【摘要】：支持云南省加快建設(shè)面向西南開放重要橋頭堡,是黨中央、國務(wù)院作出的一項(xiàng)重要決策和戰(zhàn)略部署,是推進(jìn)我國向西南開放、不斷深化改革開放的具體體現(xiàn),同時(shí)也是云南科學(xué)發(fā)展、加快發(fā)展的重大機(jī)遇,對云南具有劃時(shí)代的歷史意義。國內(nèi)外的很多研究表明,一國或區(qū)域的金融水平和該國或區(qū)域的經(jīng)濟(jì)發(fā)展水平存在著密切的相關(guān)關(guān)系。因此,云南省橋頭堡戰(zhàn)略與其金融服務(wù)體系的協(xié)調(diào)發(fā)展,是實(shí)現(xiàn)云南省橋頭堡戰(zhàn)略的基礎(chǔ)。應(yīng)在國家大力推進(jìn)橋頭堡戰(zhàn)略的政策形勢下,構(gòu)建較為完善的金融支撐體系,有效地支持云南省經(jīng)濟(jì)社會(huì)的健康、持續(xù)發(fā)展。 本文最重要的工作包括如下兩個(gè)方面：(1)利用DEA-Malmquist指數(shù)對云南省、安徽省、北京市等19個(gè)省市地區(qū)的GDP、就業(yè)人數(shù)、年末金融機(jī)構(gòu)貸款余額、保險(xiǎn)收入以及當(dāng)年證券行業(yè)籌資總額等數(shù)據(jù)對區(qū)域金融業(yè)對經(jīng)濟(jì)發(fā)展的貢獻(xiàn)率進(jìn)行了測算,測算結(jié)果表明,云南省金融業(yè)在西部省份中對區(qū)域經(jīng)濟(jì)發(fā)展的貢獻(xiàn)率處于較為靠前的位置；(2)以理論和實(shí)證研究為基礎(chǔ),提出了構(gòu)建云南省橋頭堡戰(zhàn)略發(fā)展的金融支撐服務(wù)體系的政策建議,具體包括政府定位、金融市場結(jié)構(gòu)、金融合作、生態(tài)環(huán)境以及金融創(chuàng)新等方面。 為了更為深入的探討云南省橋頭堡戰(zhàn)略發(fā)展金融支撐體系相關(guān)問題,除了上述兩方面的工作以外,本文還做了其他努力：(1)闡述了經(jīng)濟(jì)發(fā)展和金融發(fā)展關(guān)系的相關(guān)理論；(2)總結(jié)了云南省“十一五”期間金融業(yè)的發(fā)展?fàn)顩r、特點(diǎn)以及問題；(3)對云南、安徽、北京、福建、廣西、貴州、河北、河南、湖北、湖南、江西、遼寧、內(nèi)蒙古、山西、陜西、上海、四川、新疆、重慶等19個(gè)省市地區(qū)的金融業(yè)貢獻(xiàn)率進(jìn)行了橫向及縱向比較分析。 本研究借鑒了現(xiàn)代西方經(jīng)濟(jì)學(xué)、管理學(xué)、金融理論特別是金融發(fā)展理論作為理論工具,運(yùn)用實(shí)證分析與規(guī)范分析相結(jié)合、歸納與演繹相結(jié)合、制度范式與分析范式相結(jié)合,建立了分析框架,運(yùn)用實(shí)地調(diào)研、統(tǒng)計(jì)方法和均衡模型展開了實(shí)證研究和對策研究。
[Abstract]:Supporting Yunnan Province in speeding up the construction of an important bridgehead for the southwest opening is an important policy decision and strategic arrangement made by the party Central Committee and the State Council. It is a concrete manifestation of pushing our country to open to the southwest and continuously deepening the reform and opening up. At the same time, it is also a great opportunity for Yunnan to speed up the development of science, which is of epoch-making historical significance to Yunnan. Many studies at home and abroad show that there is a close correlation between the financial level of a country or region and the level of economic development of that country or region. Therefore, the coordinated development of bridgehead strategy and its financial service system in Yunnan Province is the basis of realizing bridgehead strategy in Yunnan Province. Under the policy situation of promoting bridgehead strategy vigorously, we should construct a relatively perfect financial support system to effectively support the healthy and sustainable development of Yunnan's economy and society. The most important work of this paper includes the following two aspects: (1) the DEA-Malmquist index is used to measure the number of people employed and the balance of loans of financial institutions in Yunnan, Anhui, Beijing and other provinces and cities at the end of the year. The contribution rate of the regional financial industry to economic development has been measured by the insurance income and the total amount of securities financing in the current year. The results show that The contribution rate of Yunnan financial industry to the development of regional economy in the western provinces is relatively high. (2) based on the theoretical and empirical research, the paper puts forward some policy suggestions to construct the financial support service system for the strategic development of bridgehead in Yunnan Province. It includes government orientation, financial market structure, financial cooperation, ecological environment and financial innovation. In order to probe into the problems related to the financial support system of the strategic development of bridgehead in Yunnan Province, in addition to the above two aspects of work, this paper also made other efforts: (1) elaborated the related theory of the relationship between economic development and financial development; (2) the development, characteristics and problems of the financial industry in Yunnan Province during the 11th Five-Year Plan period are summarized. (3) to Yunnan, Anhui, Beijing, Fujian, Guangxi, Guizhou, Hebei, Henan, Hubei, Hunan, Jiangxi, Liaoning, Inner Mongolia, Shanxi, The contribution rate of financial industry in 19 provinces and cities, such as Shaanxi, Shanghai, Sichuan, Xinjiang and Chongqing, is analyzed horizontally and vertically. This study draws lessons from modern western economics, management, financial theory, especially financial development theory as a theoretical tool, using empirical analysis and normative analysis, inductive and deductive combination, institutional paradigm and analytical paradigm. Set up the analysis frame, use field investigation, statistical method and equilibrium model to carry out empirical research and countermeasure research.
