【摘要】:從1980年代以來,金融自由化、融資證券化、信息技術(shù)和金融創(chuàng)新推動(dòng)了金融全球化的發(fā)展,金融全球化使得全球的金融業(yè)得到高速發(fā)展。但是隨之而來的是,全球金融業(yè)也進(jìn)入了一個(gè)動(dòng)蕩的時(shí)期,國內(nèi)外銀行業(yè)出現(xiàn)了很多操作風(fēng)險(xiǎn)事件。我國的金融機(jī)構(gòu)與國外的有著不同的發(fā)展道路,而且農(nóng)信社與商業(yè)銀行對(duì)比在業(yè)務(wù)操作和管理體制上都不同。如何在當(dāng)今金融全球化、自由化以及創(chuàng)新產(chǎn)品不斷涌現(xiàn)的背景前提下,結(jié)合我國農(nóng)信社的自身特點(diǎn),來預(yù)防和控制操作風(fēng)險(xiǎn)事件的發(fā)生是本文需要研究解決的問題。本文主要以我國農(nóng)村信用社的操作風(fēng)險(xiǎn)作為研究對(duì)象,運(yùn)用定性分析和定量分析等研究方法,結(jié)合我國的實(shí)際情況來分析我國農(nóng)村信用社的操作風(fēng)險(xiǎn)事件的成因。在研究分析的基礎(chǔ)上,就如何防范我國農(nóng)信社的操作風(fēng)險(xiǎn)提出了相關(guān)對(duì)策建議。 操作風(fēng)險(xiǎn)是金融機(jī)構(gòu)風(fēng)險(xiǎn)防范的一個(gè)重要內(nèi)容。由于人員素質(zhì)不高,管理相對(duì)落后,和其他金融機(jī)構(gòu)對(duì)比,我國農(nóng)信社的操作風(fēng)險(xiǎn)更為嚴(yán)重。操作風(fēng)險(xiǎn)的防范對(duì)農(nóng)信社至關(guān)重要。文章首先列舉出農(nóng)村信用社的操作風(fēng)險(xiǎn)的各種表現(xiàn)現(xiàn)象,指出農(nóng)信社的操作風(fēng)險(xiǎn)主要是會(huì)計(jì)操作風(fēng)險(xiǎn)和貸款操作風(fēng)險(xiǎn)。然后介紹山東省農(nóng)信社的操作風(fēng)險(xiǎn)的預(yù)警系統(tǒng)并對(duì)其運(yùn)行效果進(jìn)行評(píng)價(jià)。通過對(duì)三個(gè)地區(qū)農(nóng)信社的調(diào)查,分析山東農(nóng)信社目前的現(xiàn)狀。在指出農(nóng)信社操作風(fēng)險(xiǎn)管理方面存在的問題后,指出我國農(nóng)信社操作風(fēng)險(xiǎn)形成的原因。其次從組織、制度、流程三個(gè)層面分析山東省農(nóng)信社操作風(fēng)險(xiǎn)控制的體系。最后文章從優(yōu)化操作風(fēng)險(xiǎn)管理治理環(huán)境、建立有效激勵(lì)約束機(jī)制、培養(yǎng)風(fēng)險(xiǎn)管理人才、建立操作風(fēng)險(xiǎn)數(shù)據(jù)庫、強(qiáng)化操作風(fēng)險(xiǎn)管理的意識(shí)和提高員工風(fēng)險(xiǎn)防范意識(shí)等方面提出防范我國商業(yè)銀行操作風(fēng)險(xiǎn)的對(duì)策和建議。
[Abstract]:Since 1980s, financial liberalization, financing securitization, information technology and financial innovation to promote the development of financial globalization, financial globalization has caused the global financial industry has been rapid development. But along with it, the global financial industry has entered a period of turmoil, the domestic banking industry appeared a lot of financial operational risk events. Institutions in China and abroad have different development path, and the comparison of rural credit cooperatives and commercial banks in the business operation and management system are different. How in the background of financial globalization, liberalization and innovative products continue to emerge, combined with China's rural credit cooperatives own characteristics, to prevent and control of operational risk events is the need to study and solve this problem. In this paper the operational risk of rural credit cooperatives in China as the research object, using qualitative analysis and quantitative analysis Based on the actual situation of China's rural credit cooperatives and other research methods, this paper analyzes the causes of operational risk events in rural credit cooperatives. Based on research and analysis, it puts forward relevant countermeasures and suggestions on how to prevent operational risks of rural credit cooperatives.
Operational risk is one of the important contents of risk prevention in the financial institutions. Due to the quality of personnel is not high, management is relatively backward, and in contrast to other financial institutions, the operational risk of rural credit cooperatives in China is more serious. Operational risk prevention is vital to the rural credit cooperatives. This paper lists the various manifestations of the phenomenon of the operational risk of rural credit cooperatives and pointed out that the operational risk of rural credit cooperatives is the main accounting operational risk and operational risk loans. Then it introduces operational risk warning system in Shandong Province Rural Credit Cooperatives and its running effect evaluation. Through the investigation of three rural credit cooperatives area, analyzes the present situation of Shandong rural credit cooperatives in the operation are pointed out. The risk management of rural credit cooperatives problems, pointed out that China's rural credit cooperatives operating risks. Secondly from the three aspects of organization, system, process analysis of Shandong Province Rural Credit Cooperatives Operational Risk control system. Optimization of operational risk management from the governance environment, the establishment of an effective incentive mechanism, cultivating risk management personnel, the establishment of operational risk database, strengthening operation risk management consciousness and puts forward the Countermeasures of China's commercial banks operating risk countermeasures and suggestions to improve staff awareness of risk prevention.
