四川農(nóng)村資金互助合作組織運(yùn)行績(jī)效研究

【摘要】:發(fā)展農(nóng)村經(jīng)濟(jì),推動(dòng)農(nóng)村經(jīng)濟(jì)持續(xù)發(fā)展,農(nóng)村金融改革是關(guān)鍵。農(nóng)村金融體系的基礎(chǔ)是合作金融組織,發(fā)達(dá)國(guó)家的經(jīng)驗(yàn)也證明要發(fā)展農(nóng)村經(jīng)濟(jì)必須發(fā)展農(nóng)村合作金融組織。但我國(guó)還沒有真正意義的合作制金融,農(nóng)村合作金融在絕大多數(shù)農(nóng)村地區(qū)還處于缺失狀態(tài)。作為一個(gè)既有經(jīng)濟(jì)效益又有社會(huì)效益的合作金融操作形式,小額信貸在中國(guó)越來越受歡迎,而農(nóng)村資金互助合作組織正是小額信貸的一個(gè)創(chuàng)新模式。與其他農(nóng)村金融機(jī)構(gòu)相比,農(nóng)村資金互助合作組織是極具中國(guó)特色、符合中國(guó)國(guó)情的農(nóng)民自愿聯(lián)合形成的經(jīng)濟(jì)合作組織,是中國(guó)農(nóng)村金融體系的有力補(bǔ)充,是真正屬于農(nóng)民自己的合作金融組織。 本文借鑒了相關(guān)農(nóng)村金融理論、合作金融理論、金融抑制和金融深化理論、貧困與反貧困理論。利用調(diào)研數(shù)據(jù),描述性統(tǒng)計(jì)分析了四川省農(nóng)村資金互助合作組織的發(fā)展現(xiàn)狀;從農(nóng)村資金互助合作組織的角度,運(yùn)用Yaron農(nóng)村金融機(jī)構(gòu)績(jī)效評(píng)估框架分析了其自我持續(xù)性和覆蓋面問題;從農(nóng)戶的角度,運(yùn)用Probit模型和Logit模型分兩步分析了農(nóng)村資金互助合作組織社員信貸可得性的影響因素。最后,根據(jù)研究結(jié)論提出了相關(guān)的政策建議。 本文的主要研究結(jié)論包括以下幾個(gè)方面: (1)農(nóng)村資金互助合作組織激活了農(nóng)村金融市場(chǎng),填補(bǔ)了農(nóng)村金融服務(wù)空白,有效地?cái)U(kuò)寬了貧困戶的貸款渠道,促進(jìn)了農(nóng)民收入的增加,加快了地區(qū)新農(nóng)村建設(shè)進(jìn)程。但是,農(nóng)村資金互助合作組織的資金規(guī)模偏小,業(yè)務(wù)范圍狹窄,目標(biāo)客戶群太小宣傳力度不夠,管理人員業(yè)務(wù)素質(zhì)不高。 (2)補(bǔ)貼依賴指數(shù)計(jì)算顯示,經(jīng)營(yíng)性質(zhì)的“益民農(nóng)村資金互助社”需要將各年的貸款利率分別提高到67.84%、13.23%、10%和10.43%后才能在取消所有補(bǔ)貼的情況下實(shí)現(xiàn)自我可持續(xù)發(fā)展;完全扶貧性質(zhì)的“貧困村互助資金”大部分已經(jīng)完全實(shí)現(xiàn)了自我可持續(xù)發(fā)展。逐年下降的補(bǔ)貼依賴指數(shù)表明農(nóng)村資金互助合作組織經(jīng)營(yíng)狀況逐年好轉(zhuǎn),對(duì)補(bǔ)貼的依賴程度降低,自我持續(xù)發(fā)展能力有較大的提高。 (3)農(nóng)村資金互助合作組織的自我可持續(xù)發(fā)展能力受稅收優(yōu)惠政策和風(fēng)險(xiǎn)準(zhǔn)備金提取政策的影響較大,從貸款利率、貸款回收率和資金規(guī)模等方面來提高自我持續(xù)性不太現(xiàn)實(shí)。 (4)農(nóng)村資金互助合作組織與其他金融機(jī)構(gòu)相比具有明顯的信息優(yōu)勢(shì)、成本優(yōu)勢(shì),其金融服務(wù)的廣度和深度在逐年擴(kuò)大,金融服務(wù)質(zhì)量在不斷提高。 (5)計(jì)量分析的結(jié)果顯示,農(nóng)戶信貸可得性受戶主擔(dān)任村干部、是否為貧困戶、社區(qū)交通情況、農(nóng)戶飼養(yǎng)牲畜價(jià)值、家庭成員外出務(wù)工、生產(chǎn)性固定資產(chǎn)、土地面積和戶主受教育年限等8個(gè)因素的影響;農(nóng)戶貸款金額的大小主要受戶主擔(dān)任村干部、是否為貧困戶、社區(qū)交通情況和戶飼養(yǎng)牲畜價(jià)值等4個(gè)因素的影響。 基于以上研究結(jié)論,本文提出了以下政策建議: 首先,根據(jù)當(dāng)前農(nóng)村地區(qū)經(jīng)濟(jì)形勢(shì),及時(shí)調(diào)整相關(guān)的政策和規(guī)章制度,加強(qiáng)對(duì)農(nóng)村資金互助合作組織的指導(dǎo)和扶持;其次,農(nóng)村資金互助合作組織應(yīng)加大宣傳力度以提高農(nóng)戶的認(rèn)知和接受水平,加強(qiáng)各地區(qū)間的經(jīng)驗(yàn)交流和學(xué)習(xí),建立健全適合自身特色的人才機(jī)制;最后應(yīng)多渠道的提高社員的信貸可得性。
[Abstract]:The development of the rural economy, promote the sustainable development of rural economy, rural financial reform is the key. The financial system is the foundation of rural cooperative financial organization, the experience of developed countries has proved to the development of rural economy must develop rural cooperative financial organization system of financial cooperation. But China still has no real significance, the rural cooperative finance in most rural areas also in the absence of state. As a both economic benefits and social benefits of the cooperative finance operations, microfinance more and more popular in Chinese, and rural capital mutual cooperative organization is an innovative model of microfinance. Compared with other rural financial institutions, rural mutual cooperative organization is very China characteristics. The economic cooperation organization in accordance with the situation of farmers Chinese voluntary association formed, is a powerful supplement Chinese rural financial system, is really belong to the farmers own together Be a financial organization.
