【摘要】：我國是一個(gè)傳統(tǒng)的農(nóng)業(yè)大國,“三農(nóng)”問題事關(guān)中國全社會(huì)的和諧安定和小康社會(huì)建設(shè)的全面實(shí)現(xiàn)。當(dāng)前,黨中央、國務(wù)院高度重視農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展問題,在2012年《國務(wù)院關(guān)于支持農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)發(fā)展的意見》指出：“支持龍頭企業(yè)發(fā)展,對(duì)于提高農(nóng)業(yè)組織化程度、加快轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式、促進(jìn)現(xiàn)代農(nóng)業(yè)建設(shè)和農(nóng)民就業(yè)增收具有十分重要的作用�！爆F(xiàn)階段,我國廣大的中西部農(nóng)業(yè)產(chǎn)業(yè)化程度還很落后,許多地區(qū)依然是傳統(tǒng)的農(nóng)業(yè),談不上農(nóng)業(yè)產(chǎn)業(yè)化。大量事實(shí)已經(jīng)證明,在實(shí)施農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展過程中,農(nóng)產(chǎn)品加工是最主要因素,也是決定農(nóng)業(yè)產(chǎn)業(yè)化能否興起和不斷發(fā)展的最具決定性一環(huán),推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化的關(guān)鍵前提是發(fā)展農(nóng)產(chǎn)品加工,其意義和作用十分重要。 中國農(nóng)業(yè)發(fā)展銀行作為我國惟一的農(nóng)業(yè)政策性銀行,近年來不斷拓寬信貸支農(nóng)范圍,積極開辦了支持農(nóng)業(yè)加工企業(yè)的各類貸款品種和金融服務(wù),支持培育一批有影響力的農(nóng)產(chǎn)品加工企業(yè),引導(dǎo)企業(yè)積極開展農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營。尤其是現(xiàn)階段,國際經(jīng)濟(jì)危機(jī)的影響仍在蔓延,農(nóng)業(yè)經(jīng)濟(jì)形勢更為嚴(yán)峻,因此,當(dāng)前加大政策性金融信貸支持力度,具有十分重要的意義。然而,農(nóng)發(fā)行在支持農(nóng)產(chǎn)品加工企業(yè)過程中,還存在一些制度性、技術(shù)性的問題以及如何更好的發(fā)揮政策性支農(nóng)作用問題亟待研究解決。 本文首先介紹了政策性金融支持農(nóng)產(chǎn)品加工企業(yè)動(dòng)因以及與政策性金融支持農(nóng)產(chǎn)品加工業(yè)高度關(guān)聯(lián)的基礎(chǔ)理論。第二部分回顧了我國惟一的政策性金融機(jī)構(gòu)-----農(nóng)發(fā)行支持農(nóng)產(chǎn)品加工企業(yè)的發(fā)展歷程,對(duì)農(nóng)發(fā)行支持農(nóng)產(chǎn)品加工企業(yè)的現(xiàn)狀進(jìn)行論述,提煉出農(nóng)發(fā)行支持農(nóng)產(chǎn)品加工企業(yè)進(jìn)程中還存在一些問題,并結(jié)合基礎(chǔ)理論對(duì)存在的問題進(jìn)行了分析。第三部分采用案例分析法,通過農(nóng)發(fā)行支持鳳寶公司現(xiàn)狀,分析存在問題,并提出相應(yīng)對(duì)策。第四部分在以上理論結(jié)合實(shí)際分析的前提下,如何盡可能地發(fā)揮農(nóng)業(yè)政策性金融機(jī)構(gòu)對(duì)農(nóng)產(chǎn)品加工企業(yè)扶持和保護(hù)作用,提出相應(yīng)的對(duì)策。 本文可能存在的創(chuàng)新之處在于：本文以鳳寶公司這一有代表性的加工企業(yè)作為研究對(duì)象,以點(diǎn)帶面,從構(gòu)建政策性金融體系到具體的信貸品種,從宏觀政策到微觀經(jīng)濟(jì)分析研究提出對(duì)策,也是一種嘗試。目前,在企業(yè)融資問題研究方面,對(duì)國有大型企業(yè)、中小微企業(yè)的研究很多,而對(duì)農(nóng)產(chǎn)品加工企業(yè)融資問題的研究很少,本文以農(nóng)業(yè)政策性金融理論為切入點(diǎn)全面,結(jié)合農(nóng)產(chǎn)品工企業(yè)的特點(diǎn),系統(tǒng)地研究了農(nóng)產(chǎn)品加工企業(yè)的政策性金融融資問題,并提出了相應(yīng)的對(duì)策和建議。得出主要結(jié)論是：建立和完善政策性金融支持農(nóng)產(chǎn)品加工業(yè)的體系和外部環(huán)境,農(nóng)發(fā)行加強(qiáng)和改善信貸服務(wù),加工企業(yè)自身企業(yè)必須要提升經(jīng)營管理水平,爭取獲得政策性金融機(jī)構(gòu)更多更好的信貸支持。
[Abstract]:China is a traditional agricultural country. The "three rural" issues are related to the harmonious and stable society in China and the overall realization of the construction of a well-off society. At present, the CPC Central Committee and the State Council attach great importance to the development of agricultural industrialization. In the State Council's opinion on supporting the Development of leading Enterprises in Agricultural industrialization in 2012, it was pointed out: "to support the development of leading enterprises, to improve the degree of agricultural organization and to speed up the transformation of the mode of agricultural development, Promoting the construction of modern agriculture and increasing the employment and income of farmers play a very important role. "at this stage, the vast majority of the central and western regions of China are still lagging behind in terms of agricultural industrialization, and many areas are still traditional agriculture," he said. A large number of facts have proved that in the process of implementing the development of agricultural industrialization, the processing of agricultural products is the most important factor and the most decisive link in determining the rise and continuous development of agricultural industrialization. The