【摘要】：農(nóng)村信用合作社作為面向農(nóng)村,面向農(nóng)戶的特殊金融機(jī)構(gòu),在帶動(dòng)地方農(nóng)村經(jīng)濟(jì)發(fā)展,推動(dòng)農(nóng)村金融進(jìn)步,完善農(nóng)村金融市場(chǎng),豐富農(nóng)村金融產(chǎn)品等方面發(fā)揮著重要作用。自2003年以后,國(guó)家開始針對(duì)農(nóng)村信用合作社自身體制,歷史遺留等問題進(jìn)行改革以促進(jìn)農(nóng)村信用合作社更好服務(wù)三農(nóng),支持農(nóng)村建設(shè)。邵陽(yáng)市農(nóng)村信用合作社積極配合國(guó)家政策,也實(shí)施了一系列的改革措施,這些措施是否達(dá)到了目的需要合理的評(píng)估,并為今后進(jìn)一步改革提供參考依據(jù)。 本文通過大量的文獻(xiàn)閱讀后,采用定性分析與定量分析,規(guī)范分析與實(shí)證分析相結(jié)合的方法。首先列舉了國(guó)內(nèi)外關(guān)于農(nóng)村信用合作社改革的研究成果；然后分析了邵陽(yáng)市金融服務(wù)需求與供給的特點(diǎn),建立了金融服務(wù)供求失衡缺口模型,對(duì)失衡缺口進(jìn)行了分類并分析了其形成原因,進(jìn)而以供求理論為基礎(chǔ),對(duì)金融服務(wù)供求失衡缺口作了比較靜態(tài)分析,闡述了不同情況下的均衡狀態(tài)；以上述分析為基礎(chǔ)設(shè)計(jì)了邵陽(yáng)市農(nóng)村信用合作社改革績(jī)效評(píng)估框架,并通過收集的數(shù)據(jù)對(duì)其進(jìn)行評(píng)估；最后根據(jù)評(píng)估結(jié)果總結(jié)了改革中的問題,并對(duì)邵陽(yáng)市農(nóng)村信用社未來的改革提出了政策建議。
[Abstract]:As a special financial institution facing rural areas and farmers, rural credit cooperatives promote the development of local rural economy, promote rural financial progress and improve the rural financial market. Rich rural financial products and other aspects play an important role. Since 2003, the country began to focus on the rural credit cooperatives own system. In order to promote rural credit cooperatives to better serve agriculture, rural areas and farmers, support rural construction. Shaoyang rural credit cooperatives actively cooperate with national policies, also implemented a series of reform measures. Whether these measures have achieved the purpose needs reasonable evaluation and provides the reference for further reform in the future. After reading a lot of literature, this paper adopts the methods of qualitative analysis and quantitative analysis, normative analysis and empirical analysis. Firstly, it lists the research results of rural credit cooperatives reform at home and abroad. Then it analyzes the characteristics of the demand and supply of financial services in Shaoyang, establishes the imbalance gap model of financial service supply and demand, classifies the imbalance gap and analyzes its formation reasons, and then based on the theory of supply and demand. This paper makes a comparative static analysis on the imbalance gap between the supply and demand of financial services, and expounds the equilibrium state under different circumstances. Based on the above analysis, the performance evaluation framework of rural credit cooperatives reform in Shaoyang city is designed and evaluated through the collected data. Finally, the problems in the reform are summarized according to the evaluation results, and some policy suggestions are put forward for the future reform of Shaoyang Rural Credit Cooperatives.