This paper draws on the relevant theory of rural finance, cooperative finance theory, theory of financial repression and financial deepening, poverty and anti-poverty theory. Based on survey data, descriptive statistical analysis of the current development of rural capital mutual cooperative organization in Sichuan province; from the rural capital mutual cooperative organization's point of view, the use of Yaron rural financial institutions and analyzes the performance evaluation framework self consistency and coverage problem; from the perspective of farmers, the use of Probit model and the Logit model is divided into two steps of rural capital mutual cooperative organization members credit availability factors. Finally, according to the research conclusion put forward relevant policy recommendations.
The main conclusions of this paper include the following aspects:
(1) the rural mutual fund organizations activate the rural financial market, to fill the gaps in rural financial services, effectively widening the poverty household loan channels, promote farmers' income increase, accelerate the process of the construction of new rural area. However, the rural mutual cooperative organization capital scale is small, narrow business scope the target customer base is too small not enough publicity, business management quality is not high.
(2) subsidy dependence index calculation shows that the nature of the business "Yimin rural cooperatives" will need each year loan interest rates were increased to 67.84%, 13.23%, 10% and 10.43% in order to achieve self sustainable development in the case of subsidies to cancel all completely; the nature of "poverty of poor village mutual funds" most have been fully implemented the self sustainable development. The subsidy dependence index decreased year by year shows that rural mutual funds operating conditions of cooperation has improved year by year, dependent on subsidies reduced, self sustainable development ability is greatly improved.
(3) the self sustainable development ability of rural financial cooperation and cooperation organizations is greatly influenced by preferential tax policies and risk reserve policies. It is not realistic to improve self sustainability from the aspects of loan interest rate, loan recovery rate and capital scale.
(4) compared with other financial institutions, the rural mutual funds cooperative organization has obvious information superiority and cost advantage. Its breadth and depth of financial services are expanding year by year, and the quality of financial services is improving.
(5) the results of quantitative analysis showed that the farmers' credit availability by households as village cadres, whether for poor households, community transport, livestock feeding value of farmers, family members of migrant workers, the production of fixed assets, land area and household education 8 factors; the amount of loans to farmers mainly headed by a village cadres, whether for poor households, 4 Influence Factors of community traffic and household livestock value.
Based on the above research conclusions, the following policy recommendations are put forward.
First of all, according to the current economic situation in rural areas, the timely adjustment of the relevant policies and regulations, strengthen the rural capital mutual cooperative organization, guidance and support; secondly, the rural mutual fund organizations should step up publicity efforts to improve farmers' awareness and acceptance level, strengthen the inter regional exchange of experience and learning, establish and perfect the mechanism of talents for its own characteristics; finally, multiple channels should be enhance their credit availability.
