【摘要】：地方政府金融管理體制是我國金融體制的重要組成部分,近年來,隨著對金融是現(xiàn)代經(jīng)濟核心的認識逐步加深,地方各級政府參與金融管理的積極性日益高漲,省級政府和大多數(shù)市、縣政府都設(shè)立了金融工作辦公室等專門的職能部門。由于金融市場的失靈以及金融業(yè)內(nèi)在的脆弱性,這就要求對金融業(yè)實施金融監(jiān)管,我國政府對金融監(jiān)管的目的主要是為了維護金融業(yè)穩(wěn)定發(fā)展,建立良好的金融秩序、配合貨幣政策的執(zhí)行,為經(jīng)濟發(fā)展提供支持、進而達到維護社會公眾的利益。金融監(jiān)管的主體是政府部門或者政府授權(quán)的部門,那么金融監(jiān)管中的具體政府行為會對金融業(yè)產(chǎn)生怎樣的影響,這是一個值得研究的問題。隨著金融宏觀體制改革深化,目前我國地方政府金融管理實踐中還存在著重復監(jiān)管、監(jiān)管盲區(qū)、責權(quán)不對等、職能混淆等問題,本文從地方政府對金融機構(gòu)監(jiān)管的主要內(nèi)容和必要性出發(fā),對監(jiān)管存在缺陷的主要原因及對策分析,借鑒理論指導指出了實現(xiàn)地方政府對基層金融機構(gòu)有效監(jiān)管的對策。
[Abstract]:Local government financial management system is an important part of our financial system. In recent years, with the deepening of the understanding that finance is the core of modern economy, the enthusiasm of local governments to participate in financial management is rising day by day. Provincial governments and most cities and counties have set up special functional departments such as financial work offices. Due to the failure of the financial market and the inherent fragility of the financial industry, this requires the implementation of financial supervision. The purpose of our government's financial supervision is to maintain the stable development of the financial industry, to establish a good financial order, to cooperate with the implementation of monetary policy, and to provide support for the economic development. In order to safeguard the interests of the public, the main body of financial supervision is government departments or government authorized departments, then the specific government actions in financial supervision will have a great impact on the financial industry. With the deepening of the reform of the financial macro system, there are still some problems in the practice of local government financial management in China, such as repeated supervision, blind areas of supervision, unequal responsibility and power, confusion of functions, and so on. Starting from the main content and necessity of local governments' supervision of financial institutions, this paper analyzes the main reasons and countermeasures of the defects of supervision. This paper points out the countermeasures to realize the effective supervision of local government to the basic financial institutions by reference to the theoretical guidance.
