【摘要】：清潔發(fā)展機制(CDM)作為唯一聯(lián)結(jié)發(fā)達(dá)國家和發(fā)展中國家的聯(lián)合履約項目機制,自被提出以來,就在全球碳排放市場中起到了重要作用�；凇毒┒甲h定書》中強調(diào)的“共同但有區(qū)別的責(zé)任原則”,清潔發(fā)展機制在致力于幫助發(fā)達(dá)國家降低減排成本的同時,為發(fā)展中國家提供部分資金援助和先進(jìn)的技術(shù)支持。因此,CDM機制下的投資項目從本質(zhì)上看是發(fā)展中國家通過項目級的碳融資實現(xiàn)資金和技術(shù)從發(fā)達(dá)國家向發(fā)展中國家的轉(zhuǎn)移。因此,在低碳金融的發(fā)展過程中CDM項目機制作為發(fā)展中國家唯一能夠參與的機制,對經(jīng)濟轉(zhuǎn)型升級過程中的中國來說至關(guān)重要。 作為世界上第二大溫室氣體排放國以及最大的發(fā)展中國家,我國在清潔發(fā)展機制項目的推動進(jìn)程中做出了不懈的努力：自1997年批準(zhǔn)了《聯(lián)合國氣候變化框架公約》后,2002年國務(wù)院核準(zhǔn)了《京都議定書》,2005年由國家發(fā)展和改革委員會、科技部、財政部聯(lián)合頒布《清潔發(fā)展機制項目運行管理辦法》。2005年7月20日,中國資源綜合利用協(xié)會資源節(jié)約與代用專業(yè)委員會成立了專門的“CDM推廣辦公室”,對我國企業(yè)進(jìn)行CDM培訓(xùn),幫助他們了解CDM國際規(guī)則。2007年11月,財政部成立了中國清潔發(fā)展機制基金,從不同層面支持我國節(jié)能減排和應(yīng)對氣候變化事業(yè)。時至2012年,我國開展CDM項目也已經(jīng)有7個年頭了,那么它在中國開展的具體情況到底怎樣,項目市場前景是否明朗,哪些因素是直接影響項目簽發(fā)的,都是值得深入研究的。 基于此,本文首先回顧了近年來國內(nèi)外關(guān)于CDM理論研究的相關(guān)文獻(xiàn)以及CDM項目的運作規(guī)則；然后從清潔發(fā)展機制網(wǎng)站上獲取公開的數(shù)據(jù)信息,對我國CDM項目的開發(fā)格局進(jìn)行深入的數(shù)據(jù)研究；通過建立Logistic回歸模型對我國的CDM項目的獲簽?zāi)芰M(jìn)行研究。Logistic回歸模型研究表明,為了提高我國CDM項目的簽發(fā)率,可以從基于項目質(zhì)量本身的內(nèi)部影響因素,包括項目減排規(guī)模、項目類型、項目所處地區(qū),以及基于項目開發(fā)流程過程中的外部影響因素,包括項目的開發(fā)模式以及國外買方,這兩個角度的五個方面出發(fā)。通過對項目質(zhì)量本身的提高和對制度環(huán)境的完善,力求讓CDM項目在未來的第二承諾減排期內(nèi)能夠發(fā)揮作用；最后,綜合模型和我國CDM項目開發(fā)的宏觀層面所面臨的挑戰(zhàn),提出意見和建議。 本研究認(rèn)為,為了提高經(jīng)過我國發(fā)改委批準(zhǔn)后獲得EB簽發(fā)CER項目的獲簽率,一方面應(yīng)該按照國際項目運行規(guī)則的要求從項目質(zhì)量本身入手,從開發(fā)項目的類型、減排規(guī)模等內(nèi)部因素的角度考慮,切實提高項目質(zhì)量和項目業(yè)主的收益；另一方面,應(yīng)當(dāng)關(guān)注項目獲得簽發(fā)流程的外部性影響因素,對關(guān)鍵環(huán)節(jié)的把握很重要,在項目執(zhí)行后期指定經(jīng)營實體的審核報告是一個項目獲得簽發(fā)的關(guān)鍵。項目的國外買方在項目開始后會投入資金和技術(shù),咨詢機構(gòu)會對項目的運行進(jìn)行輔導(dǎo),這些因素都會對項目的實際運行情況以及指定經(jīng)營實體的評估報告產(chǎn)生影響。 中國的清潔發(fā)展機制項目若要在第二減排內(nèi)獲得更加成熟的發(fā)展機會,在面臨著一系列的宏觀挑戰(zhàn)時,應(yīng)當(dāng)從著重從碳融資層面出發(fā),加快低碳技術(shù)的自主研發(fā),同時建立健全全國性或區(qū)域性的碳金融市場,以便提高今后在國際上的政治話語權(quán)。
[Abstract]:The clean development mechanism (CDM), as the only joint implementation project mechanism associated with developed countries and developing countries, has played an important role in the global carbon market since it was proposed. The clean development mechanism is committed to helping developed countries to reduce the development mechanism, based on the "common but differentiated responsibility principle" emphasized in the Kyoto protocol. At the same time, it provides some financial assistance and advanced technical support for the developing countries. Therefore, the investment projects under the CDM mechanism are essentially the transfer of funds and technologies from developed countries to developing countries through project level carbon financing. In this case, the CDM project in the development of low carbon finance The only mechanism for developing countries to participate is crucial for China in the process of economic transformation and upgrading.
As the second largest greenhouse gas emitter and the largest developing country in the world, China has made unremitting efforts in the promotion process of the clean development mechanism project: since the ratification of the United Nations Framework Convention on climate change in 1997, the State Council approved the Kyoto Protocol in 2002, and the national development and Reform Commission in 2005. The Ministry of Finance jointly promulgated the measures for the operation and management of the clean development