【摘要】：碳金融作為一種用經(jīng)濟(jì)方式解決環(huán)境問(wèn)題的有效手段，自提出伊始便受到了世界各國(guó)的普遍重視。在過(guò)去的二十年間，各國(guó)根據(jù)其經(jīng)濟(jì)、社會(huì)發(fā)展?fàn)顩r和能源環(huán)境特點(diǎn)，在構(gòu)建本國(guó)碳金融體系的過(guò)程中采取了不同手段，選擇了不同側(cè)重點(diǎn)，也形成了各自的特色。我國(guó)作為發(fā)展中國(guó)家中的碳排放大國(guó)，減排壓力日益凸顯。但碳金融在我國(guó)尚處于起步階段，，仍有許多需要改善的方面。我們有必要將國(guó)外先進(jìn)經(jīng)驗(yàn)作以總結(jié)和比較，從這個(gè)過(guò)程中更深刻地認(rèn)識(shí)我國(guó)碳金融的發(fā)展?fàn)顩r和未來(lái)發(fā)展之路。 本文首先對(duì)碳金融產(chǎn)生的歷史背景、相關(guān)國(guó)際條約的演變作以介紹，并對(duì)目前出現(xiàn)的碳金融產(chǎn)品進(jìn)行了簡(jiǎn)單的分類(lèi)和梳理。本文在第二部分對(duì)當(dāng)今世界主要國(guó)家的碳金融發(fā)展路徑進(jìn)行了嘗試性的分類(lèi)，并根據(jù)各國(guó)目前發(fā)展現(xiàn)狀，歸結(jié)了幾種不同發(fā)展路徑的特點(diǎn)和不足之處。由于發(fā)展碳金融的經(jīng)濟(jì)社會(huì)基礎(chǔ)不同，本文在這一部分分別對(duì)發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家的碳金融發(fā)展路徑進(jìn)行了比較分析。在第三部分，本文對(duì)各類(lèi)碳金融產(chǎn)品在我國(guó)的發(fā)展現(xiàn)狀進(jìn)行了介紹，并歸結(jié)出我國(guó)目前碳金融發(fā)展的特點(diǎn)，隨后以我國(guó)發(fā)展現(xiàn)狀與國(guó)際經(jīng)驗(yàn)進(jìn)行比較，尋找我國(guó)發(fā)展中所存問(wèn)題以及主要制約因素。在第四部分，本文通過(guò)對(duì)我國(guó)發(fā)展碳金融的比較優(yōu)勢(shì)以及目前所存制約性問(wèn)題的分析，對(duì)我國(guó)下階段碳金融發(fā)展的方向和著重點(diǎn)給出了建議。最后，文章對(duì)我國(guó)下階段碳金融發(fā)展中的重點(diǎn)給予總結(jié)并展望了發(fā)展前景。 本文首次嘗試性地對(duì)世界各國(guó)到目前為止的碳金融發(fā)展路徑進(jìn)行了分類(lèi)，并著重從經(jīng)濟(jì)、政治、文化、科技、環(huán)境五個(gè)角度對(duì)各國(guó)發(fā)展碳金融的基礎(chǔ)進(jìn)行比較，進(jìn)而分析各國(guó)發(fā)展路徑不盡相同的深層原因。
[Abstract]:Carbon finance, as an effective means to solve environmental problems by economic means, has been paid more and more attention by all over the world since it was put forward. In the past 20 years, according to their economic, social development and energy environment characteristics, countries have adopted different means, selected different emphases and formed their own characteristics in the process of constructing their own carbon finance system. As a big carbon emitter in developing countries, China is under increasing pressure to reduce carbon emissions. However, carbon finance is still in its infancy in China, and there are still many aspects to be improved. It is necessary for us to sum up and compare the advanced experience of foreign countries and to understand the development of carbon finance in China and the way of development in the future. This paper first introduces the historical background of carbon finance and the evolution of relevant international treaties, and briefly classifies and combs the current carbon finance products. In the second part, the paper classifies the development path of carbon finance in the main countries in the world, and summarizes the characteristics and shortcomings of several different development paths according to the current development situation of various countries. Because the economic and social foundation of carbon finance is different, this paper compares and analyzes the development path of carbon finance in developed and developing countries in this part. In the third part, this paper introduces the development status of various carbon finance products in China, and summarizes the characteristics of carbon finance development in China, and then compares the current development situation of China with international experience. To find out the problems existing in the development of our country and the main restrictive factors. In the fourth part, based on the analysis of the comparative advantages of the development of carbon finance in China and the existing constraints, this paper gives some suggestions on the direction and emphasis of the development of carbon finance in the next stage of China. Finally, the paper summarizes the key points in the development of carbon finance in the next stage of China and looks forward to the development prospects. This paper, for the first time, classifies the development paths of carbon finance in various countries in the world, and compares the basis of carbon finance development from five aspects: economy, politics, culture, science and technology, and environment. And then analyze the deep reasons for the different development paths of different countries.
