【摘要】：自1998年人民銀行縣支行發(fā)行庫撤銷,帶來一系列的問題,如縣域內(nèi)人民幣的及時(shí)供應(yīng)問題、小面額人民幣券別的調(diào)配、人行自身職能作用的發(fā)揮等,恢復(fù)縣人民銀行人民幣發(fā)行庫建設(shè)存在積極的意義。然而,目前的發(fā)行庫建設(shè)成本管理的意識(shí)、手段、技術(shù)非常欠缺。在資金有限的情況下,如何通過有效的成本控制來優(yōu)化項(xiàng)目成本管理職能,提高發(fā)行庫建設(shè)項(xiàng)目管理水平已經(jīng)成為面臨的一個(gè)重大問題。本文綜合運(yùn)用文獻(xiàn)法、比較法、實(shí)踐總結(jié)法,通過制定A銀行人民幣發(fā)行庫建設(shè)項(xiàng)目成本控制目標(biāo),采取有效的成本控制措施,對(duì)A銀行人民幣發(fā)行庫建設(shè)項(xiàng)目成本進(jìn)行管理,建立起該項(xiàng)目的成本控制體系。要進(jìn)行有效的項(xiàng)目成本控制,就要從項(xiàng)目的整體流程環(huán)節(jié)入手,先明確項(xiàng)目完成要經(jīng)歷的過程,找到成本控制的關(guān)鍵環(huán)節(jié),采用全過程的動(dòng)態(tài)管理和控制模式實(shí)現(xiàn)全面、全過程、全方位的成本管理控制。從項(xiàng)目流程入手,改善流程,就能使整體的成本得到改變。全過程成本控制是以組織的整個(gè)過程、整體資源、系統(tǒng)績效為著手點(diǎn)來研究成本的,通過事前、事中、事后的全面管理,利用資源的投入產(chǎn)出量化體系來解決成本運(yùn)營控制的相關(guān)問題。本文結(jié)合全過程成本控制方法的原理,以恢復(fù)A銀行人民幣發(fā)行庫建設(shè)為項(xiàng)目實(shí)例,從項(xiàng)目的流程入手,對(duì)項(xiàng)目的立項(xiàng)階段、策劃設(shè)計(jì)階段、施工階段、竣工結(jié)算各階段找到成本控制的關(guān)鍵點(diǎn),做好項(xiàng)目成本的全過程、全方位的控制和跟蹤管理。主要包括：立項(xiàng)階段為投資決策和土地獲取方面成本的控制；規(guī)劃設(shè)計(jì)階段的方案招標(biāo)；施工階段的材料控制、合同管理、現(xiàn)場(chǎng)管理；結(jié)算階段的差額查找和特殊問題處理。針對(duì)項(xiàng)目不同階段成本控制的要求,采取不同的具體措施,以期實(shí)現(xiàn)項(xiàng)目成本管理的目標(biāo)。筆者為實(shí)現(xiàn)項(xiàng)目的成本目標(biāo)而對(duì)項(xiàng)目進(jìn)行全過程管理與控制,提出創(chuàng)新于原來發(fā)行庫項(xiàng)目成本管理模式的一些觀點(diǎn),確保建設(shè)項(xiàng)目在批準(zhǔn)的預(yù)算內(nèi),在工期、質(zhì)量、成本等方面取得最佳效果。
[Abstract]:Since the cancellation of the issuing treasury of the county branch of the people's Bank of China in 1998, it has brought about a series of problems, such as the timely supply of the renminbi in the county, the allocation of small denomination renminbi coupons, the exertion of the functions of the people's Bank of China, etc. It is of positive significance to restore the construction of RMB issuing treasury of the people's Bank of China. However, the current inventory construction cost management awareness, means, technology is very lacking. Under the condition of limited funds, how to optimize the function of project cost management through effective cost control and improve the management level of issuing bank construction project has become a major problem. This article synthetically uses the literature method, the comparison method, the practice summary method, through formulates the A bank RMB issuing bank construction project cost control goal, takes the effective cost control measure, carries on the management to the A bank RMB issuance bank construction project cost. Set up the cost control system of the project. In order to control the project cost effectively, we should start with the whole process of the project, make clear the process of the project completion, find the key link of the cost control, and adopt the dynamic management and control mode of the whole process to realize the comprehensive. The whole process, all-round cost management control. Start from project flow, improve process, can make whole cost get change. The whole process cost control is based on the whole process of the organization, the whole resources, the system performance as the starting point to study the cost, through the comprehensive management in advance, in the matter, after the event, To solve the related problems of cost operation control by using the input and output quantification system of resources. Based on the principle of the whole process cost control method, this paper takes the construction of RMB issuing bank of Bank A as a project example, starting with the process of the project, the stage of project establishment, the stage of planning and design, the stage of construction. The key points of cost control are found in each stage of completion and settlement, the whole process of project cost is done well, and all aspects of control and tracking management are carried out. It mainly includes: the cost control of investment decision and land acquisition; the project bidding in the planning and design stage; the material control, contract management, site management in the construction stage; the difference finding and special problem handling in the settlement stage. According to the requirements of cost control in different stages of the project, different measures are taken to achieve the goal of project cost management. In order to realize the cost target of the project, the author manages and controls the whole process of the project, and puts forward some viewpoints of innovating the cost management mode of the original release library project, which ensures the construction project in the approved budget, during the construction period and in the quality.
