【摘要】：近年來國內(nèi)銀行業(yè)操作風(fēng)險(xiǎn)事故經(jīng)常見諸報(bào)端，從渤海銀行職員挪用客戶存款私自放貸到齊魯銀行遭遇特大詐騙、卷入巨額存單偽造案；從中國農(nóng)業(yè)銀行支行行長攜2億非法集資外逃到中國光大銀行網(wǎng)銀系統(tǒng)事故頻發(fā)。多發(fā)的操作風(fēng)險(xiǎn)事故給銀行監(jiān)管機(jī)構(gòu)和銀行風(fēng)險(xiǎn)管理部門敲響了警鐘。然而，，操作風(fēng)險(xiǎn)是商業(yè)銀行經(jīng)營管理過程所中必須要承擔(dān)的風(fēng)險(xiǎn)。商業(yè)銀行操作風(fēng)險(xiǎn)管理的目標(biāo)是合理控制操作風(fēng)險(xiǎn)，防止出現(xiàn)重大操作風(fēng)險(xiǎn)損失事件，并且要以科學(xué)的方法計(jì)算操作風(fēng)險(xiǎn)加權(quán)資產(chǎn)，來節(jié)約經(jīng)濟(jì)資本。筆者所在的德州銀行在操作風(fēng)險(xiǎn)管理領(lǐng)域同樣面臨著嚴(yán)峻的形勢，提高操作風(fēng)險(xiǎn)管理水平勢在必行。 本文全面回顧國內(nèi)外商業(yè)銀行操作風(fēng)險(xiǎn)研究文獻(xiàn)，充分利用已有研究成果，借鑒商業(yè)銀行操作風(fēng)險(xiǎn)管理理論，采用文獻(xiàn)綜述研究法、比較分析法、規(guī)范分析法以及定性分析與定量研究相結(jié)合的方法，比較國內(nèi)商業(yè)銀行與國外商業(yè)銀行在操作風(fēng)險(xiǎn)管理實(shí)踐上的差別，并結(jié)合《商業(yè)銀行資本管理辦法（試行）》這一“中國版”的巴塞爾協(xié)議Ⅲ對操作風(fēng)險(xiǎn)管理的要求，為德州銀行構(gòu)建適應(yīng)《辦法》要求的操作風(fēng)險(xiǎn)管理體系提出建議，這一體系包括了操作風(fēng)險(xiǎn)管理戰(zhàn)略、流程及其賴以存在的基礎(chǔ)設(shè)施和環(huán)境。
[Abstract]:In recent years, the domestic banking operation risk accident often appears in the newspaper, from the Bohai bank staff misappropriates the customer deposit privately to the Qilu bank to encounter the extraordinarily big fraud, gets involved in the huge deposit certificate forgery case; Frequent accidents have occurred in the Internet banking system of Everbright Bank of China with 200 million illegal funds raised by the head of Agricultural Bank of China. The frequent operational risk incidents have sounded the alarm for bank regulators and bank risk management departments. However, The operational risk is the risk that the commercial bank must undertake in the course of operation and management. The aim of the operational risk management of the commercial bank is to reasonably control the operational risk and prevent the occurrence of the major operational risk loss event. In order to economize the economic capital, the Texas Bank of Texas is faced with a severe situation in the field of operational risk management, so it is imperative to improve the level of operational risk management. This paper comprehensively reviews the domestic and foreign commercial bank operational risk research literature, fully utilizes the existing research results, draws lessons from the commercial bank operation risk management theory, adopts the literature review research method, the comparative analysis method, The paper compares the differences between domestic commercial banks and foreign commercial banks in the practice of operational risk management by combining normative analysis with qualitative analysis and quantitative research. Combined with the requirements for operational risk management in Basel III of the "Chinese version" of the Capital Management measures for Commercial Banks (trial), the paper puts forward some suggestions for the Bank of Texas to build an operational risk management system that meets the requirements of the measures. The system includes operational risk management strategies, processes and the infrastructure and environment on which they exist.
