【摘要】：金融作為現代經濟的核心，廣泛滲透到社會經濟生活的各個方面，對優(yōu)化資源配置、加快經濟發(fā)展、提升生活品質、實施宏觀調控等具有重要意義和作用。以金融機構集聚、金融市場發(fā)達、金融服務高效為主要特征的金融中心，具有促進金融資本流動、引導實物資源配置的強大功能。從13世紀金融中心在佛羅倫薩初具雛形以來，全球爭建金融中心的努力從未停歇，不僅體現在全球性金融中心爭奪上，而且在區(qū)域性金融中心建設中也表現的淋漓盡致。目前，我國二十余個城市提出了建設區(qū)域性金融中心，試圖爭取區(qū)域發(fā)展資源和爭奪經濟發(fā)展優(yōu)勢。 隨著經濟全球化和區(qū)域經濟一體化，信息技術發(fā)展、資本跨國流通等因素變遷，一種全新的全球金融網絡正在創(chuàng)建，金融中心依賴經濟中心、貿易中心和國內資本供給的傳統(tǒng)形成模式正在發(fā)生改變，，新興金融中心加速崛起。結合理論研究和現實形勢，歷史上和當前階段各類金融中心形成的背后均是得到了金融人才的厚愛和金融資本的青睞，而與金融人才和金融資本緊密相關的是金融生態(tài)環(huán)境。即金融生態(tài)環(huán)境是否適合以金融人才和金融資本為基礎的金融生態(tài)主體的繁衍和發(fā)展，直接決定了金融中心建設效果。因此，從金融生態(tài)的視角分析我國區(qū)域金融中心建設中機制、效率、政策等問題，推動區(qū)域金融中心向更高層次、更高水平邁進，乃至形成一批國際性金融中心，參與國際金融資源爭奪，具有重要理論和現實意義。 本文在總結國內外金融中心相關研究文獻和借鑒全球金融中心建設經驗基礎上，引入金融生態(tài)的分析思路和方法，探討了金融中心形成和發(fā)展的機制，并結合我國區(qū)域金融中心建設實踐，利用多種評價工具對我國金融中心城市進行了評價。結合我國區(qū)域金融中心城市建設現狀，利用數據包絡分析方法對我國金融中心城市建設效率進行了分析。針對我國區(qū)域金融中心建設中存在的問題，認為要充分考慮金融生態(tài)的自我對策，結合不同城市金融生態(tài)發(fā)展的階段特性，改變單一“拼優(yōu)惠”思路，提出了金融中心城市建設策略、政策及措施，因勢利導、順勢而為，推動區(qū)域金融中心建設。
[Abstract]:As the core of modern economy, finance is widely permeated into all aspects of social and economic life, to optimize the allocation of resources, accelerate economic development and improve the quality of life. The implementation of macro-control and other important significance and role. The main characteristics of financial institutions agglomeration, financial markets and efficient financial services as the main characteristics of the financial center, to promote the flow of financial capital. Since the beginning of the financial center in 13th century in Florence, the global efforts to build a financial center have never stopped, not only in the global financial center competition. At present, more than 20 cities in China have proposed the construction of regional financial centers in an attempt to strive for regional development resources and economic development advantages. With the changes of economic globalization and regional economic integration, the development of information technology, the transnational circulation of capital and other factors, a new global financial network is being created, and the financial center depends on the economic center. The traditional mode of formation of trade center and domestic capital supply is changing, and the emerging financial center is accelerating to rise. In history and the current stage of the formation of all kinds of financial center behind is the financial talents and financial capital favored. What is closely related to financial talents and financial capital is the financial ecological environment, that is, whether the financial ecological environment is suitable for the reproduction and development of financial ecological subjects based on financial talents and financial capital. Therefore, from the perspective of financial ecology, the mechanism, efficiency, policy and other issues in the construction of regional financial center in China are analyzed to promote the regional financial center to a higher level. It is of great theoretical and practical significance to advance to a higher level and even form a number of international financial centers to participate in the competition for international financial resources. On the basis of summing up the relevant research literature of financial center at home and abroad and drawing lessons from the experience of global financial center construction, this paper introduces the analysis ideas and methods of financial ecology, and probes into the mechanism of the formation and development of financial center. Combined with the practice of the construction of regional financial center in China, this paper uses a variety of evaluation tools to evaluate the financial center city of our country, combined with the current situation of the construction of regional financial center city in China. This paper analyzes the efficiency of the construction of financial center cities by using the method of data envelopment analysis. In view of the problems existing in the construction of regional financial centers in China, the author thinks that the self-countermeasures of financial ecology should be fully considered. Combined with the stage characteristics of different cities' financial ecological development, this paper changes the single "preferential" thinking, and puts forward the construction strategy, policies and measures of the financial center city, which can be guided by the situation and conform to the trend.
