóng)村經(jīng)濟(jì)可持續(xù)發(fā)展是我們面臨的重要課題。 本文圍繞金融支持對(duì)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的作用這一主題，運(yùn)用產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、農(nóng)業(yè)經(jīng)濟(jì)學(xué)、管理學(xué)及計(jì)量經(jīng)濟(jì)學(xué)等科學(xué)知識(shí)展開研究。本文以金融支持為主線，建立了金融支持農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的理論框架。分別分析了農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與金融支持的內(nèi)涵，提出了農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的目標(biāo)，并對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與農(nóng)村金融的相關(guān)理論進(jìn)行了分析。在此基礎(chǔ)上，深入分析了金融支持影響農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整作用渠道、作用機(jī)制，并構(gòu)建了相應(yīng)的理論模型。通過深入的理論分析發(fā)現(xiàn)金融支持對(duì)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整具有重要的影響作用。 與此同時(shí)，本文還對(duì)金融支持影響農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的現(xiàn)狀進(jìn)行闡述，分析了農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的金融供給與金融需求狀況，并了解到金融供需中存在不協(xié)調(diào)的因素，，對(duì)造成供需不協(xié)調(diào)的原因進(jìn)行了深入分析。為進(jìn)一步了解金融支持影響農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的現(xiàn)實(shí)作用，本文利用EVIEWS軟件，對(duì)1978-2010年的農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)調(diào)整中的金融支持作用進(jìn)行了統(tǒng)計(jì)檢驗(yàn)，并進(jìn)行了貢獻(xiàn)率的估算。實(shí)證結(jié)論顯示金融支持可通過改變農(nóng)村金融相關(guān)率和農(nóng)村儲(chǔ)蓄率來促進(jìn)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整，但其影響作用不理想，而造成這一不理想狀況的原因與農(nóng)村金融發(fā)展水平不高，農(nóng)村儲(chǔ)蓄水平較低密切相關(guān)。 為促進(jìn)農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)的進(jìn)一步優(yōu)化調(diào)整，改變金融支持不理想的狀態(tài)，提高農(nóng)村金融發(fā)展水平和農(nóng)村儲(chǔ)蓄水平，本文從構(gòu)建金融支持環(huán)境、拓展金融資源來源、創(chuàng)新金融機(jī)構(gòu)服務(wù)功能、優(yōu)化金融資源配置、完善金融風(fēng)險(xiǎn)共擔(dān)機(jī)制五方面提出了相應(yīng)的農(nóng)村金融改革政策建議。
[Abstract]:The development of rural industry is the fundamental to promote the development of rural economy. Optimizing and adjusting the rural industrial structure and raising the level of rural industry are conducive to changing the dual economic structure of urban and rural areas and realizing the coordinated development of national economy. If the rural industrial structure can not be improved, it will be difficult to achieve sustainable growth of rural economy. However, the adjustment of rural industrial structure can not be separated from the support of a large number of funds, and financial support is the main force to solve the problem of capital. How to play the role of financial support, promote the adjustment of rural industrial structure, promote the sustainable development of rural economy is an important subject we are facing. This paper focuses on the role of financial support in the adjustment of rural industrial structure, using industrial economics, agricultural economics, management, econometrics and other scientific knowledge. Taking financial support as the main line, this paper establishes the theoretical framework of financial support for the adjustment of rural industrial structure. This paper analyzes the connotation of rural industrial structure adjustment and financial support, puts forward the goal of rural industrial structure adjustment, and analyzes the relevant theories of industrial structure adjustment and rural finance. On the basis of this, the paper deeply analyzes the channel and mechanism of financial support influencing the adjustment of rural industrial structure, and constructs the corresponding theoretical model. Through in-depth theoretical analysis, it is found that financial support plays an important role in the adjustment of rural industrial structure. At the same time, this paper also expounds the current situation of financial support affecting the adjustment of rural industrial structure, analyzes the financial supply and financial demand in the adjustment of rural industrial structure, and finds out that there are some uncoordinated factors in financial supply and demand. The causes of the imbalance between supply and demand are deeply analyzed. In order to further understand the practical effect of financial support on the adjustment of rural industrial structure, this paper makes a statistical test on the role of financial support in the adjustment of rural industrial structure from 1978 to 2010 by using EVIEWS software, and estimates the contribution rate. The empirical results show that financial support can promote the adjustment of rural industrial structure by changing the rural financial correlation rate and rural savings rate, but its effect is not ideal, and the causes of this unsatisfactory situation and the level of rural financial development are not high. The low level of rural savings is closely related. In order to promote the further optimization and adjustment of the rural industrial structure, to change the unsatisfactory state of financial support, to improve the level of rural financial development and rural savings, this paper tries to expand the sources of financial resources by constructing the financial support environment. The paper puts forward the corresponding policy suggestions on rural financial reform from five aspects: innovating the service function of financial institutions, optimizing the allocation of financial resources, and perfecting the financial risk-sharing mechanism.
