【摘要】：本文從東亞金融合作抵御金融危機的路徑入手,分析了"清邁倡議"下貨幣互換的本質(zhì)及缺陷,討論了區(qū)域流動性安排的新制度——東亞外匯儲備庫其實質(zhì)是將各國間現(xiàn)存的雙邊貨幣互換協(xié)議網(wǎng)絡進行統(tǒng)合,由區(qū)域協(xié)議網(wǎng)絡轉(zhuǎn)向單一協(xié)議。如果東亞外匯儲備庫最終能夠建立起來,這將使得東亞金融合作進程完成對"清邁倡議"的超越,首先是CMI框架下危機救援機制得到擴展和強化,其次是新機制將成為邁向東亞貨幣合作的基石。
[Abstract]:Starting from the path of East Asian financial cooperation to resist the financial crisis, this paper analyzes the nature and defects of currency swap under the Chiang Mai Initiative. This paper discusses the new system of regional liquidity arrangement, East Asia foreign exchange reserve bank, which is essentially to integrate the existing bilateral currency swap agreement network among countries, from regional agreement network to single agreement. If the East Asian foreign exchange reserve bank can eventually be established, this will enable the East Asian financial cooperation process to complete the "Chiang Mai Initiative," first of all, the expansion and strengthening of the crisis relief mechanism under the CMI framework. The second is that the new mechanism will become the cornerstone of monetary cooperation in East Asia.
