【摘要】：我國(guó)第十六屆五中全會(huì)提出的社會(huì)主義新農(nóng)村建設(shè),是針對(duì)農(nóng)村發(fā)展提出的宏偉目標(biāo)和重大使命。這一目標(biāo)是中國(guó)特色社會(huì)主義的本質(zhì)屬性,又是現(xiàn)階段我國(guó)經(jīng)濟(jì)和社會(huì)發(fā)展的必然要求。我們通過(guò)以往的經(jīng)驗(yàn)了解到,要把社會(huì)主義新農(nóng)村建好建強(qiáng),首先必須要解決的問(wèn)題是資金問(wèn)題。與此同時(shí),在現(xiàn)如今的市場(chǎng)經(jīng)濟(jì)條件下,金融支持的強(qiáng)大與否成為制約經(jīng)濟(jì)發(fā)展的關(guān)鍵要素,它的功能發(fā)揮強(qiáng)大與否直接關(guān)乎經(jīng)濟(jì)發(fā)展的效果和速度。在我國(guó)新農(nóng)村建設(shè)的過(guò)程中,金融支持的現(xiàn)狀并不樂(lè)觀。以山西省為例,落后的供應(yīng)系統(tǒng),產(chǎn)品創(chuàng)新的滯后性,制度不健全等問(wèn)題嚴(yán)重制約著新農(nóng)村建設(shè)的不斷發(fā)展,同時(shí)也直接影響到農(nóng)民的生活水平的質(zhì)量和農(nóng)業(yè)的可持續(xù)發(fā)展。本文主要是依靠與金融支持相關(guān)的經(jīng)濟(jì)理論,結(jié)合現(xiàn)實(shí)的新農(nóng)村建設(shè)與農(nóng)村金融的發(fā)展現(xiàn)狀,研究在新農(nóng)村建設(shè)過(guò)程中農(nóng)村金融發(fā)揮的作用,通過(guò)引用山西省金融支持在新農(nóng)村建設(shè)的實(shí)際情況進(jìn)行分析,找出影響山西省新農(nóng)村建設(shè)金融支持的深層次的影響,最后基于國(guó)內(nèi)新農(nóng)村建設(shè)的良好經(jīng)驗(yàn),提出了適合山西省金融支持新農(nóng)村建設(shè)的對(duì)策和建議。采用的是定性和定量相結(jié)合的分析方法,分析了農(nóng)村金融市場(chǎng)在我國(guó)發(fā)展的現(xiàn)狀以及存在的問(wèn)題,并在借鑒國(guó)外經(jīng)驗(yàn)的基礎(chǔ)上提出適合我國(guó)農(nóng)村金融市場(chǎng)的改革和創(chuàng)新的手段。以此為基礎(chǔ),社會(huì)主義新農(nóng)村建設(shè)在足夠和持續(xù)的金融支持下才能穩(wěn)步發(fā)展。
[Abstract]:The construction of a new socialist countryside proposed by the Fifth Plenary session of the 16th CPC Central Committee is a grand goal and a major mission for rural development. This goal is the essential attribute of socialism with Chinese characteristics and the inevitable requirement of our country's economic and social development at the present stage. We have learned from past experience that the first problem we must solve in order to build a strong new socialist countryside is the problem of capital. At the same time, under the present market economy condition, whether the financial support is strong or not becomes the key factor that restricts the economic development, and whether its function is strong or not is directly related to the effect and speed of the economic development. In the process of new rural construction in China, the current situation of financial support is not optimistic. Taking Shanxi Province as an example, the backward supply system, the lag of product innovation and the imperfect system seriously restrict the continuous development of the new rural construction, and also directly affect the quality of life of farmers and the sustainable development of agriculture. This paper mainly depends on the economic theory related to financial support, combining with the reality of the new rural construction and the development of rural finance, studies the role of rural finance in the process of new rural construction. Based on the analysis of the actual situation of financial support in new countryside construction in Shanxi Province, this paper finds out the deep influence of financial support for new rural construction in Shanxi Province, and finally, based on the good experience of new rural construction in China, This paper puts forward the countermeasures and suggestions suitable for the financial support of new rural construction in Shanxi Province. This paper adopts the qualitative and quantitative analysis method, analyzes the present situation and existing problems of the rural financial market in China, and puts forward the means of reform and innovation suitable for our country's rural financial market on the basis of drawing lessons from foreign experience. On this basis, the construction of new socialist countryside can develop steadily with sufficient and sustained financial support.
