基于風(fēng)險(xiǎn)管控的商業(yè)銀行組織績效管理研究

【摘要】:當(dāng)前,我國金融體制改革正向縱深推進(jìn),銀行業(yè)面臨的國內(nèi)外經(jīng)濟(jì)金融形勢更加嚴(yán)峻,銀行間同業(yè)競爭也愈加激烈。單體銀行在市場中要取得比較優(yōu)勢并實(shí)現(xiàn)可持續(xù)發(fā)展,就必須不斷提升自身核心競爭力、整體效能和企業(yè)價(jià)值。實(shí)踐證明,提高競爭力、效能和價(jià)值的最有效途徑就是進(jìn)行科學(xué)的績效管理。 銀行作為承擔(dān)特殊職能的金融服務(wù)中介,其經(jīng)營基礎(chǔ)是“信用”,其經(jīng)營內(nèi)容是“風(fēng)險(xiǎn)”,其經(jīng)營管理必須圍繞實(shí)現(xiàn)安全性、流動(dòng)性、盈利性的統(tǒng)一,這種杠桿行業(yè)的天性注定了“風(fēng)險(xiǎn)防控”是比“資產(chǎn)增值”更能延續(xù)銀行長遠(yuǎn)發(fā)展之路的核心職能。因而,銀行績效管理必須充分體現(xiàn)風(fēng)險(xiǎn)管控導(dǎo)向,引導(dǎo)經(jīng)營單位平衡收益與風(fēng)險(xiǎn)之間的關(guān)系,科學(xué)發(fā)揮績效管理的有益激勵(lì)與約束作用,在引導(dǎo)績效提升的同時(shí)杜絕損害銀行長期利益的短視行為。 本文從商業(yè)銀行績效管理如何促進(jìn)銀行可持續(xù)發(fā)展的立足點(diǎn)出發(fā),基于風(fēng)險(xiǎn)管控視角,以組織績效管理為重點(diǎn),通過調(diào)查研究、比較分析、案例分析,查找診斷現(xiàn)行績效管理體制存在的問題和缺陷,針對商業(yè)銀行做出基于風(fēng)險(xiǎn)管控的組織績效管理體系設(shè)計(jì),并提出有效績效管理的實(shí)施保障。本文對明晰、改善中資商業(yè)銀行績效管理理念和方式,實(shí)現(xiàn)對經(jīng)營機(jī)構(gòu)及員工的良性激勵(lì),推進(jìn)銀行的長期穩(wěn)健發(fā)展和核心競爭力的提升具有一定的理論和現(xiàn)實(shí)意義。
[Abstract]:At present, the reform of China's financial system is advancing in depth, the domestic and foreign economic and financial situation of the banking industry is more severe, and the interbank competition is becoming more and more intense. The single bank should obtain the comparative advantage and realize the sustainable development in the market. It is necessary to continuously improve its core competitiveness, overall efficiency and enterprise value. Practice has proved that the most effective way to improve competitiveness, efficiency and value is to carry out scientific performance management. As a financial service intermediary with special functions, the bank's management base is "credit", and its management content is "risk". Its management must focus on the unification of security, liquidity and profitability. The nature of the leveraged industry is destined that "risk prevention and control" is a core function that can extend the long-term development of banks more than "asset appreciation." therefore, bank performance management must fully reflect the risk management direction. To guide the relationship between profit and risk, to give scientific play to the beneficial incentive and restraint of performance management, to guide the improvement of performance and to eliminate short-sighted behaviors that harm the long-term interests of banks. This paper starts from the standpoint of how to promote the sustainable development of commercial banks, based on the perspective of risk management, focusing on organizational performance management, through investigation and research, comparative analysis, case analysis, To find out and diagnose the problems and defects existing in the current performance management system, to design the organizational performance management system based on risk management for commercial banks, and to put forward the implementation guarantee of effective performance management. It is of theoretical and practical significance to improve the concept and method of performance management of Chinese commercial banks, to realize the benign incentive to the management institutions and employees, and to promote the long-term steady development of banks and the promotion of core competitiveness.
