【摘要】：我國(guó)農(nóng)業(yè)企業(yè)伴隨著全球?qū)ν庵苯油顿Y風(fēng)潮，也加大了對(duì)外直接投資的步伐。目前，中國(guó)農(nóng)業(yè)企業(yè)已經(jīng)在東南亞、非洲、拉美等30多個(gè)國(guó)家農(nóng)業(yè)開(kāi)發(fā)。在太平洋、大西洋、印度洋的公海正在進(jìn)行海洋漁業(yè)開(kāi)發(fā)。在俄羅斯遠(yuǎn)東地區(qū)、中亞國(guó)家也有種植業(yè)、林業(yè)基地。中國(guó)農(nóng)業(yè)企業(yè)進(jìn)行海外投資，其好處是顯而易見(jiàn)的。不僅有利于中國(guó)企業(yè)利用國(guó)外的資源、資金和技術(shù)，而且可以較好地避開(kāi)避開(kāi)各種壁壘，增加國(guó)際市場(chǎng)的占有率。但是，在鼓勵(lì)我國(guó)農(nóng)業(yè)企業(yè)走出去的同時(shí)，也要清醒地看到目前我國(guó)農(nóng)業(yè)企業(yè)海外直接投資仍處在初級(jí)階段。農(nóng)業(yè)企業(yè)水平還比較低，境外直接投資面臨著各種各樣的風(fēng)險(xiǎn)。對(duì)這些風(fēng)險(xiǎn)進(jìn)行分析研究，有助于我國(guó)農(nóng)業(yè)企業(yè)在對(duì)外直接投資中，進(jìn)行有效地預(yù)防和控制。 本文定題為“中國(guó)農(nóng)業(yè)企業(yè)對(duì)外直接投資的風(fēng)險(xiǎn)與對(duì)策分析”。采用文獻(xiàn)研究法、經(jīng)驗(yàn)總結(jié)法，對(duì)我國(guó)農(nóng)業(yè)企業(yè)對(duì)外直接投資進(jìn)行了分析研究。在國(guó)內(nèi)外相關(guān)理論研究的基礎(chǔ)上，，結(jié)合我國(guó)企業(yè)尤其是農(nóng)業(yè)企業(yè)對(duì)外直接投資的動(dòng)因、現(xiàn)狀以及經(jīng)濟(jì)效應(yīng)，對(duì)我國(guó)農(nóng)業(yè)企業(yè)對(duì)外直接投資的風(fēng)險(xiǎn)進(jìn)行了分析。大致可以包含政治風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、農(nóng)業(yè)項(xiàng)目決策風(fēng)險(xiǎn)、農(nóng)業(yè)技術(shù)及人力資源風(fēng)險(xiǎn)、自然災(zāi)害風(fēng)險(xiǎn)等幾類。政治風(fēng)險(xiǎn)方面主要對(duì)政局變動(dòng)、東道國(guó)農(nóng)業(yè)保護(hù)主義政策、農(nóng)業(yè)企業(yè)國(guó)有化、戰(zhàn)爭(zhēng)等風(fēng)險(xiǎn)進(jìn)行了分析；經(jīng)濟(jì)風(fēng)險(xiǎn)方面主要對(duì)金融危機(jī)、農(nóng)業(yè)企業(yè)融資困難、國(guó)家農(nóng)業(yè)政策滯后等風(fēng)險(xiǎn)進(jìn)行了分析；農(nóng)業(yè)項(xiàng)目決策風(fēng)險(xiǎn)方面主要對(duì)可行性分析、社會(huì)文化差異、市場(chǎng)競(jìng)爭(zhēng)力、成本變化等風(fēng)險(xiǎn)進(jìn)行了分析；農(nóng)業(yè)技術(shù)及人力資源風(fēng)險(xiǎn)方面主要對(duì)農(nóng)業(yè)技術(shù)、農(nóng)業(yè)人才、農(nóng)業(yè)勞動(dòng)力等風(fēng)險(xiǎn)進(jìn)行了分析；自然災(zāi)害風(fēng)險(xiǎn)主要對(duì)洪澇、干旱、病蟲(chóng)害、森林火災(zāi)等風(fēng)險(xiǎn)進(jìn)行了分析。 對(duì)這些風(fēng)險(xiǎn)進(jìn)行有效的預(yù)防和控制，對(duì)促進(jìn)農(nóng)業(yè)企業(yè)對(duì)外直接投資又好又快發(fā)展非常必要。本文主要從國(guó)家層面、企業(yè)層面等兩個(gè)方面，對(duì)我國(guó)農(nóng)業(yè)企業(yè)對(duì)外直接投資的風(fēng)險(xiǎn)控制對(duì)策進(jìn)行了分析研究。 期望能通過(guò)本文，對(duì)我國(guó)農(nóng)業(yè)企業(yè)對(duì)外直接投資的風(fēng)險(xiǎn)引起重視，避免不必要的損失。更重要的是，能夠在促進(jìn)我國(guó)農(nóng)業(yè)企業(yè)對(duì)外直接投資，擴(kuò)大我國(guó)農(nóng)業(yè)企業(yè)在國(guó)際上的話語(yǔ)權(quán)發(fā)揮一定的作用。
[Abstract]:With the trend of global foreign direct investment (FDI), agricultural enterprises of our country have also increased the pace of foreign direct investment (FDI). At present, Chinese agricultural enterprises in Southeast Asia, Africa, Latin America and other more than 30 countries agricultural development. The high seas of the Pacific, Atlantic and Indian Ocean are being exploited for marine fisheries. In the Russian far East, Central Asian countries also have planting, forestry bases. The benefits of overseas investment by Chinese agribusiness are obvious. It is not only beneficial for Chinese enterprises to