新疆農(nóng)村信用社人力資源發(fā)展戰(zhàn)略研究

【摘要】:自本世紀(jì)初國(guó)務(wù)院提出深化農(nóng)村金融改革以來(lái),新疆農(nóng)村信用社相繼完成了清產(chǎn)核資、增資擴(kuò)股、明晰產(chǎn)權(quán)制度、完善法人治理結(jié)構(gòu)等改革措施,正邁向商業(yè)化銀行的進(jìn)程。面對(duì)國(guó)有商業(yè)銀行、股份制銀行資金實(shí)力雄厚、管理先進(jìn)等先機(jī),在競(jìng)爭(zhēng)中的短板突出表現(xiàn)在市場(chǎng)占有率低,人均效益低下、人才流失嚴(yán)重等方面,這制約著新疆農(nóng)村信用社進(jìn)一步前行、發(fā)展。面對(duì)同行業(yè)產(chǎn)品及服務(wù)的類同,人力資本的競(jìng)爭(zhēng)顯得尤為重要。加強(qiáng)人力資源管理,醞釀并構(gòu)建具有戰(zhàn)略性意義的人力資源管理體系,是提升新疆農(nóng)村信用社核心競(jìng)爭(zhēng)力的必要措施和有效途徑。 本論文以相關(guān)理論為基礎(chǔ),在分析了行業(yè)特征、現(xiàn)狀、發(fā)展趨勢(shì)等外部環(huán)境因素以后,說(shuō)明人力資源發(fā)展所面臨的機(jī)遇與挑戰(zhàn)以及行業(yè)發(fā)展方向;并著重通過(guò)對(duì)新疆農(nóng)村信用社人力資源內(nèi)部環(huán)境的分析,找出其競(jìng)爭(zhēng)優(yōu)勢(shì),同時(shí)也對(duì)其劣勢(shì)、所面臨的機(jī)遇與挑戰(zhàn)進(jìn)行分析;最后在對(duì)內(nèi)、外部環(huán)境分析的基礎(chǔ)上,通過(guò)SWOT分析提出新疆農(nóng)村信用社人力資源發(fā)展戰(zhàn)略、實(shí)施建議以及保障措施。
[Abstract]:Since the beginning of this century, the State Council put forward to deepen rural financial reform, Xinjiang rural credit cooperatives have completed the capital increase, capital verification, property rights system, improve the corporate governance structure reform measures, is moving towards the commercial bank process. The face of state-owned commercial banks, joint-stock banks capital strength, advanced management and other opportunities, short board in the competition of the outstanding performance in the market share is low, the per capita benefit is low, serious brain drain, which restricts the rural credit cooperatives in Xinjiang further development. Facing the same industry, similar products and services, the competition of human capital. It is particularly important to strengthen the management of human resources, and build the strategic brewing the human resource management system is the effective way and necessary measures to enhance the core competitiveness of Xinjiang rural credit cooperatives.
This paper is based on the related theory, current situation in the analysis of the characteristics of the industry, and the development trend of the external environmental factors, that are facing the opportunities and challenges of human resource development and the development of the industry; and mainly through the analysis of Xinjiang rural credit cooperatives internal human resources environment, find out the competitive advantage, but also its disadvantages and the opportunities and challenges facing the analysis; finally in internal and external environment based on the analysis, through the SWOT analysis of the human resource development strategy of Xinjiang rural credit cooperatives, the implementation of recommendations and measures.
