隨著林業(yè)可持續(xù)發(fā)展得到國際社會(huì)和各國政府的高度重視,木材貿(mào)易可持續(xù)發(fā)展也受到廣泛關(guān)注,并成為行業(yè)共識(shí),既是可持續(xù)發(fā)展戰(zhàn)略的重要組成部分,也是可持續(xù)發(fā)展由理論走向?qū)嵺`的具體體現(xiàn)。中俄兩國木材貿(mào)易帶動(dòng)世界木材貿(mào)易的飛速增長。但是目前國際社會(huì)在木材可持續(xù)貿(mào)易問題上針對(duì)中國的不利輿論較多,給中國林業(yè)發(fā)展和對(duì)外交往帶來負(fù)面影響。中國進(jìn)口俄木材受原木出口關(guān)稅調(diào)高等方面問題的制約,加之來自俄羅斯的非法采伐木材引發(fā)的許多問題,因此,對(duì)俄木材貿(mào)易可持續(xù)發(fā)展水平較低。在2016年中華人民共和國、蒙古國和俄羅斯聯(lián)邦代表簽定了“中蒙俄經(jīng)濟(jì)走廊”以推動(dòng)三鄰國共同發(fā)展。除了開展旅游、智庫、媒體、環(huán)保、減災(zāi)救災(zāi)等領(lǐng)域務(wù)實(shí)合作,本協(xié)議還包括加快工業(yè)創(chuàng)新發(fā)展(工業(yè)4.0)。俄羅斯和中國之間大量的非法木材貿(mào)易不能用現(xiàn)行的認(rèn)證制度和俄羅斯政府的戰(zhàn)略來阻止。區(qū)塊鏈技術(shù)本身是工業(yè)4.0不可分離的組成一個(gè)部分,能夠提供一個(gè)新的技術(shù)機(jī)會(huì),同時(shí)解決非法采伐、管制木材貿(mào)易和滿足環(huán)境敏感市場(chǎng)的需求。基于智能合約的分散可以通過每個(gè)日志加密來確保木材供應(yīng)鏈的透明度。然而,由于加密貨幣(貿(mào)易所依賴的)超出了兩國的立法范圍,而且能源需求巨大,這...
