【摘要】:2007年,中國(guó)郵政儲(chǔ)蓄銀行成立,作為逐步向現(xiàn)代化商業(yè)銀行轉(zhuǎn)型的國(guó)有商業(yè)銀行,要在日趨激烈的同業(yè)競(jìng)爭(zhēng)中站穩(wěn)腳跟,進(jìn)而實(shí)現(xiàn)可持續(xù)發(fā)展,自身的市場(chǎng)定位尤為重要。小額貸款業(yè)務(wù)是郵儲(chǔ)銀行成立后推出的第一款資產(chǎn)業(yè)務(wù),可以說(shuō)是郵儲(chǔ)銀行的戰(zhàn)略性業(yè)務(wù)和標(biāo)志性產(chǎn)品,對(duì)加強(qiáng)社會(huì)主義新農(nóng)村建設(shè),有效促進(jìn)微小企業(yè)的發(fā)展,解決融資難的問(wèn)題,具有極為重要的意義 中國(guó)郵政儲(chǔ)蓄銀行DY市分行自2008年6月份開(kāi)辦小額貸款業(yè)務(wù)以來(lái),為地方經(jīng)濟(jì)建設(shè)和災(zāi)后重建,特別是在支持縣域微小企業(yè)和農(nóng)戶作出了一定貢獻(xiàn),但近期在業(yè)務(wù)發(fā)展和風(fēng)險(xiǎn)管控方面遇到了一定困難和發(fā)展瓶頸,如發(fā)展速度趨緩,貸款預(yù)期率和不良率不斷攀升 本文在借鑒分析相關(guān)文獻(xiàn)的基礎(chǔ)上,對(duì)郵儲(chǔ)銀行發(fā)展歷程,開(kāi)展小額貸款業(yè)務(wù)的現(xiàn)狀及存在的問(wèn)題進(jìn)行了闡述和分析,并從國(guó)際角度,借鑒國(guó)外幾家小額貸款業(yè)務(wù)發(fā)展得較為成熟的銀行操作模式,找出對(duì)DY郵政儲(chǔ)蓄銀行的一些啟示。文章重點(diǎn)對(duì)DY郵政儲(chǔ)蓄銀行所面臨的宏觀環(huán)境、市場(chǎng)環(huán)境、產(chǎn)品策略等進(jìn)行全方位的分析和研究,并通過(guò)SWOT分析,對(duì)DY郵政儲(chǔ)蓄銀行發(fā)展小額貸款業(yè)務(wù)的優(yōu)勢(shì)、劣勢(shì)和面臨的機(jī)遇和挑戰(zhàn)進(jìn)行了研究,提出了應(yīng)采取SO發(fā)展策略,即充分發(fā)揮DY郵政儲(chǔ)蓄銀行的網(wǎng)點(diǎn)、網(wǎng)絡(luò)等方面的內(nèi)部?jī)?yōu)勢(shì),利用國(guó)家高度重視農(nóng)村小額貸款業(yè)務(wù)發(fā)展等外部機(jī)會(huì)的戰(zhàn)略,揚(yáng)長(zhǎng)避短,開(kāi)發(fā)農(nóng)村市場(chǎng)。在具體發(fā)展策略上,結(jié)合DY實(shí)際情況,從業(yè)務(wù)發(fā)展策略、風(fēng)險(xiǎn)控制策略、成本控制策略、不良貸款催收策略等方面提出了具體方案,以促進(jìn)DY郵政儲(chǔ)蓄銀行展小額貸款業(yè)務(wù)健康快速發(fā)展,并期能對(duì)全國(guó)二級(jí)分行郵儲(chǔ)銀行小額貸款業(yè)務(wù)的發(fā)展做出貢獻(xiàn)。
[Abstract]:In 2007, the Postal savings Bank of China was established. As a state-owned commercial bank which gradually transformed to a modern commercial bank, it should take a firm foothold in the increasingly fierce interbank competition, and then realize the sustainable development. Its market positioning is particularly important. Microfinance is the first asset business launched after the establishment of the Postal savings Bank, can be said to be the Postal savings Bank's strategic business and iconic products. It is of great significance to strengthen the construction of new socialist countryside, effectively promote the development of small and medium-sized enterprises, and solve the problem of financing difficulties. Since June 2008, DY City Branch of China Postal savings Bank has made some contributions to local economic construction and post-disaster reconstruction, especially in supporting small and medium-sized enterprises and farmers in counties. Recently, however, there have been some difficulties and bottlenecks in business development and risk management, such as the slowing down of the development rate, the rising rate of loan expectation and the rate of failure. On the basis of reference and analysis of relevant literature, this paper expounds and analyzes the development course of Postal savings Bank, the present situation and existing problems of micro-loan business, and from the international point of view. Draw lessons from several foreign small loan business development of the more mature bank operation mode, find out some inspiration to DY postal savings bank. The article focuses on DY postal savings bank facing the macro environment. Market environment, product strategy and other all-round analysis and research, and through SWOT analysis, DY postal savings bank to develop microfinance business strengths, weaknesses and opportunities and challenges faced by the study. So development strategy should be adopted, that is, to give full play to the internal advantages of DY postal savings bank in network and network, and to make use of the strategy that the country attaches great importance to the development of rural micro-credit business and other external opportunities. In the specific development strategy, combined with the actual situation of DY, from the business development strategy, risk control strategy, cost control strategy. In order to promote the rapid development of DY Postal savings Bank's micro-loan business, the paper puts forward some specific plans in the aspects of non-performing loan collection strategy and so on. And can contribute to the development of the postal savings bank micro-loan business of the second-level branch of the country.
