【摘要】：伴隨著世界經(jīng)濟(jì)一體化進(jìn)程的加快,國際資本在世界范圍內(nèi)的流動(dòng)逐漸加速,國際直接投資在促進(jìn)世界經(jīng)濟(jì)發(fā)展中扮演的角色越來越重要。改革開放以來,中國憑借著廣闊的市場(chǎng)潛力、廉價(jià)的勞動(dòng)力、豐富的自然資源和良好的政策環(huán)境吸引了越來越多的外國直接投資。截止到2011年,我國已經(jīng)連續(xù)19年成為吸收外資最多的發(fā)展中國家,外國直接投資在促進(jìn)中國經(jīng)濟(jì)發(fā)展方面起到了重要的作用。 山東省作為我國的經(jīng)濟(jì)大省,憑借便利的交通、豐富的資源、良好的經(jīng)濟(jì)基礎(chǔ)和積極的外資政策,在吸引外國直接投資方面發(fā)展非常迅速。自1979年第一筆外國直接投資進(jìn)入山東以來,通過30年的不懈努力,山東省利用外國直接投資的規(guī)模不斷擴(kuò)大,質(zhì)量逐步提高。根據(jù)山東省統(tǒng)計(jì)局提供數(shù)據(jù)顯示,其實(shí)際利用外國直接投資從1979年的40萬美元增長到2011年的111億美元。外國直接投資的大量流入帶動(dòng)了山東省經(jīng)濟(jì)的迅速發(fā)展,其GDP由1979年的582億元提高到2011年45429億元；整個(gè)山東省的產(chǎn)業(yè)結(jié)構(gòu)也得到了很大的優(yōu)化,第一產(chǎn)業(yè)在GDP中所占的比重從38.2%下降到9.2%,第三產(chǎn)業(yè)的比重從20.7%上升到了36.6%。FDI的流入帶來了充裕的資金、先進(jìn)的生產(chǎn)技術(shù)、豐富的管理經(jīng)驗(yàn),促進(jìn)了各產(chǎn)業(yè)部門的技術(shù)進(jìn)步和勞動(dòng)生產(chǎn)率提高,從而直接推動(dòng)了山東省經(jīng)濟(jì)增長和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)。 近年來,山東省吸引外國直接投資的規(guī)模不斷擴(kuò)大,討論FDI的流入在促進(jìn)山東經(jīng)濟(jì)發(fā)展方面的研究也日益引起國內(nèi)外學(xué)者的關(guān)注。本文正是針對(duì)這樣的現(xiàn)象,以國際直接投資理論和經(jīng)濟(jì)發(fā)展理論為基礎(chǔ),深入分析外國直接投資對(duì)山東經(jīng)濟(jì)發(fā)展的影響,在此基礎(chǔ)上指出山東省在利用外國直接投資方面存在的問題并提出針對(duì)性的解決方案。 首先,本文以FDI對(duì)經(jīng)濟(jì)發(fā)展的影響理論為基礎(chǔ),對(duì)流入山東省外國直接投資的規(guī)模、方式、來源地等方面的現(xiàn)狀進(jìn)行較為深入的比較分析。從這些分析中可以看到：山東省外資的流入規(guī)模不斷擴(kuò)大；來源地呈現(xiàn)出多元化的趨勢(shì),但仍然以日、韓等亞洲國家為主；FDI‘的流入大部分集中在了青島、煙臺(tái)、威海等沿海地區(qū)；在產(chǎn)業(yè)分布方面,FDI更多地集中在了第二產(chǎn)業(yè)。通過對(duì)利用外國直接投資現(xiàn)狀的分析,找出山東省在利用外國直接投資方面存在的問題。 其次分析了外國直接投資在山東省經(jīng)濟(jì)發(fā)展中所起到的作用。這一部分通過相應(yīng)的理論分析并結(jié)合山東省的具體情況從資本形成、經(jīng)濟(jì)增長、產(chǎn)業(yè)結(jié)構(gòu)、進(jìn)出口貿(mào)易、技術(shù)進(jìn)步五個(gè)方面分析外國直接投資對(duì)山東省經(jīng)濟(jì)發(fā)展的重要性。 第三部分從硬件環(huán)境和軟件環(huán)境兩個(gè)方面詳細(xì)分析山東省在吸引外資方面存在的優(yōu)勢(shì)。其中硬件環(huán)境優(yōu)勢(shì)主要包括地理環(huán)境優(yōu)勢(shì)、資源環(huán)境優(yōu)勢(shì)和交通運(yùn)輸優(yōu)勢(shì)。軟件環(huán)境優(yōu)勢(shì)主要包括政策環(huán)境優(yōu)勢(shì)和經(jīng)濟(jì)環(huán)境優(yōu)勢(shì)。 第四部分根據(jù)上面的研究分析,結(jié)合山東省在利用外國直接投資過程中存在的問題和面臨的挑戰(zhàn),就如何使外國直接投資更好的促進(jìn)山東省的經(jīng)濟(jì)發(fā)展提出了相關(guān)的對(duì)策和建議。
[Abstract]:With the acceleration of the process of world economic integration , international capital flows gradually in the world , and international direct investment plays more and more important role in promoting world economic development . Since the reform and opening up , China has attracted more and more foreign direct investment by virtue of its broad market potential , cheap labor force , abundant natural resources and good policy environment . By the end of 2011 , China has been the largest developing country in absorbing foreign capital for 19 years , and foreign direct investment has played an important role in promoting the economic development of China .

