【摘要】：2014年6月,中國正式推出跨境雙向人民幣資金池,這意味著人民幣“國際化”邁出了關鍵的一步。在此之前,中國已實施跨境人民幣業(yè)務,發(fā)展至今,海外人民幣存量和結算規(guī)模都有了突飛猛進,人民幣作為跨境結算貨幣、全球現(xiàn)金管理儲備工具,被越來越多的外國政府、跨國公司接納和運用。穩(wěn)定的幣值、日漸寬松的外管政策,使眾多跨國企業(yè)和金融機構對人民幣有了強烈的持有和投資意愿。貨幣當局因時制宜,適時推出跨境雙向人民幣資金池業(yè)務,自然廣受歡迎。本文將在人民幣“國際化”的背景下,以管理學、經(jīng)濟學、金融學等理論作為基礎,就該種資金池進行系統(tǒng)的研究分析。內容主要包括:通過對資金池的定義和內涵解釋說明,厘清人民幣在跨國公司內部流動過程及運行機制,揭示資金池的主要功能和亮點;從政策指引的相關內容出發(fā),闡述事前準入、事中事后監(jiān)管、內控等準備工作;以政府、企業(yè)、銀行三個參與方的不同視角,說明業(yè)務創(chuàng)新對完善監(jiān)管手段、優(yōu)化企業(yè)內部資金管理、提高銀行服務性收益等幾個方面帶了的利好;對比行內資金池業(yè)務發(fā)展現(xiàn)狀,找出本單位的優(yōu)勢和不足,有針對性的揚長避短,更好地開展業(yè)務,服務經(jīng)濟社會。
[Abstract]:In June 2014, China officially launched a cross-border two-way renminbi fund pool, marking a key step in the "internationalisation" of the renminbi. Prior to this, China has implemented cross-border RMB business. Up to now, the stock and settlement scale of overseas RMB have developed by leaps and bounds. As a cross-border settlement currency, the renminbi has been used by more and more foreign governments as a cross-border settlement currency and a tool for managing global cash reserves. Multinational corporations accept and apply. The stable value of the currency and the increasingly loose foreign control policy have made many multinational enterprises and financial institutions have a strong desire to hold and invest in the RMB. The currency authorities are naturally popular for their timely introduction of a cross-border two-way renminbi pool business. Based on the theories of management, economics and finance, this paper makes a systematic research and analysis on this kind of fund pool under the background of RMB internationalization. The main contents include: by explaining the definition and connotation of the fund pool, clarifying the process and operation mechanism of RMB flow in multinational corporations, revealing the main function and bright spot of the fund pool, proceeding from the relevant contents of the policy guidance, Expounding the preparatory work such as prior access, supervision after the event, internal control, etc., from the different angles of view of the government, enterprise and bank, it shows that business innovation can improve the means of supervision and optimize the internal capital management of the enterprise. Improve the bank service income and other aspects with the good; compare the current situation of the bank's fund pool business development, find out the advantages and disadvantages of the unit, targeted to promote strengths and circumvent weaknesses, better carry out business, and serve the economy and society.
