【摘要】：改革開放30年來，在黨和政府的正確領導下，經過幾代人的艱苦努力，我國各方面建設取得了舉世矚目的成就。我國是一個農業(yè)大國，“三農”問題則成為歷屆政府各項工作的重中之重，受到高度重視。農業(yè)、農村、農民的發(fā)展都離不開農村金融的支撐，農村金融問題也成為社會各界的共同關注的熱點。農村金融發(fā)展狀況直接影響農村經濟的發(fā)展水平，進而影響到社會主義新農村建設戰(zhàn)略目標的實現。這給農村金融服務提出更高的要求的同時，也為農村金融發(fā)展帶來了新的機遇。但我國農村金融業(yè)發(fā)展緩慢，嚴重制約了農村經濟的發(fā)展，面對當前農村金融中存在的各種各樣的問題，深入剖析各種問題背后的根源。根據時下農村經濟發(fā)展的需要，對照國外農村金融發(fā)展的經驗，找到解決各種問題的途徑，這正是本文所要研究的課題。 論文對農村金融的定義、內涵及其相關理論進行闡述，總結歸納了我國農村金融發(fā)展的歷程和現狀，及其農村金融發(fā)展中存在的問題：農村金融服務體系不健全，，民間金融存在負面影響，農村資金外流嚴重，農村風險補償機制缺失。并對制約農村金融發(fā)展的相關因素進行分析，結合國外典型國家農村金融發(fā)展情況的啟示，提出我國農村金融發(fā)展的對策，完善農村金融體系建設，推動金融制度創(chuàng)新，營造金融發(fā)展環(huán)境，加快農村金融服務創(chuàng)新，提高農村金融服務質量，為農村金融業(yè)的發(fā)展謀劃對策。力求從根本上解決農村金融發(fā)展中存在的問題，促進農村金融又好又快發(fā)展。
[Abstract]:In the past 30 years of reform and opening up, under the correct leadership of the Party and the government, after several generations of hard work, China has made remarkable achievements in all aspects of construction. China is a large agricultural country, and the issue of "agriculture, rural areas and farmers" has become the top priority of all previous governments and has been highly valued. Agriculture, rural areas, The development of farmers can not be separated from the support of rural finance, and rural financial problems have become a common concern of the community. The development of rural finance has a direct impact on the level of rural economic development. Then it affects the realization of the strategic goal of building a new socialist countryside, which puts forward higher requirements for rural financial services and brings new opportunities for the development of rural finance. However, the development of rural financial industry in China is slow. It has seriously restricted the development of rural economy. In the face of various problems existing in current rural finance, the root causes of these problems are deeply analyzed. According to the needs of the development of rural economy nowadays, the experience of rural financial development abroad is compared. Find a way to solve all kinds of problems, this is the subject of this paper. This paper expounds the definition, connotation and related theories of rural finance, summarizes the course and current situation of rural financial development in China, and the problems existing in the development of rural finance: the rural financial service system is not perfect. The folk finance has negative influence, the rural capital outflow is serious, the rural risk compensation mechanism is missing. The related factors that restrict the development of rural finance are analyzed, combined with the enlightenment of the development of rural finance in typical foreign countries. The countermeasures for the development of rural finance in China are put forward, the construction of rural financial system is perfected, the innovation of financial system is promoted, the environment of financial development is created, the innovation of rural financial service is quickened, and the quality of rural financial service is improved. In order to solve the problems existing in the development of rural finance and promote the sound and rapid development of rural finance, we should plan countermeasures for the development of rural financial industry.