According to the data from Shandong Provincial Bureau of Statistics , Shandong Province has increased the size and quality of foreign direct investment since its first foreign direct investment entered Shandong Province in 1979 . According to the data from Shandong Provincial Bureau of Statistics , the actual utilization of foreign direct investment has increased from US $ 400,000 in 1979 to 111.1 billion in 2011 . The large influx of foreign direct investment has led to the rapid development of the economy in Shandong province . Its GDP increased from $ 8.2 billion in 1979 to 4529 billion yuan in 2011 ;
The industrial structure of Shandong Province has also been optimized , the proportion of the first industry in GDP decreased from 38.2 % to 9.2 % , and the proportion of the third industry increased from 20.7 % to 36.6 % . The inflow of FDI has brought abundant capital , advanced production technology and rich management experience , which has promoted the technological progress and labor productivity of various industries , thus directly promoting the economic growth and industrial structure optimization and upgrading of Shandong province .

In recent years , the scale of attracting foreign direct investment in Shandong province has been expanding , and the research on FDI inflow in promoting Shandong ' s economic development has attracted domestic and foreign scholars ' attention . This paper is based on the theory of international direct investment and the theory of economic development , in - depth analysis of the influence of FDI on the economic development of Shandong . On this basis , it points out the problems existing in the utilization of foreign direct investment and puts forward the solution .

First , based on the theory of FDI ' s influence on economic development , this paper makes a deeper comparative analysis on the current situation of FDI in Shandong province . From these analyses , it can be seen that the inflow of foreign capital in Shandong is expanding .
There is a trend of diversification , but it is still dominated by Asian countries such as Japan and Korea ;
FDI flows mostly in coastal areas such as Qingdao , Yantai and Weihai . In the area of industrial distribution , FDI is more concentrated in the second industry . Through the analysis of the current situation of FDI , the problems existing in the utilization of foreign direct investment are found out . Secondly , it analyzes the role of FDI in the economic development of Shandong Province . This part analyzes the importance of FDI to the economic development of Shandong Province through the corresponding theoretical analysis and the analysis of the situation of Shandong Province from five aspects : capital formation , economic growth , industrial structure , import and export trade and technological progress . The third part analyzes the advantages of Shandong Province in attracting foreign capital from two aspects of hardware environment and software environment . The advantages of hardware environment include geographical environment advantage , resource environment advantage and transportation advantage . The advantages of software environment include policy environment advantage and economic environment advantage . In the fourth part , according to the above research and analysis , combined with the problems existing in the process of utilizing foreign direct investment and the challenges faced by Shandong province , the relevant countermeasures and suggestions are put forward on how to make the foreign direct investment better promote the economic development of Shandong province .
