【摘要】：努力打造河北沿海經(jīng)濟(jì)隆起帶是河北省實(shí)現(xiàn)由經(jīng)濟(jì)發(fā)展大省轉(zhuǎn)變?yōu)檠睾＝?jīng)濟(jì)強(qiáng)省的關(guān)鍵所在，河北省沿海經(jīng)濟(jì)隆起帶的發(fā)展關(guān)鍵是打造以河北沿海城市為“增長(zhǎng)極”的空間結(jié)構(gòu)，從而帶動(dòng)周邊腹地經(jīng)濟(jì)的全面發(fā)展。然而金融是現(xiàn)代經(jīng)濟(jì)的血液，根據(jù)河北沿海城市的金融發(fā)展現(xiàn)狀，制定適合河北省沿海城市經(jīng)濟(jì)發(fā)展的金融政策，充分發(fā)揮金融支持的作用，是加快打造河北省沿海經(jīng)濟(jì)隆起帶，促進(jìn)其經(jīng)濟(jì)發(fā)展的重要舉措。通過(guò)對(duì)金融支持促進(jìn)經(jīng)濟(jì)增長(zhǎng)的理論總結(jié)，對(duì)河北省沿海城市區(qū)域金融存在的困境和面臨的機(jī)遇的考察，提出了促進(jìn)河北沿海經(jīng)濟(jì)隆起帶經(jīng)濟(jì)快速、協(xié)調(diào)發(fā)展的有關(guān)金融制度和金融創(chuàng)新等方面的建議。 本文圍繞著探求解決河北省沿海城市地區(qū)經(jīng)濟(jì)發(fā)展的現(xiàn)狀展開(kāi)了定性和定量分析，從而進(jìn)一步尋找了河北省沿海城市金融發(fā)展的制約因素。主要表現(xiàn)在：一是區(qū)域政府政策支持不到位，二是金融機(jī)構(gòu)結(jié)構(gòu)不完善、效率低下，三是金融機(jī)構(gòu)結(jié)構(gòu)層次有限、服務(wù)功能受限。針對(duì)這些制約因素及河北省沿海城市具體情況提出了推進(jìn)河北省沿海城市金融支持的策略構(gòu)想：一、充分發(fā)揮政府引導(dǎo)功能；二、改善河北沿海城市金融生態(tài)環(huán)境；三、打造河北沿海區(qū)域金融中心，帶動(dòng)河北經(jīng)濟(jì)全面發(fā)展。在整個(gè)定量研究過(guò)程中，本文依據(jù)著名的麥金農(nóng)-肖模型及內(nèi)生增長(zhǎng)模型-AK模型進(jìn)行分析，結(jié)果顯示河北省沿海三市經(jīng)濟(jì)發(fā)展缺乏一個(gè)與之相匹配的金融發(fā)展水平，金融市場(chǎng)還處在發(fā)展的初級(jí)階段，銀行信貸在促進(jìn)經(jīng)濟(jì)增長(zhǎng)中的作用沒(méi)有得到很好的發(fā)揮，進(jìn)而制約了其經(jīng)濟(jì)向深層次發(fā)展。以后應(yīng)實(shí)施金融深化策略來(lái)改善當(dāng)前不同程度上存在的金融抑制。本文還列舉了國(guó)內(nèi)、外地區(qū)經(jīng)濟(jì)發(fā)展中金融支持的一些成功案例，，旨在從中尋找出在完善金融系統(tǒng)內(nèi)部體質(zhì)及外部良好的保障系統(tǒng)和政府對(duì)欠發(fā)達(dá)地區(qū)采取適度政策傾斜方面，對(duì)河北乃至我國(guó)的金融機(jī)構(gòu)支持區(qū)域經(jīng)濟(jì)發(fā)展的啟示。
[Abstract]:Efforts to build a coastal economic uplift zone in Hebei Province are the key to transforming Hebei Province from a large province of economic development into a strong coastal economic province. The key to the development of the coastal economic uplift in Hebei Province is to create a spatial structure with the coastal city of Hebei as the "growth pole", so as to promote the overall development of the surrounding hinterland economy. However, finance is the blood of modern economy. According to the present situation of financial development in coastal cities of Hebei Province, we should formulate financial policies suitable for the economic development of coastal cities in Hebei Province, and give full play to the role of financial support. Is to speed up the formation of coastal economic uplift of Hebei Province, promote its economic development of an important measure. Based on the theoretical summary of financial support to promote economic growth and the investigation of the difficulties and opportunities of regional finance in coastal cities of Hebei Province, this paper proposes to promote the rapid economic development of the coastal economic uplift of Hebei Province. Coordinated development of the financial system and financial innovation and other aspects of the proposal. In this paper, qualitative and quantitative analysis of the economic development in coastal cities of Hebei Province has been carried out, and the restrictive factors of financial development in coastal cities of Hebei Province have been further explored. The main manifestations are as follows: first, the policy support of regional government is not in place; second, the structure of financial institutions is imperfect and inefficient; third, the structure of financial institutions is limited, and the service function is limited. Aiming at these restrictive factors and the specific situation of coastal cities in Hebei Province, the paper puts forward some strategic ideas to promote the financial support of coastal cities in Hebei Province: first, to give full play to the guiding function of the government, secondly, to improve the financial ecological environment of coastal cities in Hebei Province; Third, build Hebei coastal region financial center, drive Hebei economy to develop in an all-round way. In the whole quantitative research process, this paper analyzes the famous McKinnon-Shaw model and endogenous growth model-AK model. The results show that the economic development of the three coastal cities in Hebei Province lacks a corresponding level of financial development. The financial market is still in the primary stage of development, and the role of bank credit in promoting economic growth has not been well brought into play, thus restricting its economic development to a deeper level. In the future, financial deepening strategy should be implemented to improve the current financial repression. This paper also enumerates some successful cases of financial support in the economic development of domestic and foreign regions, in order to find out how to improve the internal and external security system of the financial system and the inclination of the government to adopt appropriate policies to the underdeveloped areas.
