【摘要】：隨著我國(guó)對(duì)外開(kāi)放的不斷深入,南京市引進(jìn)外資規(guī)模不斷擴(kuò)大,外資利用總額也呈不斷上升趨勢(shì),外資經(jīng)濟(jì)在南京市的經(jīng)濟(jì)發(fā)展中占據(jù)越來(lái)越重要的地位。尤其是隨著國(guó)家發(fā)展和改革委員會(huì)公布的《長(zhǎng)江三角洲地區(qū)區(qū)域規(guī)劃》中南京被定位為長(zhǎng)三角輻射帶動(dòng)中西部地區(qū)發(fā)展的重要門(mén)戶,大大促進(jìn)了南京市外商直接投資的發(fā)展。在此背景下,對(duì)南京市經(jīng)濟(jì)發(fā)展中的外商直接投資的影響進(jìn)行分析顯得尤為重要,有利于南京市相關(guān)政府部門(mén)適時(shí)地制定和調(diào)整利用外商直接投資的政策,提高南京市政府相關(guān)部門(mén)對(duì)外資的管理水平,從而促進(jìn)南京市經(jīng)濟(jì)持續(xù)健康穩(wěn)定地發(fā)展。本文對(duì)外商直接投資和經(jīng)濟(jì)安全理論進(jìn)行了詳細(xì)的文獻(xiàn)回顧與綜述,以南京市2000-2013年外商直接投資和地區(qū)生產(chǎn)總值為樣本,全面分析南京市外商直接投資的發(fā)展、現(xiàn)狀、存在問(wèn)題,并且文章基于"政府規(guī)制"視角,探討南京市"政府規(guī)制"對(duì)外商直接投資的影響,從正反兩面辯證性地論述其影響。此外,文章首先使用二元VAR模型,探究不同投資方式對(duì)南京市GDP的影響。通過(guò)格蘭杰因果關(guān)系檢驗(yàn),證明南京市合資企業(yè)、合作經(jīng)營(yíng)企業(yè)、以及股份制企業(yè)分別與GDP之間存在單向格蘭杰因果關(guān)系,FDI是因,GDP是果;而其中的外商獨(dú)資企業(yè)與FDI不存在格蘭杰因果關(guān)系。并且,本文從外資FDI的總體水平來(lái)看,FDI與GDP互為格蘭杰因果關(guān)系,即FDI促進(jìn)了南京市GDP的發(fā)展,GDP的發(fā)展也帶來(lái)了 FDI的快速增長(zhǎng)。其次,本文還分析外商直接投資對(duì)經(jīng)濟(jì)發(fā)展的負(fù)面影響比如危害經(jīng)濟(jì)安全等。最后,在總結(jié)前文分析的基礎(chǔ)上,對(duì)南京市利用外資提出政策性建議。
[Abstract]:With the deepening of China's opening to the outside world, the scale of foreign capital in Nanjing is expanding, and the total amount of foreign capital utilization is on the rise. The foreign capital economy plays an increasingly important role in the economic development of Nanjing. Especially with the National Development and Reform Commission (NDRC) promulgating the "Yangtze River Delta Regional Plan", Nanjing has been positioned as an important gateway of the Yangtze River Delta radiation to promote the development of the central and western regions, which has greatly promoted the development of foreign direct investment (FDI) in Nanjing. In this context, it is particularly important to analyze the impact of foreign direct investment (FDI) in the economic development of Nanjing, which is helpful for the relevant government departments in Nanjing to formulate and adjust the policies on the utilization of foreign direct investment in a timely manner. To improve the management of foreign investment in Nanjing municipal government, and promote the sustained, healthy and stable development of Nanjing economy. This paper reviews and summarizes the theory of foreign direct investment (FDI) and economic security in detail. Taking the foreign direct investment (FDI) and regional gross domestic product (GDP) of Nanjing from 2000 to 2013 as samples, this paper comprehensively analyzes the development and present situation of FDI in Nanjing. Based on the perspective of "government regulation", this paper discusses the influence of "government regulation" on foreign direct investment (FDI) in Nanjing, and discusses its influence from both positive and negative aspects. In addition, the paper first uses the dual VAR model to explore the impact of different investment modes on GDP in Nanjing. Through Granger causality test, it is proved that there exists one-way Granger causality between Nanjing joint venture, joint-stock enterprise and GDP, FDI is the cause, GDP is the result; There is no Granger causality between the foreign-owned enterprises and FDI. Moreover, from the overall level of foreign FDI, FDI and GDP are Granger causality, that is, FDI promotes the development of GDP in Nanjing, and the development of GDP also brings the rapid growth of FDI. Secondly, this paper also analyzes the negative effects of FDI on economic development, such as endangering economic security. Finally, on the basis of summing up the previous analysis, the paper puts forward some policy suggestions on the utilization of foreign capital in Nanjing.
