【摘要】：美國(guó)金融監(jiān)管制度的改革方案及其實(shí)施效果,將是影響全球金融監(jiān)管改革、全球金融市場(chǎng)穩(wěn)定、國(guó)際金融體系重構(gòu)等問題的主要因素,對(duì)21世紀(jì)世界經(jīng)濟(jì)和金融的穩(wěn)定健康發(fā)展具有重要意義。本文分析了當(dāng)前全球金融經(jīng)濟(jì)危機(jī)的根源,揭示了以金融證券化與美國(guó)金融監(jiān)管放松等為主要特征的金融自由化浪潮在此次全球金融經(jīng)濟(jì)危機(jī)中的作用;詳細(xì)闡述了美國(guó)金融監(jiān)管改革方案的主要內(nèi)容,并從金融監(jiān)管框架、美聯(lián)儲(chǔ)職能以及金融業(yè)薪酬激勵(lì)制度等層面,深入評(píng)價(jià)了美國(guó)金融監(jiān)管改革方案;最后,從國(guó)內(nèi)金融利益集團(tuán)、國(guó)際金融監(jiān)管競(jìng)爭(zhēng)和現(xiàn)代金融發(fā)展模式等3個(gè)方面研究了美國(guó)進(jìn)一步推行金融監(jiān)管改革將面臨的主要挑戰(zhàn)。
[Abstract]:The reform plan of the US financial regulatory system and its implementation effect will be the main factors affecting the global financial regulatory reform, the stability of the global financial market, the restructuring of the international financial system, and so on. It is of great significance to the stable and healthy development of the world economy and finance in the 21 st century. This paper analyzes the causes of the current global financial and economic crisis, and reveals the role of the financial liberalization wave, which is characterized by financial securitization and the relaxation of financial regulation in the United States, in the global financial and economic crisis. This paper expatiates on the main contents of the financial regulatory reform program in the United States, and evaluates the financial regulatory reform plan of the United States from the aspects of the financial regulatory framework, the functions of the Federal Reserve and the financial industry compensation incentive system. From three aspects of domestic financial interest group, international financial supervision competition and modern financial development model, this paper studies the main challenges that the United States will face in the further implementation of financial supervision reform.
