內(nèi)蒙古普惠金融體系建設(shè)研究

【摘要】:農(nóng)村地區(qū)的金融體系非常復(fù)雜,并且也非常的薄弱,近些年,農(nóng)村地區(qū)原有的農(nóng)村合作金融機(jī)構(gòu)、農(nóng)業(yè)銀行、農(nóng)業(yè)發(fā)展銀行、郵政儲蓄銀行都在不同程度上進(jìn)行改革,加大了對農(nóng)村地區(qū)的金融支持,與此同時,許多新型的金融機(jī)構(gòu)如村鎮(zhèn)銀行、農(nóng)村資金互助社、小額信貸公司也不斷地涌現(xiàn),改善了農(nóng)村地區(qū)金融供給匱乏的問題,但是農(nóng)村地區(qū)的金融體系仍然存在諸多問題,法律的空白和監(jiān)管的漏洞很大程度上約束了其健康的發(fā)展,使得安全性和穩(wěn)定性也受到了很大的影響。因此,在此引入“普惠金融體系”這個概念,從供給者、基礎(chǔ)設(shè)施、法律政策三個層面入手,全面的考察農(nóng)村地區(qū)的金融體系,為廣大農(nóng)村地區(qū)的低收入群體提供全方位、有效的金融服務(wù),具有一定的現(xiàn)實(shí)意義。本文第一部分緒論,主要介紹了研究的背景及意義、研究綜述、研究內(nèi)容及方法、創(chuàng)新及不足之處。第二部分是普惠金融的基本理論,先界定了普惠金融的內(nèi)涵及發(fā)展歷程以及普惠金融的理論基礎(chǔ)。第三部分主要介紹了內(nèi)蒙古普惠金融體系的發(fā)展現(xiàn)狀。以達(dá)茂旗為例,指出內(nèi)蒙古普惠金融需求現(xiàn)狀、供給現(xiàn)狀以及金融環(huán)境現(xiàn)狀,并做出小結(jié)。第四部分主要介紹了普惠金融目標(biāo)的實(shí)現(xiàn)與內(nèi)蒙古金融體系的關(guān)系。主要包括普惠金融目標(biāo)實(shí)現(xiàn)對金融機(jī)構(gòu)的要求和內(nèi)蒙古金融機(jī)構(gòu)對普惠金融目標(biāo)實(shí)現(xiàn)的適應(yīng)性分析。第五部分主要在第三和第四部分的基礎(chǔ)上,找出內(nèi)蒙古普惠金融體系存在的問題。第六部分主要對普惠金融在國外的實(shí)踐中比較成功模式進(jìn)行分析研究,如孟加拉鄉(xiāng)村信貸模式、印尼人行鄉(xiāng)村信貸模式,通過對這些比較成功的普惠金融實(shí)踐的典型案例的分析研究,總結(jié)出他們成功的特點(diǎn)并加以借鑒。第七部分主要是在第五和第六部分的基礎(chǔ)上,從服務(wù)提供者層面、市場建設(shè)層面、立法和政策協(xié)調(diào)層面等三個方面提出了建立內(nèi)蒙古普惠金融體系的針對性對策建議。
[Abstract]:The financial system in rural areas is very complex and very weak. In recent years, the original rural cooperative financial institutions in rural areas, the Agricultural Bank, the Agricultural Development Bank, and the Postal savings Bank, have all carried out reforms to varying degrees. Increased financial support for rural areas. At the same time, many new financial institutions, such as village banks, rural mutual aid societies, and micro-credit companies, have continued to emerge, which has improved the lack of financial supply in rural areas. However, there are still many problems in the financial system in rural areas. The gap of law and the loopholes of supervision restrict the healthy development of the financial system to a great extent, and make the safety and stability of the financial system greatly affected. Therefore, introducing the concept of "inclusive financial system" here, starting from the three levels of provider, infrastructure, and legal policy, we will comprehensively investigate the financial system in rural areas, and provide a comprehensive view of the low income groups in the vast rural areas. Effective financial services have certain practical significance. The first part of this paper introduces the background and significance of the research, research review, research content and methods, innovation and shortcomings. The second part is the basic theory of inclusive finance, which defines the connotation and development of inclusive finance and the theoretical basis of inclusive finance. The third part mainly introduces the development of financial system in Inner Mongolia. Taking Damao Banner as an example, this paper points out the present situation of financial demand, supply and financial environment in Inner Mongolia, and makes a summary. The fourth part mainly introduces the relationship between the realization of inclusive finance and Inner Mongolia financial system. It mainly includes the requirements of financial institutions to achieve inclusive financial goals and the adaptability analysis of financial institutions in Inner Mongolia to the realization of inclusive financial goals. On the basis of the third and fourth parts, the fifth part finds out the problems in the financial system of Inner Mongolia. The sixth part mainly analyzes the successful models of inclusive finance in foreign countries, such as Bangladesh rural credit model, Indonesian people's bank rural credit model. Through the analysis and research on the typical cases of these successful inclusive financial practices, the author summarizes their successful characteristics and draws lessons from them. The seventh part is mainly on the basis of the fifth and sixth parts, from the service provider level, the market construction level, the legislation and policy coordination level, put forward the targeted countermeasures and suggestions to establish the inclusive financial system in Inner Mongolia.