utilize foreign resources, funds and technologies, but also to avoid all kinds of barriers and increase the share of international market. However, while encouraging our agricultural enterprises to go out, we should also soberly see that the overseas direct investment of our agricultural enterprises is still in the primary stage. Agricultural enterprises are still relatively low level, foreign direct investment is facing a variety of risks. The analysis and study of these risks will be helpful to the prevention and control of agricultural enterprises in foreign direct investment. This article is entitled "the risk and countermeasure analysis of Chinese agricultural enterprises' foreign direct investment". By using literature research and experience summarization, the foreign direct investment (FDI) of agricultural enterprises in China is analyzed and studied. On the basis of relevant theoretical research at home and abroad, this paper analyzes the risks of Chinese agricultural enterprises' foreign direct investment (FDI) in combination with the motivation, present situation and economic effect of Chinese enterprises, especially agricultural enterprises. It can include political risk, economic risk, agricultural project decision risk, agricultural technology and human resource risk, natural disaster risk and so on. In terms of political risks, such as political changes, agricultural protectionism policies in host countries, nationalization of agricultural enterprises, war and other risks, economic risks are mainly related to the financial crisis and the financing difficulties of agricultural enterprises. The risk of agricultural project decision is analyzed, such as feasibility analysis, social and cultural differences, market competitiveness, cost change and so on. The risks of agricultural technology, agricultural talents and agricultural labor are mainly analyzed in the aspects of agricultural technology and human resources, and the risks of natural disasters are mainly analyzed such as flood, drought, diseases and insect pests, forest fires and so on. Effective prevention and control of these risks are necessary to promote agricultural enterprises' foreign direct investment (OFDI). In this paper, the risk control countermeasures of Chinese agricultural enterprises' foreign direct investment (OFDI) are analyzed and studied from two aspects: national level and enterprise level. It is expected that the risk of foreign direct investment of agricultural enterprises in China will be paid attention to and unnecessary losses can be avoided through this paper. More importantly, it can play a certain role in promoting foreign direct investment of Chinese agricultural enterprises and expanding the right of Chinese agricultural enterprises to speak internationally.