mechanism project in July 20th >.2005, a special "CDM Promotion Office" was set up by the China Association for resource conservation and substitution of the China Resources Comprehensive Utilization Association (Specialized Committee) to carry out CDM training for Chinese enterprises and help them to solve the CDM international rules in November.2007, and the Ministry of finance was established. The National Clean Development Mechanism Fund supports China's energy conservation, emission reduction and climate change from different levels. By 2012, the CDM project in China has also been 7 years ago. Then what is the specific situation in China, the bright future of the project market and which factors directly affect the issue of the project are worth deep. Into the study.
Based on this, this paper first reviews the relevant literature on CDM theory and the operation rules of CDM projects at home and abroad in recent years, and then obtains the open data information from the clean development mechanism website, and conducts in-depth data research on the development pattern of the CDM project in China, and the CDM project of China through the establishment of the Logistic regression model. .Logistic regression model research shows that in order to improve the issuance rate of CDM projects in China, the internal factors based on the project quality itself, including the scale of the project emission reduction, the project type, the area of the project, and the external factors based on the project development process, including the development model of the project, can be found. From the five aspects of the two angles, the CDM project will be able to play a role in the second commitment emission reduction period in the future by improving the quality of the project and improving the system environment. Finally, the comprehensive model and the challenges facing the macro level of China's CDM project development are put forward and suggestions.
This research holds that, in order to improve the approval rate of the CER project issued by EB after the approval of the NDRC, on the one hand, we should start with the project quality itself according to the requirements of the international project operation rules, and improve the quality of the project and the income of the owner of the project from the perspective of the internal factors such as the type of the project and the scale of the emission reduction. On the one hand, we should pay attention to the externality factors of the project's issuance process. It is important to grasp the key link. In the later period, the audit report of the designated business entity is the key to the issue of the project. The foreign buyer of the project will invest money and technology after the project begins, and the advisory body will carry out the operation of the project. These factors will affect the actual operation of the project and the evaluation report of the designated operational entity.
If China's clean development mechanism project is to get more mature development opportunities in the second emission reduction, in the face of a series of macro challenges, we should start from the level of carbon financing, speed up the independent research and development of low carbon technology, and establish a national or regional carbon financial market, in order to improve the future in the world.
