【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)的高速增長(zhǎng),外匯儲(chǔ)備的不斷增加,國(guó)際社會(huì)對(duì)我國(guó)人民幣升值預(yù)期不斷強(qiáng)化,以及金融領(lǐng)域?qū)ν忾_放程度的加深,越來(lái)越多的國(guó)際游資通過(guò)各種途徑進(jìn)入我國(guó),對(duì)我國(guó)的金融體系,乃至整個(gè)宏觀經(jīng)濟(jì)運(yùn)行構(gòu)成巨大的潛在風(fēng)險(xiǎn)。有效防范國(guó)際游資沖擊應(yīng)從五個(gè)方面努力:完善外匯市場(chǎng),使人民幣匯率建立在均衡的供求關(guān)系上;逐步完成我國(guó)利率市場(chǎng)化進(jìn)程和匯率體制改革;健全和完善銀行體系、金融市場(chǎng)體系,強(qiáng)化金融監(jiān)管機(jī)制;加強(qiáng)對(duì)國(guó)際資本項(xiàng)目的監(jiān)控,謹(jǐn)慎開放資本項(xiàng)目;積極借鑒拉美國(guó)家的經(jīng)驗(yàn)等。
[Abstract]:In recent years, with the rapid growth of China's economy and the continuous increase of foreign exchange reserves, the international community's expectation of RMB appreciation in China has been constantly strengthened, and the degree of opening up in the financial field has deepened.More and more international hot money enter our country through various channels, which is a huge potential risk to our financial system and even to the whole macroeconomic operation.To effectively prevent the impact of international hot capital, we should make efforts in five aspects: to perfect the foreign exchange market, to establish the RMB exchange rate on the basis of a balanced supply and demand relationship; to gradually complete the process of interest rate marketization and exchange rate system reform in China; to improve and perfect the banking system;Financial market system, strengthen the financial supervision mechanism, strengthen the monitoring of international capital account, carefully open the capital account, and actively learn from the experience of Latin American countries, etc.