key premise of promoting agricultural industrialization is the development of agricultural products processing, its significance and role is very important. As the only agricultural policy bank in China, the Agricultural Development Bank of China has continuously expanded the scope of credit support for agriculture in recent years, and has actively established various kinds of loans and financial services to support agricultural processing enterprises. To support the cultivation of a number of influential agricultural processing enterprises and guide them to actively carry out agricultural industrialization. Especially at this stage, the impact of the international economic crisis is still spreading, and the agricultural economic situation is even more severe. Therefore, At present, it is of great significance to increase the support for policy-oriented financial credit. However, in the process of supporting agricultural products processing enterprises, the Agricultural Development Bank still has some institutional aspects. Technical problems and how to better play the role of policy to support agriculture need to be solved. This paper first introduces the motivation of policy finance supporting agricultural product processing enterprises and the basic theory which is highly related to the policy finance supporting agricultural product processing industry. The second part reviews the only policy-oriented financial institution in China. The Agricultural Development Bank supports the development of agricultural products processing enterprises, This paper discusses the current situation of agricultural products processing enterprises supported by Agricultural Development Bank, and abstracts some problems in the process of agricultural products processing enterprises supported by Agricultural Development Bank. And combined with the basic theory to analyze the existing problems. The third part uses the case analysis method, through the Agricultural Development Bank to support the current situation of Fengbao Company, analyze the existing problems, In the fourth part, on the premise of the above theoretical and practical analysis, how to give full play to the role of agricultural policy-oriented financial institutions to support and protect agricultural product processing enterprises, and put forward the corresponding countermeasures. The innovation of this paper may lie in: this paper takes Fengbao Company, a representative processing enterprise, as the research object, from the construction of policy-oriented financial system to the specific credit varieties. It is also an attempt to put forward countermeasures from macro-policy to microeconomic analysis. At present, there are many studies on large state-owned enterprises, small and medium-sized enterprises, and small and medium-sized enterprises. However, there are few researches on the financing problems of agricultural product processing enterprises. This paper, taking the agricultural policy finance theory as the starting point and combining the characteristics of the agricultural products industry enterprises, systematically studies the policy financial financing problems of the agricultural products processing enterprises. The main conclusions are as follows: establishing and perfecting the system and external environment of policy-oriented finance to support the agricultural products processing industry, strengthening and improving the credit service of Agricultural Development Bank. Processing enterprises themselves must improve their management level and gain more and better credit support from policy-oriented financial institutions.
