【摘要】：海洋戰(zhàn)略新興產(chǎn)業(yè)是一個(gè)國(guó)家的戰(zhàn)略性產(chǎn)業(yè)和海洋經(jīng)濟(jì)發(fā)展的重要標(biāo)志，是一個(gè)國(guó)家海洋經(jīng)濟(jì)發(fā)展的基礎(chǔ)和核心競(jìng)爭(zhēng)力所在。根據(jù)《國(guó)務(wù)院關(guān)于加快培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的決定》，作為戰(zhàn)略新興產(chǎn)業(yè)之一的海洋戰(zhàn)略新興產(chǎn)業(yè)主要包括海洋新能源產(chǎn)業(yè)、海洋高端裝備制造產(chǎn)業(yè)、海水綜合利用產(chǎn)業(yè)、海洋生物產(chǎn)業(yè)、海洋環(huán)境產(chǎn)業(yè)和深海礦產(chǎn)產(chǎn)業(yè)等六大海洋產(chǎn)業(yè)門類。未來十年，我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)將進(jìn)入高速的發(fā)展時(shí)期，將成為國(guó)民經(jīng)濟(jì)重要的支柱產(chǎn)業(yè)。 由于海洋戰(zhàn)略新興產(chǎn)業(yè)在我國(guó)國(guó)民經(jīng)濟(jì)發(fā)展過程中的重要地位，本文試圖從金融支持的角度探討如何有效的推進(jìn)海洋戰(zhàn)略新興產(chǎn)業(yè)的發(fā)展，尋找我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)金融支持的新思路，完善我國(guó)現(xiàn)有海洋戰(zhàn)略新興產(chǎn)業(yè)發(fā)展的金融支持體系。這不僅對(duì)于我國(guó)金融支持體系建設(shè)具有一定的理論意義，而且對(duì)于優(yōu)化我國(guó)海洋產(chǎn)業(yè)結(jié)構(gòu)、有效開發(fā)利用海洋資源具有一定的現(xiàn)實(shí)意義。 本文首先從理論分析入手，考察我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)發(fā)展與金融發(fā)展相互關(guān)系的內(nèi)生邏輯與發(fā)展機(jī)制。由于受到產(chǎn)業(yè)特征以及海洋特性的影響，海洋戰(zhàn)略新興產(chǎn)業(yè)在發(fā)展過程中會(huì)遭遇資本形成不足和資本配置低效等多重因素的制約，這嚴(yán)重制約了我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)的發(fā)展。在理論分析的基礎(chǔ)上，文章以我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)中的海洋生物產(chǎn)業(yè)為例，以海洋生物產(chǎn)業(yè)的增加值與海洋產(chǎn)業(yè)增加值的比重值來衡量我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)的發(fā)展情況，實(shí)證分析我國(guó)金融發(fā)展與我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)發(fā)展之間的相關(guān)關(guān)系。 在此之后，文章以我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)的發(fā)展現(xiàn)狀為研究對(duì)象，利用模糊分析方法中的AHP層次分析法，，對(duì)我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)的發(fā)展現(xiàn)狀進(jìn)行了實(shí)地調(diào)研，在結(jié)合大量數(shù)據(jù)和調(diào)研報(bào)告并借鑒我國(guó)高新技術(shù)產(chǎn)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上，對(duì)我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)金融支持體系的相關(guān)問題進(jìn)行深入研究。 最后，本文結(jié)合生命周期理論，將我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)相關(guān)企業(yè)的成長(zhǎng)過程按生命周期理論進(jìn)行劃分，將我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)相關(guān)企業(yè)的發(fā)展過程劃分為種子期、初創(chuàng)期、成長(zhǎng)期以及成熟期四個(gè)階段，并深入研究了企業(yè)不同成長(zhǎng)階段所面臨的風(fēng)險(xiǎn)類型、資金需求等特征，提出了與之相適應(yīng)的海洋戰(zhàn)略新興產(chǎn)業(yè)不同成長(zhǎng)階段的融資策略，期望對(duì)我國(guó)海洋戰(zhàn)略新興產(chǎn)業(yè)相關(guān)企業(yè)發(fā)展提供有效的參考。
[Abstract]:Marine strategic emerging industry is an important symbol of a country's strategic industry and marine economic development. It is the foundation and core competitiveness of a country's marine economic development. According to the "decision of the State Council on speeding up the cultivation and Development of Strategic emerging Industries", as one of the strategic emerging industries, the emerging marine strategic industries mainly include the marine new energy industry and the marine high-end equipment manufacturing industry. Sea water comprehensive utilization industry, marine life industry, marine environment industry and deep-sea mineral industry. In the next ten years, China's marine strategic emerging industry will enter a period of rapid development and will become an important pillar industry of the national economy. Due to the important position of marine strategic emerging industries in the process of national economic development, this paper attempts to discuss how to effectively promote the development of marine strategic emerging industries from the perspective of financial support. In order to perfect the financial support system for the development of marine strategic emerging industries in China, we should find a new way of financial support for marine strategic emerging industries in China. This not only has certain theoretical significance for the construction of financial support system in China, but also has certain practical significance for optimizing the marine industrial structure of our country and effectively developing and utilizing marine resources. Starting with theoretical analysis, this paper examines the endogenous logic and development mechanism of the relationship between the development of marine strategic emerging industries and financial development in China. Due to the influence of industrial characteristics and marine characteristics, marine strategic emerging industries will be restricted by many factors such as insufficient capital formation and inefficient capital allocation in the process of development, which seriously restricts the development of marine strategic emerging industries in China. On the basis of theoretical analysis, this paper takes marine biological industry in China's marine strategic emerging industry as an example, and measures the development of China's marine strategic emerging industry by taking the value added of marine biological industry and the proportion of added value of marine industry as an example. An empirical analysis of the relationship between the financial development of China and the development of China's marine strategic emerging industries. After that, taking the present situation of marine strategic emerging industry as the research object, using the AHP analytic hierarchy process in the fuzzy analysis method, the paper has carried on the field investigation to the present situation of the marine strategic emerging industry of our country. Based on a large number of data and research reports and drawing lessons from the current situation of the development of high-tech industries in China, this paper makes an in-depth study on the relevant issues of the financial support system of China's marine strategic emerging industries. Finally, according to the theory of life cycle, this paper divides the growth process of China's marine strategic emerging industries into seed period and initial period according to the theory of life cycle. Four stages of growth and maturity, and the characteristics of risk types and capital demand in different growth stages of enterprises are studied, and the financing strategies of different growth stages of marine strategic emerging industries are put forward. It is expected to provide an effective reference for the development of China's marine strategic emerging industries.
