【摘要】：中國東盟金融合作中人民幣區(qū)域化是人民幣國際化路徑選擇的第一步。在東盟區(qū)域?qū)崿F(xiàn)人民幣區(qū)域化的諸多障礙中,首先要解決的是法律障礙;目前主要存在資本賬戶管制尚未取消、人民幣在境外流通存在數(shù)額限制、流通渠道不規(guī)范、外匯和稅收政策的干擾、缺乏匯率協(xié)調(diào)機(jī)制以及人民幣計(jì)價(jià)結(jié)算管制依然存在等法律障礙。應(yīng)對的辦法是積極出臺(tái)相應(yīng)的政策法規(guī),逐步開放人民幣開戶限制;加強(qiáng)對人民幣流出流入渠道的法律保障;建立區(qū)域匯率協(xié)調(diào)機(jī)制;實(shí)現(xiàn)人民幣從邊境貿(mào)易向一般貿(mào)易轉(zhuǎn)移并實(shí)行一般貿(mào)易結(jié)算退稅政策;在東盟區(qū)域內(nèi)構(gòu)建人民幣結(jié)算體系等;為人民幣區(qū)域化提供制度保障。
[Abstract]:The regionalization of RMB is the first step in the choice of RMB internationalization path in the financial cooperation between China and ASEAN. Among the many obstacles to the regionalization of RMB in the ASEAN region, the first thing to be solved is the legal obstacle. At present, there are mainly capital account controls that have not been abolished, the amount of RMB circulating abroad is restricted, and the circulation channels are not standardized. The interference of foreign exchange and tax policy, the lack of exchange rate coordination mechanism and RMB pricing and settlement control remain legal obstacles. The corresponding policies and regulations should be introduced actively, the restriction of RMB account opening should be opened step by step, the legal protection of the inflow channel of RMB should be strengthened, and the regional exchange rate coordination mechanism should be established. To realize RMB transfer from border trade to general trade and implement general trade tax rebate policy; to construct RMB settlement system in ASEAN region; to provide system guarantee for RMB regionalization.
