【摘要】：隨著我國經(jīng)濟的快速發(fā)展,城鄉(xiāng)經(jīng)濟結構二元化特征日益顯著,其主要表現(xiàn)在農(nóng)村地區(qū)經(jīng)濟發(fā)展緩慢。農(nóng)村是我國國民經(jīng)濟的基礎,而發(fā)展農(nóng)村經(jīng)濟需要農(nóng)村金融體系的強力支持。目前,我國農(nóng)村地區(qū)的金融體系還不夠完善,使得農(nóng)村地區(qū)的金融機構存在分支機構較少、服務差、效率低、資金流動方向偏差等一系列問題,無法滿足農(nóng)村地區(qū)對資金的需求。為了解決這一難題,銀監(jiān)會按照“低門檻,嚴監(jiān)管”的原則,在2006年開始試點以“村鎮(zhèn)銀行”為代表的新型金融機構。村鎮(zhèn)銀行的設立目的是為當?shù)剞r(nóng)村地區(qū)的發(fā)展提供資金支持,打破現(xiàn)有的農(nóng)村金融體系,促進農(nóng)村地區(qū)金融機構的良性競爭,為建設我國社會主義新農(nóng)村做出了重大貢獻。但是,村鎮(zhèn)銀行作為一種新型金融機構,其發(fā)展過程中不可避免的會面臨一系列阻礙其可持續(xù)發(fā)展的問題,如何實現(xiàn)其可持續(xù)發(fā)展是我們當前急需解決的難題。本文主要分為五個部分:第一部分為緒論,主要介紹文章的選題背景及意義、國內(nèi)外文獻綜述、研究思路與方法、創(chuàng)新和不足等問題;第二部分首先界定村鎮(zhèn)銀行的概念、特征、與其他金融機構的比較以及我國村鎮(zhèn)銀行的發(fā)展現(xiàn)狀,在此基礎上提出了阻礙村鎮(zhèn)銀行可持續(xù)發(fā)展的主要問題;第三部分首先介紹睢縣德商村鎮(zhèn)銀行設立的背景及其發(fā)展現(xiàn)狀,由此提出睢縣德商村鎮(zhèn)銀行面臨的主要問題及其根源;第四部分主要介紹國內(nèi)外村鎮(zhèn)銀行的成功經(jīng)驗;第五部分主要是對睢縣德商村鎮(zhèn)銀行的可持續(xù)發(fā)展提出對策及建議。本文的研究也可為其他村鎮(zhèn)銀行的可持續(xù)發(fā)展提供借鑒及應用價值。本文在總結相關理論文獻的基礎上,對睢縣德商村鎮(zhèn)銀行發(fā)展過程中面臨的問題具體分析,在總結國內(nèi)外村鎮(zhèn)銀行成功經(jīng)驗的基礎上,提出了促進該行可持續(xù)發(fā)展的對策建議,這是本文的創(chuàng)新之處。本文的不足在于:首先是筆者在數(shù)據(jù)收集方面存在不足,不能完整體現(xiàn)村鎮(zhèn)銀行的發(fā)展現(xiàn)狀;其次是睢縣德商村鎮(zhèn)銀行成立時間較短,數(shù)據(jù)不具有對比性;最后是由于村鎮(zhèn)銀行發(fā)展中遇到的問題較多,涉及的方面也較多,限于本人的學識,本文的理論深度可能未達到令人滿意的程度。
[Abstract]:With the rapid development of China's economy, the dualization of urban and rural economic structure is becoming more and more prominent, which is mainly reflected in the slow economic development in rural areas.Rural is the foundation of our national economy, and the development of rural economy needs the strong support of rural financial system.At present, the financial system in rural areas of our country is not perfect enough. As a result, financial institutions in rural areas have a series of problems, such as fewer branches, poor service, low efficiency, deviation in the direction of capital flow, and so on.The need for funds in rural areas cannot be met.In order to solve this problem, the CBRC, in accordance with the principle of "low threshold, strict supervision", began to pilot a new type of financial institution represented by "Village Bank" in 2006.The purpose of the establishment of village bank is to provide financial support for the development of local rural areas, break the existing rural financial system, promote the healthy competition of financial institutions in rural areas, and make great contributions to the construction of a new socialist countryside in China.However, as a new type of financial institution, village bank will inevitably face a series of problems that hinder its sustainable development in the process of its development. How to achieve its sustainable development is a difficult problem that we urgently need to solve.This paper is divided into five parts: the first part is the introduction, mainly introduces the background and significance of the article, literature review, research ideas and methods, innovation and deficiencies. The second part defines the concept of village bank.Compared with other financial institutions and the current situation of the development of rural banks in China, the paper puts forward the main problems that hinder the sustainable development of rural banks.The third part first introduces the background and development status of Sui County Deshang Village Bank, and then puts forward the main problems and root causes faced by Sui County Deshang Village Bank, the fourth part mainly introduces the successful experience of the domestic and foreign village banks.The fifth part mainly puts forward the countermeasure and suggestion to the sustainable development of Sui County Deshang Village Bank.The research in this paper can also provide reference and application value for the sustainable development of other village banks.On the basis of summarizing the relevant theoretical documents, this paper analyzes the problems faced in the development of Suixian Dejiangcun Bank, and on the basis of summing up the successful experiences of the domestic and foreign village banks, puts forward the countermeasures and suggestions to promote the sustainable development of the Bank.This is the innovation of this paper.The shortcomings of this paper are as follows: first, the author has some shortcomings in data collection, which can not reflect the development status of village bank; secondly, Suixian Dechang Village Bank has a short time to set up, and the data is not comparable;Finally, there are many problems and aspects involved in the development of village and town banks, so the theoretical depth of this paper may not reach a satisfactory degree.
