【摘要】:我國(guó)是一個(gè)農(nóng)業(yè)大國(guó),近年來,“三農(nóng)”問題得到了政府乃至社會(huì)各界的廣泛關(guān)注,“三農(nóng)”問題的解決對(duì)于保持我國(guó)經(jīng)濟(jì)社會(huì)的穩(wěn)定和快速發(fā)展都具有重要意義。在農(nóng)村經(jīng)濟(jì)發(fā)展中,農(nóng)村金融提供資金支持、金融服務(wù)的重要力量,而在農(nóng)村金融中,農(nóng)村合作金融又發(fā)揮著不可替代的作用。當(dāng)前一個(gè)時(shí)期,農(nóng)村經(jīng)濟(jì)發(fā)展的加速帶來農(nóng)業(yè)生產(chǎn)、農(nóng)村中小企業(yè)以及農(nóng)戶對(duì)金融服務(wù)更高的要求,主要體現(xiàn)在貸款需求的增加上。然而,在我國(guó)廣大的農(nóng)村地區(qū),小額信用貸款的滿足率較低,農(nóng)村信用合作社的金融支持逐漸與農(nóng)村經(jīng)濟(jì)發(fā)展速度不相適應(yīng),我國(guó)農(nóng)業(yè)信貸問題十分嚴(yán)峻。在寧波市江北區(qū),隨著當(dāng)?shù)剞r(nóng)業(yè)經(jīng)濟(jì)發(fā)展水平的提高,有許多農(nóng)戶希望獲得更多的資金支持,農(nóng)民在生產(chǎn)經(jīng)營(yíng)中資金短缺、貸款難的問題已經(jīng)成為了農(nóng)民創(chuàng)業(yè)致富路上的瓶頸,農(nóng)民貸款難,歸根結(jié)底就是因?yàn)椋喝狈τ行У?質(zhì))押物!皟蓹(quán)一房”抵質(zhì)押貸款的推出可以有效解決農(nóng)民因?yàn)槿狈τ行У?質(zhì))押物而遇到的貸款難問題。基于此,本文以寧波市市區(qū)聯(lián)社為例,分析“兩權(quán)一房”抵質(zhì)押貸款服務(wù)的發(fā)展現(xiàn)狀,及“兩權(quán)一房”抵質(zhì)押貸款業(yè)務(wù)的可行性和創(chuàng)新性,并在分析的基礎(chǔ)之上,以加快推進(jìn)寧波農(nóng)村經(jīng)濟(jì)發(fā)展、推進(jìn)新農(nóng)村建設(shè)、完善農(nóng)村信貸體系為目標(biāo),提出該抵質(zhì)押業(yè)務(wù)進(jìn)一步開展的意見建議。本文共分五章:第一章為緒論,主要介紹本文的研究背景、國(guó)內(nèi)外研究現(xiàn)狀、研究的意義和內(nèi)容,以及方法和數(shù)據(jù)來源等。第二章介紹了國(guó)內(nèi)外有關(guān)農(nóng)村信貸的相關(guān)理論及研究成果。第三章介紹了兩權(quán)一房抵押貸款的可行性及創(chuàng)新性。第四章通過將寧波市市區(qū)農(nóng)村信用合作聯(lián)社在寧波市江北區(qū)開展“兩權(quán)一房”抵質(zhì)押貸款業(yè)務(wù)的成果進(jìn)行總結(jié),從數(shù)據(jù)和事實(shí)兩個(gè)方面的調(diào)查統(tǒng)計(jì)來評(píng)價(jià)寧波市江北區(qū)“兩權(quán)一房”抵押質(zhì)押貸款的現(xiàn)狀及存在的問題。第五章為本文的政策建議部分,對(duì)“兩權(quán)一房”抵質(zhì)押貸款提出進(jìn)一步發(fā)展措施及完善建議。
[Abstract]:China is a large agricultural country, in recent years, the "three rural" issues have been widely concerned by the government and even all sectors of society. The solution of the "three rural" problems is of great significance to maintain the stability and rapid development of our country's economy and society. In the rural economic development, the rural finance provides the fund support and the important force of the financial service. In rural finance, rural cooperative finance plays an irreplaceable role. At present, the acceleration of rural economic development has brought agricultural production, rural small and medium-sized enterprises and farmers have higher requirements for financial services. However, in the vast rural areas of our country, the satisfaction rate of micro-credit loans is low, and the financial support of rural credit cooperatives gradually does not adapt to the speed of rural economic development. In Jiangbei District of Ningbo City, with the development of local agricultural economy, many farmers want to get more financial support, and farmers are short of funds in production and operation. The problem of loan difficulty has become the bottleneck on the road of farmers' starting a business and making them rich, and it is difficult for them to borrow money. In the final analysis, it is because of the lack of effective collateral. The introduction of "two rights and one house" mortgage loan can effectively solve the problem of farmers' loan because of the lack of effective collateral. Based on this. This paper takes Ningbo City Union as an example to analyze the present situation of the development of "two rights and one house" mortgage loan service, and the feasibility and innovation of "two rights and one house" mortgage loan business, and on the basis of the analysis. In order to speed up the development of rural economy in Ningbo, promote the construction of new countryside and perfect the rural credit system, this paper puts forward some suggestions for the further development of the pledge business. This paper is divided into five chapters: chapter one is the introduction. This paper mainly introduces the research background, domestic and foreign research status, research significance and content. Chapter two introduces the related theories and research results of rural credit at home and abroad. Chapter three introduces the feasibility and innovation of mortgage loan of two rights and one house. Chapter 4th introduces the feasibility and innovation of the two rights and one house mortgage loan.
