【摘要】：后經(jīng)濟(jì)危機(jī)時(shí)代,培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)正成為全球各國搶占發(fā)展制高點(diǎn)、推動(dòng)新一輪經(jīng)濟(jì)增長的重要措施。國際金融危機(jī)的經(jīng)驗(yàn)和教訓(xùn)告訴我們必須加快培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),對我國來說,發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)有利于調(diào)整我國的產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)技術(shù)的發(fā)展和提升自主創(chuàng)新的能力,從而提升產(chǎn)品和技術(shù)在國際市場上的競爭力。戰(zhàn)略性新興產(chǎn)業(yè)作為一個(gè)新技術(shù)和新產(chǎn)業(yè)融合的新領(lǐng)域,到底應(yīng)該怎么發(fā)展它?我國發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)存在哪些方面的阻礙?政府在戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展過程中應(yīng)該怎么引導(dǎo)?發(fā)展的方向和主要著力點(diǎn)應(yīng)該在哪? 戰(zhàn)略性新興產(chǎn)業(yè)作為一個(gè)剛興起不久的新課題,一直缺少系統(tǒng)的融資問題研究,本文在對戰(zhàn)略性新興產(chǎn)業(yè)進(jìn)行分析之后認(rèn)為,完善技術(shù)創(chuàng)新機(jī)制和融資機(jī)制是我國發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的兩大關(guān)鍵。而發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的主體——?jiǎng)?chuàng)新型中小企業(yè)一直存在一個(gè)融資難的問題,這也制約了戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展。所以本文的論述以戰(zhàn)略性新興產(chǎn)業(yè)的融資問題為重點(diǎn),分析了資金對于技術(shù)創(chuàng)新產(chǎn)品化、市場化的重要性,結(jié)合中小企業(yè)規(guī)模小、風(fēng)險(xiǎn)大的特點(diǎn),要解決創(chuàng)新型中小企業(yè)融資問題,進(jìn)而促進(jìn)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展,應(yīng)該大力發(fā)展風(fēng)險(xiǎn)投資。風(fēng)險(xiǎn)投資不僅給那些新興企業(yè)帶來大量資金,還能憑借其豐富的專業(yè)技能帶來運(yùn)營指導(dǎo),這些增值服務(wù)對處于創(chuàng)業(yè)初期的中小企業(yè)的重要性甚至超過資金本身。而政府的職責(zé)是建立相配套的風(fēng)險(xiǎn)投資機(jī)制,鼓勵(lì)風(fēng)險(xiǎn)投資資金對創(chuàng)新型中小企業(yè)的投資,以此推動(dòng)戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展。本文充分利用國內(nèi)外發(fā)展風(fēng)險(xiǎn)投資的經(jīng)驗(yàn)資料,對發(fā)達(dá)國家高新技術(shù)產(chǎn)業(yè)發(fā)展過程中風(fēng)險(xiǎn)投資所發(fā)揮的作用進(jìn)行分析,再結(jié)合高新技術(shù)產(chǎn)業(yè)和戰(zhàn)略性新興產(chǎn)業(yè)的異同點(diǎn),以期獲得對戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展有借鑒價(jià)值的研究結(jié)果,最后結(jié)合戰(zhàn)略性新興產(chǎn)業(yè)和風(fēng)險(xiǎn)投資的發(fā)展現(xiàn)狀,提出一系列風(fēng)險(xiǎn)投資機(jī)制的改進(jìn)建議。
[Abstract]:In the post-economic crisis era, the cultivation and development of strategic emerging industries is becoming an important measure for all countries to seize the commanding heights of development and promote a new round of economic growth. The experience and lessons of the international financial crisis have told us that we must speed up the cultivation and development of strategic emerging industries. For our country, the development of strategic emerging industries is conducive to readjusting our industrial structure. Promote the development of technology and enhance the ability of independent innovation, thereby enhancing the competitiveness of products and technologies in the international market. Strategic emerging industries as a new technology and new industries in a new field, how to develop it? What are the obstacles to the development of strategic emerging industries in China? How should the government guide the development of strategic emerging industries? Where should the direction and main focus of development be? As a new topic, strategic emerging industry has been lack of systematic research on financing. Perfecting the mechanism of technological innovation and financing is the two key factors for the development of strategic emerging industries in China. The development of strategic emerging industries-innovative small and medium-sized enterprises has been a problem of financing, which also restricts the development of strategic emerging industries. Therefore, this paper focuses on the financing of strategic emerging industries, analyzes the importance of capital for the production of technological innovation and marketization, combined with the characteristics of small and medium-sized enterprises with small scale and high risk. In order to solve the financing problem of innovative small and medium-sized enterprises and promote the development of strategic emerging industries, venture capital should be vigorously developed. Venture capital not only brings a lot of money to the emerging enterprises, but also brings operational guidance with its rich professional skills. These value-added services are even more important to small and medium-sized enterprises in their early stage than the capital itself. The responsibility of the government is to establish a matching venture capital mechanism to encourage venture capital investment in innovative small and medium-sized enterprises, so as to promote the development of strategic emerging industries. This paper makes full use of the experience of developing venture capital at home and abroad, analyzes the role of venture capital in the development of high-tech industry in developed countries, and combines the similarities and differences between high-tech industry and strategic emerging industry. In order to obtain the research results which can be used for reference to the development of strategic emerging industries, and finally, combined with the development of strategic emerging industries and venture capital, this paper puts forward a series of suggestions for the improvement of venture capital mechanism.
