【摘要】：由于受到全球性金融危機(jī)的蔓延和世界經(jīng)濟(jì)衰退的沖擊，歐元、美元這樣主要的國(guó)際結(jié)算貨幣的匯率不斷發(fā)生變化，，對(duì)于包括我國(guó)在內(nèi)的很多國(guó)家的企業(yè)來(lái)說(shuō)，使用第三國(guó)貨幣進(jìn)行貿(mào)易結(jié)算將產(chǎn)生巨大風(fēng)險(xiǎn)。2009年，國(guó)務(wù)院決定在部分城市開(kāi)展跨境貿(mào)易人民幣結(jié)算試點(diǎn)工作，試點(diǎn)城市包括廣東省的廣州市、深圳市、東莞市、珠海市以及上海市等城市。2010年6月，試點(diǎn)工作擴(kuò)大到黑龍江省等20個(gè)�。ㄊ校��？缇迟Q(mào)易人民幣結(jié)算試點(diǎn)工作的啟動(dòng)，積極推動(dòng)了金融衍生產(chǎn)品的發(fā)展，但是除中國(guó)銀行具備海外機(jī)構(gòu)方面的優(yōu)勢(shì)，各銀行在具體業(yè)務(wù)、產(chǎn)品等方面并沒(méi)有明顯差距，均屬同時(shí)起步。 本文詳細(xì)闡述了跨境貿(mào)易人民幣結(jié)算的概念，比較并分析了跨境貿(mào)易人民幣結(jié)算和外幣結(jié)算之間存在的差異，概括了跨境貿(mào)易人民幣結(jié)算的發(fā)展過(guò)程并歸納了跨境貿(mào)易人民幣結(jié)算的特點(diǎn)。深入分析了建行黑龍江省分行營(yíng)業(yè)部開(kāi)展跨境貿(mào)易人民幣結(jié)算的意義，總結(jié)了建行黑龍江省分行營(yíng)業(yè)部跨境貿(mào)易種類與外匯賬戶構(gòu)成、跨境貿(mào)易人民幣結(jié)算開(kāi)展現(xiàn)狀。探討了在宏觀方面包括中俄人民幣結(jié)算發(fā)展緩慢、人民幣輸出與回流機(jī)制不健全、清算系統(tǒng)亟待完善、外匯管理及金融監(jiān)管體制落后的四個(gè)困境，以及在微觀方面包括貨幣政策制約、同業(yè)競(jìng)爭(zhēng)激烈、人民幣跨境流通風(fēng)險(xiǎn)、業(yè)務(wù)操作繁瑣的四個(gè)困境，并對(duì)建行黑龍江省分行營(yíng)業(yè)部開(kāi)展以人民幣進(jìn)行跨境貿(mào)易結(jié)算提出了切合實(shí)際的合理建議。
[Abstract]:As a result of the contagion of the global financial crisis and the impact of the world economic recession, the exchange rates of the major international settlement currencies, such as the euro and the US dollar, are constantly changing. For enterprises in many countries, including China, In 2009, the State Council decided to launch a cross-border trade RMB settlement pilot project in some cities, including Guangzhou, Shenzhen, Dongguan City, Guangdong Province. Zhuhai and Shanghai and other cities. In June 2010, the pilot work was expanded to 20 provinces (cities) such as Heilongjiang Province and other provinces (cities) to launch the pilot work of RMB settlement for cross-border trade, which has actively promoted the development of financial derivatives. But except that Bank of China has the advantages of overseas institutions, there is no obvious gap between the banks in specific business, products and so on, they all start at the same time. This paper elaborates the concept of RMB settlement in cross-border trade, compares and analyzes the differences between RMB settlement and foreign currency settlement in cross-border trade. This paper summarizes the development process of RMB settlement in cross-border trade and summarizes the characteristics of RMB settlement in cross-border trade. The significance of RMB settlement for cross-border trade in the business department of China Construction Bank Heilongjiang Branch is analyzed in depth. This paper summarizes the types of cross-border trade and the composition of foreign exchange accounts in the business department of China Construction Bank Branch of Heilongjiang Province, and discusses the current situation of RMB settlement of cross-border trade, and probes into the slow development of RMB settlement in macro aspects, including Sino-Russian RMB settlement. The export and return mechanism of RMB is not perfect, the liquidation system needs to be improved urgently, the four predicaments of backward foreign exchange management and financial supervision system, as well as the restriction of monetary policy, the fierce competition among peers, and the risk of cross-border circulation of RMB in micro aspects. Four dilemmas of complicated business operation are put forward, and some practical and reasonable suggestions are put forward to carry out cross-border trade settlement with RMB in the business department of China Construction Bank Heilongjiang Branch.
